Ministry of Education Releases New School Calendar

KAMPALA – Mr. Ismail Mulindwa, the Director, Basic and Secondary Education has revealed that the ministry of education is considering promoting students in non-candidate classes, should they fail to get a chance to return to school before the end of the academic year.

Mulindwa while meeting MPs on the Education Committee said the ministry was set to roll out the enhanced home-study program for effective learning for other learners that can lead to promotion to the next class in case the situation does not warrant reopening for all.

While giving his latest address on Covid-19, President Museveni said that the cabinet approved the re-opening of schools for candidates and finalists on October 15, 2020.

He also noted that there are some reasons that hinder private schools from re-opening since some schools were doing education as a business adding that the Ministry of Education has been directed to expand the number of secondary schools.

On Tuesday 22, the ministry released a new school calendar that will roll over into next year, confirming that schools will start on October 15th for the second term and close mid-December.

The Third Term, according to the new calendar will begin mid-January and end in April.

He says they have developed study materials through the National Curriculum Development Centre (NCDC) to cover the rest of the syllabus for each class.

According to Mulindwa, the first phase of continuity of learning under homeschooling was implemented for four weeks in May through radio, Television and printed self-study materials which focused on remedial work to consolidate the concept learners had already covered, before the closer in anticipation that education institutions would re-open soon.

He, however, said that since schools for non-candidates are still closed, the second phase of learning materials that are yet to be distributed will help learners’ complete the syllabus, something that will see them promoted to other classes.

Latif Ssebaggala Withdraws from Kampala Mayoral Race

Hon. Latif Ssebaggala has withdrawn from the tight race for the Kampala Mayorship within the National Unity Party. Latif is the current Member of Parliament for Kawempe North and from the preliminary results released last sunday, he was the preferred candidate for the race of the Lord Mayor of Kampala.

Latif has withdrawn from the race of Lord Mayor for Kampala two days after being nominated as the party’s best candidate, something that caused storm in the party. Lots of uncalled for shouts were made by the National Unity Party members including Joseph Mayanja aka Chameleon who had indicated interest in the position before the legislator declared his interest!

During the press conference Latif said that “For the interest of wider opposite and the conflict of interest with our party (NUP), I have taken a decision to withdraw my candidature. Many supporters within the party are supporting different candidates of course this may cost us and that is why I have taken this decision”.

He also apologized to those who had interest in him. “I remain a member of the National Unity Platform (NUP) and will still give all my support to Hon. Robert Kyagulanyi Sentamu for the presidency.” he said.

The decision for Latif Ssebagala to witdraw from the race for the position of Kampala Lord Mayor seems to be the best option for the National Unity Party (NUP), Uganda’s youngest political party that is expected to deliver better results than even the old political parties in the coming elections. Latif has been a legislator in Ugandan parliament since 2001 and for the last 20 years he has been representing the people of Kawempe North.

His decision shows political maturity and has been lauded by political analysts as a great move towards promoting peace and unity in the young political party.

BASICALLY, there are seven reasons why degree holders are poor;

1. THEY DON’T THINK BEYOND THEIR CERTIFICATES

Albert Einstein said, “Education is not the learning of facts, but the training of the mind to think.” Have you ever heard  creativity term “Think outside the box” ? One of the major reasons why most graduates are poor is simply because they can’t see and think beyond their certificates. I have seen engineering students work as bankers. I have seen medical doctors with great skills in web and graphic designs. I have seen lawyers that are very dexterous with finances. The list is endless!

The basic truth of life is that the skills that are needed to be much sought after and become more successful in life are not really found within the walls of the classrooms. Your certificate is just a proof that you are teachable, it does not suggest what you are totally capable of doing. You are full of possibilities when you think beyond your degrees and certificates.

2. THEY PRIORITIZE THEIR CERTIFICATES MORE THAN THEIR GIFTS AND TALENTS*
I have often advised some of my colleagues, never to leave their gifts dormant while pursuing and hunting for jobs with their certificates. There must be a complementary balance in the pursuit of your passion and in the search for jobs.

Everybody is gifted for something, but the winning edge comes from our ability to work on our gifts and bless the world with it. The very best way to develop yourself is in the direction of your natural talents and interest. In order to live a fulfilled and impactful life, we need to work harder on our gift than our job. We need to discover our gift, develop it, and sell it. Don’t bury your TALENT with your certificates.

3. THEIR CERTIFICATES PREPARE THEM FOR A WORLD THAT NO LONGER EXIST
It has been found that most of the skills taught in schools are becoming obsolete in the present world. The world has changed a lot, and so are people’s need! It is imperative to know that the present form of university education does not prepare students for the future.
Graduates are becoming endangered species in the face of a changing world. Our archaic methods and approaches of learning are preparing graduates for a world that no longer exist, as we are churning out degree holders every year with certificates that have face value but no intrinsic worth. Most learning institutions are filled up with lecturers and pseudo-educators with lecture notes, methods and approaches that have lost relevance in a changing world.

4. THEY KNOW LESS ABOUT THEMSELVES BUT MORE ABOUT THINGS
Certificates and degrees don’t reveal people to themselves; they at most measure our IQ (Intelligent Quotient). I have often tell people that there is no Recovery without Discovery. A poor man is simply someone that has not discovered himself.
The more you discover yourself, the more you realize the treasures that are hidden deep within you. We carry inside ourselves latent treasures that can only be unveiled through self-discovery.

5. CERTIFICATES AND DEGREES CAN KILL INITIATIVES
Degrees and certificates can close up your minds to ideas while initiatives open it up. If you are not careful, your degrees and certificates can close up your mind. The purpose of education is to keep your mind perpetually opened towards limitless possibilities!

It will be interesting to know that Fred Smith got a grade “C” in a Yale economics class for an idea that the professor belittled as unworkable. 6. DEGREES AND CERTIFICATES POSITION YOU TO LOOK FOR JOBS AND NOT FOR OPPORTUNITIES
Our certificates and degrees prepare graduates to look for jobs and not open our eyes to life-changing opportunities. You are not poor because you don’t have a job; you are poor because you are not seeing and seizing opportunities.
Being POOR is simply Passing Over Opportunities Repeatedly! What keeps people ahead in life is not their education or degrees, it is simply the opportunity that they seized. Jobs may be scarce but not opportunities.
As long as there is a problem to be solved, there will always be opportunities. It is a waste of our education, exposure, and experiences if after we graduate from school, all we think about is searching for a job. An enlightened and educated mind should be able to see and seize opportunities.

7. CERTIFICATES AND DEGREES PREPARE PEOPLE TO LOOK FOR SECURITY AND NOT TO TAKE RISKS

We must be willing to make mistakes and take breakthrough risks. Taking risks and learning from mistakes help us in knowing what works and what does not! When Thomas Edison was being questioned by a mischievous journalist on how he felt for having failed for 999 times before getting the idea of the light bulb, his response stunned the whole world when he confidently said, “I have not failed 999 times, I have only learned 999 ways of how not to make a light bulb”.

Many graduates and degree holders are becoming progressively poor because the skills required in the modern world to get rich are not taught in schools and institutions.
By 2025, we’ll lose over five million jobs to automation. This means that future jobs will look vastly different by the time many people graduate from the university.

Future jobs will involve KNOWLEDGE PRODUCTION/CREATION and innovation, and people that are only equipped with skills found in the classroom will definitely be a misfit in an ever-changing world. Skills like critical thinking, creativity, people’s skill, STEM skills (e.g Coding), complex problem-solving skills etc. are central to living a more comprehensive and productive life.

8 THEREFORE in conclusion, My humble and candid advice to graduates and students in institutions is to think wide, deep and outside the box. Take volunteer jobs, and don’t be afraid to navigate fields that are different from your field of learning. Your future career will require you to pull information from many different fields to come up with creative solutions to future problems. Start by reading as much as you can about anything and everything that interests you. Once you get to college, consider double majoring or minoring in completely different fields. Trust me, it’ll pay off in the long run.

Don’t limit yourself to the classroom. Do something practical. Take a leadership position. Start a business and fail; that’s a better entrepreneurship. Contest an election and lose. It will teach you something political science will not teach you. Attend a seminar. Read books outside the scope of your course.

Think less of becoming an excellent student, but think more of becoming an excellent person. Don’t make the classroom your world, but make the world your classroom. Step forward and try something extra.

Invest in something you believe !Real financial security and freedom is not in your job, but in your passion, gifts, talents, and your ability to see and seize opportunities.

Museveni Reopens Candidate Classes

President Yoweri Kaguta Museveni has reopened schools for only candidate classes and university finalists. Museveni said the reopening is scheduled for October 15.

Museveni said the solution for other classes will be forged in January 2021. He added that International Schools which have limited number of learners can engage the Ministry of Education on the way forward. The classes which will resume business include primary seven, senior four, senior six and university finalists.

The President said that a total number of 1.2 million learners in candidate classes can have enough space in education institutions to observe social distance.
He said that government has considered reopening schools for candidates since it would be hard to accommodate two batches of candidates next year.  The President was Sunday addressing the nation on COVID-19.

Recently, President Museveni  directed the Covid-19 National Taskforce to discuss reopening of schools across the country in a phased manner starting with candidate classes.  The taskforce was directed to consider reopening of other sectors that are still closed such as worship places, bars, weekly markets, tourism and Entebbe International Airport.

According to the twitter handle of the ICT minister,  Judith Nabakooba, the taskforce was supposed to provide their report to the President by the end of last month.

“Museveni has instructed the task force to review the possibility of phased reopening of schools starting with candidates’ classes and clinical students. The taskforce has also been tasked to review the status of the remaining sector, including the entertainment industry such as bars, cinemas, nightclubs and sports events,” Ms Nabakoba said

In June and July, President Museveni ordered partial reopening of most businesses, including public transport that had been closed in March due to the outbreak of Covid-19.

Makerere University Main Building Gutted by Fires

It is a very dark morning for Makerere University! The county has woken to the bad news of the fires burning the Ivory Tower also known as the Main Building of the East and Central Africa’s leading university. The Main Administration Building is 79 years old, having been completed in 1941. It is an iconic building and is the symbol of higher education in Uganda and the entire East and Central African Region.

The building housed the offices of the Vice Chancellor, the Deputy Vice Chancellor (Finance and Administration, the University Secretary, The University Bursar, the Directorate of Human Resources, the Directorate of Internal Audit, the Public Relations Office and the Council Room. The Printery, which is located in the basement of the building was not affected.

According to the local briefing, the building caught fire in the wee hours of the night under unclear circumstances. The Uganda Police Fire Brigade have been at the scene to put out the fire and a witnesses intimated that almost half of the roof was affected.

The news have been confirmed by the Makerere University Vice Chancellor Prof. Barnabas Nawangwe. He tweeted that “It is a very dark morning for Makerere University and the destruction is unbelievable.”

Prof Barnabas Nawangwe has confirmed that the destruction is unbelievable but he has vowed to restore the Makerere University main building to its historic state following a fire which ravaged the building this morning at around 1am.

He added on that Makerere University was already preparing for its centenary celebrations slated for January 2022. He said that although the burning of the iconic building is a setback, the building will be reconstructed before the big day.

However ‪the Fire Brigade finally managed to put out the fire that razed Ivory Tower at around 4:00 am., but after the entire roof of the building had collapsed. The entire top floor of the building and the entire Finance Department had been burnt.

It has been reported that the fire engines experienced a challenge with lack of a fire hydrant within and in the vicinity of the University. The Fire Brigade had to fetch water from the hydrants at the Fire Brigade Headquarters.

When it appeared to the Fire Brigade that the fire had been completely extinguished, despite smoke still coming off from the Central Registry, they left the site. Unfortunately, fire again broke out in the Council Room at 8:00 pm but the Fire Brigade arrived within 15 minutes and put out the fire within one hour. The Fire Brigade has been on standby on site, fighting small fires throughout the night.

Investigations into the Cause of the Fires

The Director of the Criminal Investigations Unit has camped at the university to establish the cause of the fires that is still unknown. She said that “the Uganda Police inquiries have commenced and we are going to investigate and find out what happened, whether it is an arson or any other cause. At the moment, it is still early to say what has caused the fire”.

In a related development it has been established that two officers have been arrested on reasons of neglecting their duties to protect the University. Those arrested are; a police officer – one who should have been on duty at the entrance of the Main Building which caught fire just after midnight – and a private security personell from the University’s internal security. The third officer was still at large by Sunday evening according to Ms Akullo.

An early development show that the Main Building is guarded by the University’s security services and the Uganda Police. At the time of the fire outbreak, the officers on duty were inside the building near the entrance and they apparently did not notice the problem until they were alerted by the Chief Security Officer.

The Fate of Documents

Practically all the documents in the Directorates of Finance, Human Resource, including the Central Registry, and the Directorate of Internal Audit were destroyed. Fortunately, all hard copies of the financial documents for previous financial years had been moved to the archives, which was not affected by the fire. Similarly all old files in the Central Registry had been moved to the archives. Information of the staff in service has been digitalized and is safely kept on servers, which are not in the Main Building.

The financial documents for the Financial Year 2019/2020 are currently being audited by the Auditor General and were safely evacuated from the Main Building. With the move to the Integrated Finance Management System (IFMS) all financial transactions of the University are automatically backed up electronically at the Ministry of Finance, Planning and Economic Development.

In addition, with the recent financial decentralization at the University, a considerable percentage of the financial documents are kept in the Colleges and administrative Units.

All revenue collection including student fees, rent and other payments are received directly by URA, which then transfers the money to the consolidated fund. All payments are similarly made through the IFMS. Management therefore does not keep cash in offices as alleged by some social media reports and there was no loss of cash in the fire.

Documents from the offices of the Vice Chancellor, the Deputy Vice Chancellor (F&A) and some of the documents in the Office of the University Secretary which were not razed in the fire were also evacuated.

The University Management is compiling the value of all property lost in the fire, based on the University Inventory and Board of Survey report, which was concluded at the end of August 2020.

Prison Break in Moroto as 219 Inmates Escape with Tens of Guns

If you haven’t heard there has been a prison break in Moroto prison with reportedly over 215 prisoners escaping with over 30 guns. This could be a schofield mastermind.

Anyway, according to sources, the prisoners from Moroto Central Prison made a raid on the armory before taking off with guns into the mountains. However, the UPDF is in pursuit of them and several occasions of Gunfire has been heard in the area that is claimed to have sofar claimed three lives including a confirmed army officer.

According to a one David Oyel, Most of the people who escaped from Moroto Prison are Karamojong warriors who are very dangerous and know very well the architecture of the Moroto mountains that will make it a hard task for the UPDF to find them.

There are also reports that 7 of the escapees have been recaptured. This has been confirmed by the Uganda Prisons spokesperson Frank Baine who also says most of them are Jie warriors.

The prison had a total number of 684 inmates 684 before the jail break that could be believed as the biggest in Uganda’s History.

Interestingly, the prisoners chose to stip Naked because people in Moroto hardly put on clothes and if one dumped the gun, he could easily fit in the local community which is predominantly naked all the time.

Ministry of Education Sets Dates for 2020 National Exams (PLE, UCE & UACE)

The Ministry of Education has released a new academic calendar of schools re-opening for candidate classes as well as proposed dates for the seating of the final exams of the Primary, Ordianry and Advanced levels of Education.

In the new calender, candidates in primary, secondary, technical schools, community polytechnics and final year students will resume their studies on Monday 21, 2020.

The announcement comes shortly after the ministry came up with strategies to ensure effective implementation of specific standard operating procedures (SOPs) for the phased reopening of the educational institutions.

According to the document reased;
– Candidates will begin with second term from—- to —– December before the third terms starts on —– January to —– April.
– The Uganda Primary Leaving Examinations (PLE) will begin on — and end on —
– The Uganda Certificate of Education Examinations (UCE) are set to begin on — and end on….
– The Uganda Advanced Level of Education Examinations, (UACE) are set to begin on — and end on ——

The Academic Year was prematurely cut short on March 18, 2020, as a precautionary measure to control the spread of the Coronavirus disease, COVID-19 that has put the world on hold for morethan half a year.

Makerere ranked 5th best African university

Makerere University is Africa’s fifth-best university and the best in East Africa, according to the latest World University rankings by Times Higher Education.

The ranking places Makerere together with Mansoura University in Egypt, the University of Ibadan, Nigeria, and the Durban University of Technology in South Africa, among others in the same position.

The ranking also places Makerere University Medical School as second best in Africa.

Prof Barnabas Nawangwe, the Vice-Chancellor of Makerere University, said the ranking means the institution is on the right course, despite attempts by “detractors” to disrupt the strategy.

“We are on course to becoming a research-intensive university. We still have a few non-performers whom we need to get rid of and we will be unstoppable. The Forbes Institute this year recognized Makerere as the university which produces the best entrepreneurial graduates,” Prof Nawangwe said on Friday.

“This means we have made huge improvements in research and teaching. Our medical school is our flagship and it is the second best in Africa and among the best 100 medical schools globally,” Prof Nawangwe said.

He added that this is a huge vote of confidence in Makerere.
The rankings included more than 1,500 universities across 93 countries and regions.

The survey is based on four performance areas of teaching, research, knowledge transfer and international outlook.
The best university in Africa is the University of Cape Town in South Africa, followed by the University of the Witwatersrand in South Africa.

The best universities in the world based on the rankings are University of Oxford, Stanford University, and Harvard University.
