Iam Not a Munyarwanda – Museveni Shares Info About His Tribe

0
Museveni Yoweri Kaguta

President Museveni has responded to ongoing claims that he is a Munyarwanda. These claims have been propagated by several individuals including a one Fred Lumbuye, an avid supporter of the National Unity Party.
Museveni stated that a follower identifying himself as Mwoyo Gwa Gwanga declares how he is not against Banyankore but only against Banyarwanda like Museveni.  He is also wondering whether Banyarwanda are an “official” tribe of Uganda.

The president clarified that first of all, I am not a Munyarwanda.  “I am a Musiita and my mother is Mweene Rukaari and you can go to the beginning of creation, you will not find any Bunyarwandism in me”.

The president went further and argued that it would not have mattered if I was a Munyarwanda! He added on that “The NRM talks of Africa, not just the small tribes or even just Uganda.  We want the unity of East Africa, of Africa.  Moreover, at a personal level, I have many Banyarwanda relatives by marriage.  Yes, the Banyarwanda are one of the indigenous tribes of what became Uganda”.

Museveni says that there are two reasons as to why Banyarwanda are part of Uganda.  One reason is that a part of Rwanda, Kisoro, was put in Uganda by the colonial borders.  They are indigenous Ugandans and they are Kinyarwanda speakers (Kifumbira).

Secondly, a part of Mpororo, Omutara, was put in Rwanda by the Colonial borders.  A number of Bahororo clans actually have their origins in Omutara:  The Bagina from Kichwamba, the Bakimbiri from Rutuungu, etc.   There are other clans like Bakurungu, Baturagara etc. who are said to originate from Omutara; then, the area near Katuna is occupied by Abakiga.

Therefore, those who waste their time trying to find which Samia is from Kenya, which Mukoonjo is from Congo, which Alur is from Congo, which Kakwa is from Congo or South Sudan, which Madi is from South Sudan, which Acholi is from South Sudan, which Karimojong is from South Sudan, which Sabinyo is from Kenya, which Mugisu is from Kenya, which Munyankore or Rakaian is from Karagwe or Buhaya in Tanzania, are not part of our Pan-African vision.  Since time immemorial, these peoples have always interacted in spite of the myopic chiefs that fomented wars among out people.

Museveni Not Ready to Retire

0
Museveni Kaguta in Luweero

The long serving president of Uganda, Mr. Yoweri K Museveni has through his Facebook page indirectly revealed how he isn’t ready to retire now. In this lengthy post, he established that his long stay is not after jobs but the mission of Patriotism. We share with you this lengthy post below;

There is no problem with Museveni retiring.  My family never joined the modern religion until 1947, almost 50 years from the coming of the Europeans.

In my family, prior to my taking up a temporary teaching job in 1965, after our O – levels, nobody had even ever been a Muruka chief.  My father and a number of my uncles died recently, all of them in their 90s.  None of them has ever worked for the Government.

My children have finished their education. Except for Muhoozi who loves the Army, none of them is working for the Government.  In 1971, I resigned from a government job to fight the regime of Idi Amin, yet Amin was welcoming our group to join.

Indeed, some of our colleagues – Wanume Kibedi, Nabudere, Rugumayo – joined Amin.  We resigned our jobs: Museveni – Assistant Secretary for Research, President’s Office – age 26; Martin Mwesiga – State Attorney; Mwesigwa Black – Economist UDC, Rwaheru – Engineer, The Uganda Railways Corporation, Birihanze – lecturer, literature etc., etc.  All these years – ever since 1971 – we either work for no pay or for low pay.

Therefore, stop wasting time thinking that NRM is after jobs.  It is after the mission of Patriotism (down with sectarianism in Uganda), Pan-Africanism in Africa, social – economic transformation and democracy.

Recently, I pointed out that 63 years after Ghana’s Independence in 1957, the Post-Independence African leaders, except for Mwalimu Nyerere and Abeid Karume that united Tanganyika and Zanzibar to form Tanzania, have succeeded in creating a Latin America in Africa instead of creating a United States of Africa in Africa which was the vision of Osagyefo Nkrumah and Mwalimu Nyerere, of which we are disciples.

You see the misery that is going on in Africa – Africans dying like flies in the Sahel of Somalia, etc.  It is good the East African leaders are now committed to the confederation of East Africa and they appointed me as a champion for that cause.

I have read your lugambo from cover to cover, I have not seen a single comment on African integration and yet that is where our survival is.

You talk of taking power.   That is all good; but remember ideology and not biology.  As long as the Ugandans stand with us, we shall push this mission.

If you want to join us, you are welcome.  If you do not want to do so, no problem.  In the 1960s, 70s 80s and 90s, we did without the company of Kamuzu Banda and group.

Museveni Issues Fresh Orders on Curfew

Museveni Address on Covid-19

President Yoweri Museveni has ordered security organs to strictly enforce the directives on restrictions to deter coronavirus (COVID-19) spread. As part of the presidential directive, Museveni has instructed the Police to tighten enforcement of the curfew for commuter motorcycles bodabodas, private and public transport, among others.

The curfew for bodabodas begins at 6:00pm whereas that for private vehicles and public transport is 9:00pm.

The President’s message was announced yesterday by the information minister, Judith Nabakooba, during a press conference in Mityana town.

Nabakooba said the President’s fresh directive follows a spike in the COVID-19 cases and deaths.

As of Saturday, Uganda had recorded 2,847 cases and 29 deaths. By July 23, the country had recorded one COVID-19 death.

“In one month, we have 29 deaths and the number continues to grow every day.
This is about one person dying every day,” she said.

Despite a spike in COVID-19 cases, she said, bars are illegally operating and people are increasingly attending weddings, funerals in large numbers without face masks and social distancing.

At the same event she hosted at Enro Hotel, the minister lauded Ugandans who are voluntarily helping enforce the COVID-19 standard operating procedures (SOPs) among the citizenry.

“We have seen bodaboda leaders, taxi operators supporting the Police in enforcing the COVID-19 guidelines. As a result, there has been an improvement with passengers embracing the guidelines,” she said.

Nabakooba urged other sectors such as markets, arcades and individuals to embrace the system of community policing.

Reopening schools, worship placesNabakooba said the President has also instructed the National Task Force on COVID-19 to review the possibility of a phased reopening of schools starting with candidate classes and clinical medical students.

The task force will also review the status of other sectors such as places of worship like mosques and churches, mobile markets, tourism and the airport.

Other sectors to be reviewed include the entertainment industry such as bars, cinemas, nightclubs and sports events.

Security intensified Police spokesperson Fred Enanga said they have intensified enforcement following the presidential directive.

He added that they will mount roadblocks for bodabodas, private and public transport, not excluding pedestrians without masks.

Following the lifting of the lockdown, Enanga said, certain roadblocks in the urban centres were removed to allow traffic flow smoothly. He said they would re-introduce them.
On the arrest of politicians, he said, all regional and division Police commanders have been instructed by the director of operations to arrest whoever breaches the COVID-19 SOPs.
Police officers who fail to implement this, he said, will face disciplinary action.

“We have also deployed the Police Professional Standards Unit to monitor the Police stations or division failing to enforce the SOPs. Defaulters will be held accountable and disciplinary action will be taken,” he said.

He added that implementation of the presidential directive will be conducted jointly with other security organs, such as the army.

What other players sayXavier Ejoyi, the country director of ActionAid, blamed government officials for the laxity on implementing the presidential guidelines on COVID-19.

“Ugandans are becoming relaxed because they have been betrayed by politicians, including senior ministers.

How will a common Ugandan respect social distancing when ministers are holding political rallies?”

“Ugandans had respected the rules, until the political season started where ministers walk among crowds without masks on,” he said.

To restore respect for SOPs, Ejoyi said, the Government should arraign ministers in courts of law over faulting of the guidelines.

Engineer Patrick Oboi Amuriat now dubbed POA by his admirers was born in Soroti, in the Eastern part of Uganda to the family of Mzee John Amuriat of Kogili, Kanyum, Present day Kumi District and Elizabeth Aciro Amuriat (deceased) hailing from the present day Omoro District.

He was raised and had his early education in Soroti and later in Lango and Makerere University. POA is a holder of Dip. in Education from Makerere University, Bsc. Civil Engineering from Makerere University and Master of Science Degree in Civil Engineering fromMakerere University.

He joined active competitive politics in 1994, first contesting during the Constituency Assembly (CA) elections. In 1996, Patrick Oboi Amuriat was the Official interpreter and Campaign Chief of Opposition Presidential candidate Paul Kawanga Ssemwogerere in Teso and Karamoja Sub Regions.

Encouraged by the strong views of the later FDC founding father Col. (Rtd.) Dr. Kizza Besigye in his 1999 communiqué, POA joined Reform Agenda, actively teaming up with the campaign teams, which kept returning good results from his native Teso region.

Later as MP, POA was part of the Parliamentary Advocacy Forum, PAFO chaired by one of our most respected elders Hon. Augustine Ruzindana. POA is a founding member of FDC. He was part of the historic events, which gave birth to what immediately became the most popular party in Uganda.

POA served continuously as MP for 15 years, from 2001-2016. As MP, he chaired the committees of Science and Technology and Commissions Statutory Authorities and State Enterprises (COSASE). He was a kingpin member of the Committee of Works and Transport for his entire time in Parliament.

As committee chair, POA exhibited exceptional management skills. He always distinguished himself as an opposition member and unreservedly spoke out against repressive policies of the NRM regime. POA has served his party diligently and has consistently made a monthly financial contribution to the Party (for ten years) towards the purchase of our Party headquarters.

In 2015, POA was deployed as Chief National Field Coordinator to the FDC Presidential flag bearer, Dr. Kizza Besigye. He is therefore a proud player of the team, which secured victory though rigged for the FDC in the February 2016 Presidential elections. It is this victory that together with other progressive members of our Party and society, which he has continued to expend his energy on to reclaim through full time activism, now popularly known as DEFIANCE, as an assignment by the Party.

Currently, POA is the FDC Party President having won elections on 24th November 2017, in the FDC 7th National Delegates Conference that was held at Mandela National Stadium, becoming the Third (3) President after Maj Gen. Gregory Mugisha Muntu (November 2012-November 2017) and Dr. Kizza Besigye (2005 – November 2012)

On 24th November 2017, he won the FDC Party Presidency  in a hotly contested election that saw him defeating then Party President and former army commander and East African Legislative Assembly (EALA) MP Rtd. Maj. Gen. Gregory Mugisha Muntu at the FDC National Delegates conference at Mandela National Stadium – Namboole becoming the Third Party President of Ugandas largest opposition Party, FDC.

Hon. Engineer Amuriat has held the Party together ever since 2017 when the media projected the demise of the Party in the hands of Amuriat owing to the quitting of Gen. Muntu where some sections of the fourth estate projected that about 28 FDC MPs would leave the Party to join Muntu’s ANT Part, something that up to now hasn’t come to pass which shows the leadership acumen and ability of Hon. Amuriat in holding the Party together in a very difficult political terrain.

He is an orator, articulate and a combative activist.

Hon. Eng. Amuriat promises that once elected President, he will foster technological advancements through offering free computers to every secondary school going student.

The two candidates will traverse the countryside reaching out to delegates while popularizing themselves to the FDC grass root delegates and supporters so as to be voted as the FDC Party Presidential flag bearer.

Virtually everything went on a lock-down where even Uganda National Parks were completely closed out of bounds for tourists to avoid blowout of the virus to the wildlife.

Prior in the advanced March of 2020 the government of Uganda drew a tilt of guidelines to avoid the spread of coronavirus in Uganda. And among were to impose a total lockdown, this silenced most of the activities within the country including tourism. But later on, after about 3 months of lock-down, the lock-down was hauled down and tourism was open to to domestic tourists except to the primate tracking parks.

As health experts and scientists globally are battling to get come up with a pandemic vaccine, The World Health Organization (WHO) issued a list of standard operating procedures (SOPs) to minimize the spread of Coronavirus in communities. The same prevention measures have been deployed in the national with aims of avoiding the possible transmission of the pandemic to parks and its wildlife. COVID19: Mixed Reactions from Parents on Proposals to Reopen Schools

0

Several parents are undecided on whether or not they can allow their children to return to school if the government decides to reopen them given a surge in Covid19 infections in the country.

The government cut the academic year prematurely on March 18, 2020, to forestall the spread of Covid19.

President Yoweri Museveni observed that it was paramount to protect the more than 15 million learners at various educational institutions nationwide from the novel coronavirus.

Ever since the government started easing the lockdown with the partial reopening of various sectors, several people have been agitating for a phased reopening of educational institutions to allow learners to resume their studies.

Our reporter spoke to several parents about the proposal to reopen schools.

Rachael Nabweteme, a resident of Ntinda says with their children stuck at home for over six months, they thought the government would reopen schools to prevent the long-term impact of the shutdown.

She is however concerned about the increasing infections around the country and Kampala in particular, saying it is better the schools remain closed for now.

Harriet Musoke, a shop attendant in Kamwokya, says children are safer at home compared to school. She says that even the proposed Standard Operating procedures for schools are idealistic and may not be enforced.

Isaac Kasozi, a parent of three shares similar sentiments, saying he feels secure if his children are under his watch where they meet a few people in the neighborhood compared to school, which brings children from different areas of the country.

Kasozi says there is no urgency for reopening schools, saying there are many things that need to be addressed. He says the government can use the remaining three months to prepare for a single but orderly reopening next year.
Peter Musinguzi, a resident of Nansana municipality notes reopening schools wouldn’t be bad but he might not be able to pay school fees given the effects of the lockdown.

Ministry of Education has already developed strategies to ensure effective implementation of Standard Operating Procedures-SOPs for the phased reopening of the educational institutions. The reopening mainly focuses on finalists and candidate classes.

According to the SOPs, each school will be required to form a Covid19 taskforce,  conduct daily and timely screening of temperatures of learners, enforce the compulsory wearing of face masks by both learners and teachers, create isolation rooms, provide access to water by learners every time and disinfect classroom floors, walls, furniture, toilets using soap and water each day.

The schools are also expected to restrict access to their premises, screen all visitors, create adequate spaces to allow for the recommended physical distance, maintain 2 meters between beds, and include Covid19 messages in lesson plans among others.

Nkunyingi Petitions Electoral Commission over Museveni’s Academic Papers

0
Nkunyingi Muwada

Kampala City lawyer Muwada Nkunyingi has asked the Electoral Commission (EC) to provide him with copies of academic papers of President Yoweri Museveni for the 2016 general elections.

In an August 24 letter to the EC, Muwanda referred the EC to the 2016 presidential elections where Museveni, the National Resistance Movement (NRM) was nominated candidate.

“The Electoral Commission under the Uganda’s legal framework must not only organise and supervise elections but must independently adhere to set statutory framework to which candidate Yoweri Kaguta Museveni presumed to have presented verified academic documents before nomination as a presidential candidate in 2016,” reads the letter received on August 24.

According to Muwada’s letter, it is a known historical fact that candidate Museveni initially ascended to the presidency by force and was never vetted.

“The promulgation of the 1995 Constitution incorporated statutory minimum academic requirements. Being that he still remained the appointing authority of those to vet his papers. It is uncertain to me as a Ugandan that the said candidate has ever complied,” he said.

Muwanda wrote that the recent abrupt resignation of the Electoral Commission secretary and other key commission staff rumoured as a dismissal in the media further widened his doubts.

“As an advocate, a Ugandan and registered voter, I must stand to defend constitutionalism and the rule of law. Pursuant to the Access to Information Act, I now herein request for copies of certified academic documents as presented to the Electoral Commission at the 2016 presidential elections by candidate Museveni upon which I will make an informed opinion on the next course of action,” reads the letter.

Through his law firm, M/s Muwada and Company Advocates, Muwada is seeking for Museveni’s academic papers submitted for nomination as presidential candidate in 2016 presidential elections.

The documents include Uganda Certificate of Education and Pass slips or its equivalent, Uganda Advanced Certificate of Education and pass slip or its equivalent, degree certificate or transcript. He said that the documents will be made available to him as a photocopy.

Petition in court

Last week, another Lawyer identified as Loyce Apia petitioned the High Court seeking orders to compel the Electoral Commission to avail her with all academic papers of Museveni.

If the petitioner succeeds in having court force the Electoral Commission to avail Museveni’s academic papers as it did to Mabirizi, it could help to settle the over three decade long debate on his actual age and level of Education. Court will hear and determine the petition next week.

Earlier on, Lawyer Male Mabirizi asked and got the academic papers of Kyaddondo East MP Robert Kyagulanyi Ssentamu alias Bobi Wine after observing some disparities in his age and education.

According to what Kyagulanyi reported to the public about his age and education, it would mean that he sat for his A levels at an incredible age of 15 years where the majority of Ugandans at that time would be in primary seven or senior One.

The Law

Under the 1995 Constitution as amended, the Presidential Elections Act, 2005 as amended and other statutory provisions, it is trite that a person nominated as a presidential candidate must hold and possess the minimum statutory and formal academic qualifications of and or equivalent to advanced level standard (UACE).
