Around 2010, East African leaders realized that infrastructural bottlenecks were hurting economic growth.

Transporting a cargo from Mombasa to Kampala would take almost a month.

So how would the region export its commodities to the world market or even attract wealthy investors to build industries, add value to locally produced products and create jobs?

Usually, investors go to a country like China or Singapore targeting low costs of production and cheap transport to the sea or ocean.

Their products are usually meant for high-end markets in Europe, North America, Asia and other developed countries due to our limited market size and capacity.

For Uganda to achieve objectives of Uganda Vision 2040 such as a GDP per capita of USD 950o, investment in infrastructure projects is unavoidable.

It is equally important to note the worldwide competition of attracting investors by different countries, hence need for an investment climate that is competitive at global stage.

These investors must be assured of reliable, cheap and adequate transport services to the high end markets. Review of world trade and countries’ economic growth trends depict that participating in global value chains is imperative for growth.

It was on this basis that regional leaders including President Museveni, Rwanda’s Paul Kagame, Uhuru Kenyatta, then Tanzania president Jakaya Kikwete and South Sudan’s Salva Kiir decided to take action.

Under the auspices of Northern Corridor Integration Projects (NCIP), the leaders agreed to develop a seamless high capacity, modern, reliable and safe SGR system across the four countries.

The four NCIP Partner states entered into an SGR Protocol to ensure development of the SGR with the same design standards from Mombasa to Nairobi, Kampala, Kigali and Juba.

In Uganda the SGR will connect to the DR Congo through Kasese District and Arua District, to Rwanda through Mirama Hills in Ntungamo District to South Sudan through Nimule in Amuru District.

Standard Gauge Railway as a back bone of transport infrastructure must provide a transport service for export and import that is comparable to other services in other countries in terms of quality, cost and reliability.

These countries and their neighbors are at different stages of developing their respective railway systems in order to fully participate in international global trade and production.

Although different political agenda have been set especially on the development timelines, the countries are faced with challenges of raising the necessary resources either internally or through external borrowing.

External borrowing is largely dependent on the country’s GDP, Debt to GDP ratio, Revenue to GDP Ratio, and the country’s risk as assessed by international credit rating agencies.

The table below provides some information on the key macro parameters for the respective countries.

The Standard Gauge Railway Executive Director, Kasingye Kyamugambi told ChimpReports in an exclusive interview at his office in Kampala that Uganda’s strategic geographical positioning puts it at the heart of the East and Central Africa logistics chain and can evacuate its products through the ports of Djibouti, Mombasa and Dar Es Salaam among others.

“However, due to many factors, the port of Mombasa in Kenya and the port of Dar As Salaam in Tanzania are anchor points for two transport routes—the Northern Corridor and the Central Corridor—both crucial for the domestic, regional, and international trade of five Eastern African countries,” he noted.

The Ugandan taxpayer has in recent years expressed alarm at the cost of infrastructural projects valued in billions of dollars borrowed from China.

The Ethiopian-Djibouti line, which opened in October, cost $3.4 Billion for 656km while the Ugandan leg of 273km will cost $2.3bn. Kenya’s 472km stretch will cost $3.4billion.

Why should Uganda’s railways line be more expensive?

During the interview, Kyamugambi said the construction cost of railways “majorly depends on the unique characteristics of the specific project as determined by the design standard, the geology, terrain and hydrology of the project site.”

Kyamugambi further said the Ministry of Works and Transport carried out a study conducted by an international German consultant Gauff Ingenieure who provided the preliminary Engineering and feasibility study for the Malaba-Kampala SGR based on AREMA[1] standards.

“The consultant estimate without locomotives and rolling stock was USD2.4 billion for an electrified railway system and USD2.0 billion for diesel system,” said Kyamugambi.

“The contract price for the Eastern route, exclusive of locomotives and rolling stock and provisional sums is USD2 billion, but based on superior Chinese standards. Uganda’s contract cost for the Eastern Route of USD2.3 billion therefore includes locomotives, rolling stock and provisional sums,” he elaborated

He emphasised that the contract price and negotiations for the EPC turnkey contract for Malaba-Kampala SGR was based on the Employers requirements derived from the Gauff design, and NCIP agreements which were then provided to CHEC – the contractor.

“It is important to note that the railway systems can all be Standard Gauge but designed to different standards e.g. AREMA or Chinese or British or any other standards.”

Kyamugambi said the Northern Corridor countries agreed on China Class 1 Railway standard to ensure a seamless transport network while Tanzania is basing on AREMA standard while Ethiopia is China Class 2 Standard.

The AREMA standard is not a national standard but a standard of an association of some railways in North America while the Chinese Standard is a national standard.

The railways in the four countries are dominantly freight but will have passenger services.

The passenger trains can move at a faster speed compared to freight trains because they are shorter and lighter while the freight trains are longer and heavier.

Kyamugambi said it is important to differentiate the attainable speeds of passenger and freight trains when analyzing the capabilities of the railway systems.

He further pointed out that Chinese Standards, although engineered from AREMA and British standards are much safer, robust, and durable, for example, the “embankments are higher and compacted to a specified densities, the drainage of the embankment is well done in very strong herringbone structures to protect the embankment leading to lower maintenance cost.”

He said it also has lower operation and maintenance requirements.

Over the last 30 years, it is only China that has invested heavily in railways and used them to catapult their economy, justifying the use of their standard.

Kyamugambi said in railway development, the highest cost is in bridges, followed by the earthworks (embankment), truck, stations, electrification, signaling etc.

For example, on Malaba- Kampala, 35 percent of the route is in bridges, 25 percent is in earth works and 10 percent in track, 10 percent stations, 5 percent electrification, 5 percent in signaling and 10 percent others.

Kyamugambi also pointed to terms of obtaining funds from China.

He said to borrow funds from the China EXIM bank, projects must be designed to Chinese Standards, EPC/Turnkey contracting mode, certain environmental standards must be addressed, and the contractor must be Chinese.

Kyamugambi said given that the Ugandan System is electric (at additional cost of 0.54m/km), with a major super bridge over the River Nile, and with 53KM in a swamp, Ugandan Malaba-Kampala SGR cost is comparatively lower than the Mombasa-Nairobi  SGR section in Kenya.

Furthermore, the cost per route-KM for the Naivasha- Kisumu section is USD13.7M per route- KM due to its unique characteristics including difficult terrain especially in the rift valley region where major bridges will be required.

He said Uganda deliberately took a decision to invest in an electric system due to the lower operation and maintenance requirements (at least 40 percent) compared to the diesel system.

“This will significantly reduce the project life time cost,” he noted.

Another important question on everyone’s mind is why invest all this money, of all places, in the Northern Corridor?

Kyamugambi explained that the Northern Corridor is the “busiest and most important transport route in East and Central Africa, providing a gateway through Kenya to the landlocked economies of Uganda, Rwanda, Burundi and Eastern DR Congo. It also serves Southern Sudan.”

The less busy alternative transport network serving the landlocked Great Lakes Region, said Kyamugambi, is through Tanzania, called the Central Corridor linked to Dar Es Salaam. This uses Tanzania’s Central Line.

He further pointed out that the Northern route is important because the exports of Kenya to Uganda are estimated at about USD 1bn and Uganda imports about 10m tonnes through the northern Corridor.

Kyamugambi said the issue of cargo capacity will be severely limited by the fact that each wagon vessel carries 44 containers whereas a train can carry up to 216 containers. Therefore, each train can only be offloaded on into five vessels requiring about 15 hours to load and offload the vessels.

For the Malaba-Kampala SGR, up to 40 trains can be operated in a day transporting 8,460 containers.

“If such amount of Cargo was going to be transported on the lake, assuming that a massive of five wagon ferries are purchased,  we would require 40 days to evacuate cargo of one train,” said Kyamugambi.

“This means that the route not be viable. This coupled with the fact that oil products cannot be transported on fresh water make the Dar Es Salaam Mwanza Kampala Route can only be a minor alternative to the Mombasa-Kampala Route which should be looked at as the bark born of the railway network to the sea.”

Kyamugambi said the Ethiopian system was first designed for Class IV and later upgraded to Class II and this resulted in addenda thus increasing the costs.

There are major differences as illustrated above in the terrain, topography and hydrology of the two project sites thus resulting in higher amounts of rock fill, soil cut, embankments, bridges, geo-synthetics that are major cost centres of railway development.

The Class II system looks cheaper at investment stage but will be more expensive in operation and maintenance. Because of the construction standard requirement.

It is important for railways designed for 100 years to look at life cycle costs rather than investment costs.

For the Uganda project one of the major cost centres is the bridge over the River Nile which is 1KM long whereas in Ethiopia the bridge over Awash is significantly narrow.

Kyamugambi said the design of the Ethiopian route was limited by the capacity of Djibouti Port, adding, “if adjustment factors are made for variances in material costs, quantities, risks, cost escalations and transport, the cost in Uganda should be 2.1 higher than the cost in Ethiopia.”

The major differences between the Chinese standard and the AREMA standard are: The formation width (top width of embankment) is 7.7 meters for Chinese standards while AREMA is 6.6 meters.

SGR records indicate the height, design and construction of the embankment which is limited to a minimum of 2.5 meters high for Chinese standard and 0.64 meters for AREMA.

These high embankments in the Chinese standards require slope protection.

The Chinese classification requires the herringbone concrete structure for protection of embankments and concrete masonry for higher embankments of 6 meters while this is not a requirement for the AREMA standards require only benching and grassing.

Kyamugambi said the safety factor in the concrete structures is higher in Chinese standards than the AREMA standards.

“The utilisation of engineering materials especially the geo-synthetics (geogrid and geotextile) for tightening the soft ground, the backfilling material and soft ground treatments are different in both Chinese and AREMA standards,” he observed.

The general design and construction differences in the two standards would therefore make a railway designed and constructed to Chinese standards (which is superior) more expensive than the one designed and constructed to AREMA standards.

Kyamugambi said both the Northern and the central corridor are important for the land locked east African countries but the northern corridor is a more viable route for Uganda as it has a higher potential to spur growth in the country and should be developed fast.

My Dear beloved, the only way to honour you is to follow your true footsteps.The leopard hasn’t changed its spot.

There is one fact that I have grown to recognize and accept thus everything you desire has a cost, a price. It’s a fools’ ride to want something and not be willing to pay the price for it.

The level of civilization you envisaged can only be by the intelligent-brave of your time.

It’s true dynamics might have changed. The change was and is in form but not in substance.

Talk about marginalization, it’s still real. Talk about manipulation, still the deliberate moves championed the same way as it was then. However, its abominable to point a figure at such with the devils hand at work.

Indeed the struggle was not an easy one but you did what you could in the circumstances.

However from a distance I can hear your spirits crying out for help. Yes, I can see your eyes with tears, crying for your grand sons and daughters.

Yes! It’s a pity that we have taken your toil for a ride and hence considering you for fools of your generation.

The woes here are pathetic ranging from betrayal to blackmail etc.

The greatest challenge as one of friends once informed his friends online( something that was not used during your times) is the total failure of some people to know that the Rwenzururu Kingdom is not someone’s family matter but rather a matter for the entire Bayira.

I would like to apologize for this foolery. Its heartbreaking that we continue to hurt you time and again.

I can see what you used to tell us coming to pass. Kigheri has returned in various forms with various tactics. This time round he is stronger than your times. Sophisticated I must admit though dull too.

Some of your grand children think that because every Muyira has a mobile phone that is it. They forget that these are matters of evolution and unavoidable.

They think in terms of money as if any amount of money can buy lives and your sweat. You can never betray blood and go unpunished.

Your grand children are hungry to an extent of selling their kinsmen for a loaf of bread. May you resurrect and rescue us.

However, there are some of us that are keenly watching and following. All hope is not lost. We are focusing more on the software not the hardware.

You truly fought a good battle. Your battle was focused on the Bayira software not the hardware.

Whoever is behind our perpetual or has engineered our historically untold suffering at this moment in time must and will pay at one time in future. He or she will face the Banyarwenzururu face to face one day.

MP Soroti Municipality Marks Anniversary With Electorates

The Member of Parliament Soroti Municipality marks his one year anniversary with an outreach to his voters. It was one year since the young and energetic legislator for Soroti Municipality was elected to represent the heart of Teso in Parliament.

It was a hot contest with his rivals that he managed to trounce all to take the day. During his campaigns he promised to work with and for the people. The young visionary legislator who the young generation in his constituency and the entire Teso are looking at as their true reflection has been doing some small projects within his community aimed at helping the needy.

The Legislator decided to mark what he called the Ariko Foundation week as he marked exactly one since he was entrusted with power. It was a week in which he awarded various scholarships to some of the best PLE pupils that were joining secondary school.

He ran an initiative Keep Soroti clean aimed at reviving the list glory of this once great town. The event ended on Saturday with a call to each and everyone to join hands and work for Soroti. “Yes I agree that not everyone voted for me, but by virtue of the fact that I won, I became a leader for all and hence in case there is anyone who is still holding any electoral discontent its the time he or she dropped it and joined us in making Soroti a better place for all of us” he remarked. He was joined by the local government leadership of Soroti Municipality led by the LCV chairperson, the division mayors, their Councillors and the town clerk’s office.

He ended by thanking all people that had taken part in the exercise both directly or indirectly. He thanked the Dream Team that has always stood with him

Opinion: The Rwenzururu Chief Prince Must Explain

It not only seems but it is believed that the real devil lies in the details. This is my third(3rd) edition of our series ” The Devils’ Hand Behind the Rwenzururu Omen”.

The Young people are the leaders of tomorrow so some popular  saying goes. The woes that have befallen my beloved kingdom are far beyond the most ordinary. Am dismayed by the Rwenzururu Veterans Development Association press release.

Their dossier brought about very many allegations against the Chief Prince of this Kingdom. This worries very many subjects of the same. It is very absurd to learn about the seemingly uneasiness between possibly the royal family and these elders.

Important to note is the fact that some of these elders have lived their entire lives in the struggle to liberate the Bakonzo. Some of them started with the Late Isaya Mukirania. If he resurrected now, I believe he would not be at ease with himself.

The question is, is it true that you truly and solely propagated this dossier that was signed at State House in January tainting the entire Bayira?

Is it true that you drafted that same document?

If so may you explain how this rift between you and these veterans will help?

Without prejudice to the above, you are the peace champion at the moment. How shall you achieve the desired goal without these veterans? They seem still holding a grip and some people’s trust. What should be the way forward?

This calls for a much more inner realisation session as the Bayira than it has been.

This is why i have always warned that this long desired peace may still be thousands of miles away.

Its true dynamics might have changed but these people are still a vital asset.
Emotions in the Rwenzori question is not going to help anyone.

Any like minded person knows that if anyone is to champion peace, he must bring all stakeholders on board.

However, the public uneasiness (enmity) between you and the elders is a stampede in the whole peace process.

Recently in one meeting in Kasese, people made a blind resolution and ignorantly went ahead to say that they don’t have veterans in the Obusinga Bwa Rwenzururu.

Now, for lack of a better word, this is what I call naked insanity. Running away from from your true selves will not help.

These people have a fully fledged ministry in the Obusinga Bwa Rwenzururu, how could people think too low under your watch without any guidance?

In an innuendo you are saying that possibly the youth or whichever people should take the lead.

Now what is the age limit? When will you be retiring? When is our current prime minister retiring? When should people like Mzee Baluku take leave?

I must repeat, we must play your role and talk about what concerns people. Let us ask ourselves why after every ten years we seemingly have similar occurrences in Rwenzori.

As I told you last time some of these cultural leaders do not even know what their subjects want. Then, on whose shoulder is that burden?

We are playing in the hands of our enemy. There is an invisible hand at the moment that seems to have blinded some people.

For once whatever is seemingly blinding anyone is the real devil’s hand. The misfortune befalling Rwenzururu is in its morning.

I must equally make mention of the fact that running away from responsibility does not in anyway save you from the consequences that come as a result of running away from the same.

Opinion: We Either Speak the Truth or Find Ourselves in Mass Graves

The Rwenzururu Treachery.

We either speak out the truth together or wait to be castigated better still finding ourselves in the same mass grave. It is unfortunate and absurd to continue moving in a direction that is most likely to be openly leading us to another hell. I won’t point out the most obvious, the abusive language that has become a trademark of some “prominent figures”. That is minor.

However, allow me to point at the two issues that some have over echoed of late. The Peace talk. As long as you continue in this direction using that similar methodology, you are trading a hoax to your sponsor(who of course is not interested in the so called peace). I would like you to realise that the much loved peace you are talking about can never be an out in the Rwenzori context.

The Rwenzoris need not need quick fixes. People have been heard several times castigating the elders. Some people indeed had their day on the date they signed that stupidest document (admission).

These helpless illiterate men and women were taken advantage of. I will not devolve into what exactly happened(which you very well know). That aside, you truly believe that possibly the new kingdom order of any, should have nothing to do with these elders. Some people hold a strong view that they have lived their usefulness. One may agree with you but this is a dangerous notion.

There is no such a society where elders are not part of the societal establishment. All me sometime to study the Veteran’s Statement before I commit crimes against myself.

RE: REFUTING AND CURSING THE PEDDLED LIES AGAINST US IN LINE WITH WHAT HAPPENED DURING OUR MEETING WITH THE PRESIDENT ON THE 08/01/2017.

RECALLING the unfortunate events that took place in Rwenzori and specifically Kasese and Karangura in Kabarole District prior and or on 27th day of November 2016 in which very many lives and property was lost;
WHEREAS we met the President of the Republic of Uganda at his home in Rwakitura and subsequently met him at statehouse in Entebbe on the 2nd and 6th days of January 2017;

AND whereas it’s true that we the members of the Rwenzururu Veterans Development Association together with the Royal Family signed a document before the President of the Republic of Uganda;
UNDERSTANDING the need to have long lasting peace in the Rwenzori sub region;

RESPECTING the cultural heritage of the Bayira both in Uganda and Congo;
REALISING and recognizing the irregularities, misnomers and Misrepresentation in the document that was signed on the 8th January 2017;
WISHING to set the record straight about the controversial document that was signed on the 8th January, 2017;

We hereby declare as follows;
1. That the Restlessness in Rwenzori is and has been real with lots of uncertainties and that we desire to have long lasting peace in the Rwenzori Region.

2. That our meeting with the President of the Republic of Uganda was brokered by Christine Mugara after a series of threats that we were wanted people hence the need to clear the air before the President of the Republic of Uganda.

3. That our visit to the President of the Republic of Uganda was solely meant to clear the air about the various accusations and falsehoods that had been peddled against the Rwenzururu Veterans Development Association but not seeking for any apology of any sort or in any form.

4. That we held a joint meeting with the Royal family before the President of the Republic of Uganda where we were abused, undermined, humiliated and seriously threatened by the Members of the Royal Family.

5. That the Members of the Royal Family solely accused us of all sorts of ills before the President of the Republic of Uganda and claimed/accused us that we are the people behind the current confusion including passing onto the King ill advice.

6. That we narrated our brutal History to the President of the Republic of Uganda and pointed out the causes of the current insurgencies which range from social, economic and political factors.

7. That in specific response to clause (2) of the document that we signed on the 8th January 2017, we highlighted the Yiira Republic issue and explained how it’s an old notion that was brought by Isaya Mukiranie in 1962 and had been long abandoned and was changed into a cultural Institution when His Majesty decided to lay down arms as he was returning from the mountains in 1982.

8. That the Unfortunate attacks on the military and security installations are not our own making but rather something raising out of society discomfort arising out of lack of service delivery to the people of the region as Citizens.

9. That there was no such admission as to have had played any role in the 5th July 2014 attacks that shook and took the entire Rwenzori sub region by surprise.

10. That we understand that criminal liability is individual and therefore we have no capacity whatsoever or otherwise to purport to be making an apology on behalf of the Bayiira/Banande community both in Uganda and Congo.

11. That we asked the President of the Republic of Uganda to free the King something that specifically the Chief Prince (Christopher Kibanzanga), Prince William and Nyamukama (Christine Mukirinia) refused and argued the President should let the law take its course.

12. That it was after his bitter utterances that the President of the Republic of Uganda demanded that we put whatever we had discussed in writing and append our signatures on the same.

13. That the President Ordered the Minister for Agriculture who also doubles as the Chief Prince to liase with the Attorney General to draft the document and incorporate two of the members of the Rwenzururu Veterans Development Association.

14. That the Chief Prince (Christopher Kibanzanga) took it upon himself to draft the document with the Government Attorney General excluding us against the Presidents’ orders.

15. That specifically in response to clause (8) of the document that was signed on the 8th of January 2017, the Omusinga w’OBusinga Bwa Rwenzururu was arrested on the 27th of November 2016 and since then we have never seen him and hence he would not be available to support us in what we discussed the President.

16. That the contents of the document that was signed on the 8th day of January 2017 does not in any way reflect what we agreed or discussed in totality with the President of the Republic of Uganda.

17. That the President of the Republic of Uganda advised on the true contents and ordered for corrections of the document before we could append our signatures.(specifically paragraphs 4 on page one that refers to owning up and regretting all the killings in Rwenzori sub region both the 27th November 2016 and prior, we have never been involved in such and such was not in our discussions with the president).

18. That the Chief Prince (Christopher Kibanzanga) and his fellow draftsmen never effected the order to rectify and he vehemently refused the proposed corrections for intentions well known to him before the President of the Republic of Uganda.

19. That the said document was drafted for our signing against our joint advice with the President of the Republic of Uganda to redraft and rectify it since it did not reflect what we had discussed in our meeting.

20. That the signing of the said document was done late in the evening and in a hurry upon belief that it had been duly corrected as jointly Ordered by the President of the Republic of Uganda and us, only to find out after signing that the Chief Prince (Christopher Kibanzanga) and his fellow draftsperson had not rectified the document for intentions well known to himself.

21. That due to the purported hurry said document was not re-read to us the second time to establish whether the corrections had been effected as per the Presidents’ orders.

22. That we never owned up or/and admitted any attacks but rather acknowledged that such unfortunately acts happened in our Kingdom.
23. That since time immemorial the Obusinga Bwa Rwenzururu subjects are law abiding citizens of Uganda.

24. That we told the President of the Republic of Uganda that continuous arrests will not solve anything but rather sensitization of the masses about peace is the core to ensure that we attain stability in the Rwenzori sub region.

25. That its true that we made a request to the President to ensure that the King and all his co-accused are released to set the pace for stable peace talks and long lasting solutions to the challenges that have for long befallen the Obusinga Bwa Rwenzururu establishment.

26. That it is true that we asked the President to devise means on how to help the families of the victims of the insurgencies.

In conclusion our discussions with the President we were aiming at ensuring that Peace Prevails in the Kingdom and his subjects. Whoever distorted and is distorting whatever we discussed with the President has his own intentions which will soon be brought to the lime light.
Should he continue with such, we shall seek legal means to handle him to answer to the entire people of the Rwenzori.

Hollywood actor and producer Forest Whitaker definitely has profound memories of Uganda! For starters in 20017, he scoop “Best Actor” in the Academy awards for his efforts in the “Last King of Scotland” a movie acted here about former president Idi Amin Dada.

Well, he is back though not to act. He has been in the country championing peace and development initiatives through young people.

Last night, he had a sweet taste of Acholi sounds as he danced pakachini round the bonfire Lou style with singer Jackie Akello. He wove his waist to the tunes of the rhythmic “Apwooyo” tune.

The actor  is the UNESCO Special Envoy for Peace and Reconciliation and a member of the United Nations(UN) Sustainable Development Goals Advocacy Group.

Whitaker is in the country to consolidate his ‘Harmonize’ programme that is being implemented in northern Uganda and soon to be launched in Kiryandongo.

 

Former LRA Abductee: I Want to Go Back to Rescue my Brothers

Last week, Peter Kidega Okello returned to Uganda after escaping from a Lord’s Resistance Army camp in northern Darfur, Sudan. After being abducted as a child, he became an intelligence officer in the rebel group and served at the rank of Sergeant Major. On his return to Gulu, he told his story.

Abduction

“I was abducted by the Lord’s Resistance Army on the 1st of January 2003 from Kalongo Town [in Agago district] when I was going to buy meat from the shop. The rebels took me with six other people from the same area. By the time I was abducted, I was in senior one at Kalongo Secondary School.”

Life in the bush

“Life was at first normal and seemed easier in the bush. But it kept changing as the rebels were being driven out of Uganda. The rebels started going further to South Sudan, the Democratic Republic of Congo, the Central African Republic and now they are in Darfur in Sudan.

I learned different languages like Arabic, Lingala and Sangu while in captivity.

Currently life is extremely very hard. I believe that many children and rebels in the bush will continue to escape and come back home. There are still children in the bush and they come from various countries like the DRC, South Sudan, Uganda and CAR.”

Joseph Kony

“Kony is currently in the Darfur region of Sudan. I worked under him from 2014 until when I escaped. I would often see some Sudanese men who would visit and bring food and weapons to him.

I think Kony just wants to survive and be alive. He has no plans of coming back to take power, although he still says he is guided by the Holy Spirit. The number of armed soldiers with Kony at the moment is around 120. The army is composed of Congolese, South Sudanese, Ugandan and some from Central African Republic.

Kony never allowed people around him to listen to radio messages and read any fliers that were around.”

Escape

“On the 9th of October 2016 at 11pm together with other six people, I escaped from the camp of Joseph Kony in the Darfur region of Sudan. The six of us included three Ugandans, two from Central African Republic and a Congolese girl.

We walked the whole night and rested in the morning at 10 am. We didn’t know that Kony’s army was following us. They later attacked us and killed two of us: one Ugandan fellow known as Denis Okot from Pajimo in Kitgum district and another girl from the Central African Republic.”

Back home

“I want to work as a soldier and if possible join the UPDF so that I will be able to go back and rescue some of my brothers in the bush. I did not have any child with any woman in the bush, but when I was abducted, I had a pregnant girlfriend.”

According to Captain John Kamanja of the special investigations unit of the UPDF, Mr. Kidega surrendered to the Seleka rebels at a place called Samwanja, in the north of the Central African Republic. He is currently under the custody of the UPDF in Gulu where he will be under rehabilitation for before he is reintegrated into the community.

LEAKED: President Museveni in a Secret Deal to Release ADF Chief, Mukulu

Highly guarded backdoor talks aimed at releasing Sheikh Jamil Mukulu, the chief of Allied Democratic Front (ADF), a globally blacklisted terrorist outfit, have leaked.

According to sources very close to the negotiations, the talks are already in their advanced stage to see a free Mukulu.

The leaked negotiations show that President Museveni himself is taking the lead in negotiating Mukulu’s release under the amnesty law.

“The president is pondering on releasing Mukulu vide a condition that he will help him to convince his rebels to stop committing atrocities against innocent Ugandans and by extension, bring an end to the rebellion he started against the Kampala government,” our sources revealed.

We have been made to understand that the other reason Museveni wants to release Mukulu is because while the President had been convinced that the arrest of the man would mark the end of the killing of Muslim clerics, the opposite has been the case instead.

“Get it from us, the man is already out of confinement.” When our sources were asked why Mukulu is out of Nalufenya already when the talks have not been concluded yet, the source claimed that President Museveni is doing it in order to demonstrate his commitment to finally grant amnesty to the ADF Chief.

Furthered revealed is that Mukulu “is currently being held in a safe house in one of the Kampala surburbs as he undergoes counseling and rehabilitation before he can be released into public life.”

Releasing Mukulu as strange as it is, seems unpalatable according to the atrocities he is accused of having committed against Ugandans. For instance the burning of students at Kichwamba Technical Institute. A number of rebels have been released via the Amnesty deal. The president has since pardoned several rebels and now sit with him on the cabinet while others serve in the Ugandan army.

Among these include Gen. Moses Ali. Who was one of the commanders of the West Nile Bank Front which operated in Arua. The highly trained bulky paratrooper has since been pardoned by the President and elevated to the military rank of General.

More Ex-rebels including the leader of Tabliqs in Uganda, Sheikh Yunus Kamoga, late Maj Sheikh Mohammed Kiggundu was too Mukulu’s rebel until he renounced rebellion and was pardoned by the president.

Museveni has been a strong believer in forgiving and not killing or fighting his enemies especially those who realize their faults and become willing to renounce them.

Uganda Police Officer Shoots Family in Nsambya

Shock in Nsambya Police barracks as police officer shot dead his wife and after also killed himself after spending the night fighting.

This happened this morning Cpl Sabiti Godfrey 48 year old attached to VIIP shot dead Caroline Akulo 32 year and also attempted to kill his elder son who escaped from the house then shot himself and died instantly.

According to Okello Brian the brother to Akullo narrates that the two had a quarrel at night after going for blood test and result shows the man is HIV positive while woman is HIV negative.

According to Emilian Kayima the Kampala Metropolitan police spokesperson their 3 children were also killed in barracks.

Police has taken the two bodies to Mulago city mortuary and the gun taken by scene of crime officers for more investigation.
