Government to Launch APEX Platform for Public Policy & Executive Oversight Forum

Through the Ministry of Economic monitoring which is mandate to improve policy development & implementation across Government of Uganda, the Ministry is to introduce a new Executive Oversight Platform code named the “Apex Platform”.

The performance of oversight function, numerous bottlenecks like absence of effective functional & structural efficiencies needed to achieve lasting results in delivery of public programmes & projects were noted. This vacuum necessitated the establishment of The Apex Platform.

The Apex Platform that will be chaired by H.E Kaguta Museveni, & key stakeholders in Public Investment Management Executive, Oversight mechanism seeking the uptake of what works, learning from what doesn’t & taking decisions based on evidence for effective Public Policy Management.

According to the Ministry, the fish analogy framework explains how public projects are conceptualized, designed, implemented & how results analysis is conducted at each stage. The Apex Platform will be at the tail end of the fish for effective appreciation of evidence based intervention results.

Apex Platform seeks to;

  • Strengthen oversight role of Presidency, Create an avenue where non-state actors contribute to Public Policy Management & Accountability
  • Establish a data bank showing drivers of success & failure in implementation of development interventions.

Economic monitoring Ministry hopes; If well executed, lessons learned during reviews and evaluation under the Apex Platform will shape reforms for continuous improvement towards the realization of the National Development Plans and Uganda’s Vision 2040.

Minister Molly Kamukama whom is the current Minister for Economic Monitoring in president’s office applouds the Ministry and said, “I’m glad to be spearheading a team that is tirelessly working towards improved management of interventions in Uganda’s socio-economic transformation journey.

The Apex Platform will no doubt greatly improve the quality of service delivery to our citizenry.”

KEY POINTS FROM THE PRESIDENT’S ADDRESS ON COVID-19
1.Curfew time will stay from 7pm to 6.30am. The measure is both a security and health intervention

2. Private vehicles can now carry four, up from three passengers, including the driver. They should observe SOPs like wearing masks

3. Boda bodas. Despite innovations like barriers between rider and passenger, they remain a high risk carrier. Bodas will stay carrying cargo, not passengers.

4. Places of worship will stay closed. They’d pose a difficulty in contact tracing and are a high risk contamination area.

5. Arcades will stay closed. However, relevant agencies will work with arcade owners to pilot prevention procedures to inform future relaxation.

6. Mobile markets, like arcades, will stay closed. They are high risk areas, present difficulty in contact tracing, etc

7. Hawkers(ing), vendors should be discouraged. They get in contact with many people, can’t be traced etc. However, they need targeted education/information

8. Repatriation of bodies for burial in Uganda. They can be repatriated but with strict SOPs from Health and Foreign Affairs Ministries. E.g. Body must be wrapped in a waterproof body bag, placed in a zinc lined coffin and an outer metal or wooden box.

9. Salons will stay closed. Activities here involve close contact between/among people. Contact tracing would be difficult too.

10. Travel in and out of Uganda for medical reasons should be barred, in principle. However, Ministry of Health and other agencies can handle case by case.

11. The following border districts will stay under lockdown: Rakai, Kyotera, Amuru, Buikwe, Gulu, Arua, Adjumani, Moyo, Nebbi, Zombo, Adjumani, Arua, Busia, Bulisa,Pakwach, Rubanda, Rubirizi, Rukiga, Rukungiri, Sironko, and Yumbe

12. Education institutions will remain closed. Radios and written education materials will be distributed to every household in the country.

13.The Independent Electoral Commission, after consulting scientists, has proposed a “scientific” electoral process. Ugandans should support this exercise

Minister Kasaija Clarifies on Raised Figures in Budget Address

The Minister of Finance clarifies the Is­sues raised by Chair­person Bud­get Committee re­garding the vari­ance be­tween Ap­proved Bud­get Es­ti­mates & Bud­get Speech for FY 2020/21.

The Minister while presenting a statement before Parliament the figures presented during the budget Speech were consolidation of all the funding for the COVID-19 economic stimulus package.

“The figures which he pronounced in the Budget2020 were a consolidation of all the funding for the COVID-19 economic stimulus package including what was appropriated by Parliament and the additional resources secured after appropriation for which we will seek Parliamentary approval at an appropriate time.”

Hon. Matia Kasaija reminded Members that while presenting the Budget Speech, he had indicated that he would review the Budget to take care of the measures to mitigate COVID-19 impact on the Economy.

” I would like to reiterate that while presenting the Budget 2020, I clearly indicated that at the later time I will review the Budget to take care of the measures to mitigate COVID-19 impact on the Economy as pronounced by the President while presenting the State of the Nation Address.” said Hon. Matia.

Hon. Amos the Chair­person of the Bud­get Com­mit­tee, however, insisted that the move by the Minister of Finance to present a different budget, from that which was approved by Parliament was wrong and offended the Constitution. He demanded for an appology from the Minister.

Cabinet Resolves to Reopen Universities

The cabinet which met on Monday at State House Entebbe has resolved to reopen higher institutions of learning basically tertiary institutions and Universities to commence the education cycle.

Dr. John Muyingo, the state minister for higher Education said the cabinet resolved to roll out a phased re-opening of the education system with priority going on 100 tertiary institutions and 50 Universities in the country.

“When we reopen higher Institutions of learning, these are easier to manage without breaching Covid-19 measures relating to physical distancing requirements because they have fewer student numbers compared to Primary and Secondary schools,” Dr Muyingo explained.

Dr Muyingo added that post-secondary school academic institutions (higher institutions of learning also have more spacious accommodation facilities (Halls of residence and hostels) than secondary schools making it easier to observe physical distancing requirements.

This means that upon reopening we can look at the situation where all of them are confined in one place with strict adherence to Covid 19 guidelines..

He explained that the original proposal to reopen candidate classes only was shelved because it is not workable and would affect the entire schools promotions system.

“For instance, what happens to children in S1 who remain unpromoted having had a dead year yet those of P7 went on to sit their examinations and were ready to enroll for Senior one?The same applies to S4s and even S6,” said Dr Muyingo.

Dr. Muyingo says since that puzzle can’t be resolved; the plan to reopen candidates’ classes only is permanently off the table.

Dr Muyingo said it is clear that exploring distance learning is the only option available so that through purchase of Shs 10m radio sets and 137,466 solar-enabled TV sets (for the 68,000 villages) can be relied upon to enable the audio and visual learning of the children and students involved in pre-University academic institutions across Uganda.

He revealed that whereas each household will be given a radio set free of charge purchased by GoU that requires about Ugx 380bn for the 10M radios, the TV sets will be fewer with each of the 68,000 villages.

This comes barely four days after another cabinet emergency Cabinet meeting that sat on the eve of budget reading last week weighed options before re-opening schools as they discussed a report of the Education committee on virtual learning.

The meeting resolved to keep all schools shut but virtual learning must continue as government monitors the Covid-19 curve.

The Cabinet asked Mr Matia Kasaija of Finance to look for funds in the 2020/21 budget for buying radios and TV sets for the 15 million learners.

While the planned distribution of free radios and TV sets was never intended to assist virtual political campaigns but ease access to distance learning and teaching across Uganda, sources in Cabinet talked of “killing two birds with one stone”.

According to another Cabinet source, the President also told Cabinet that since Education requires only two senses – listening and seeing, the planned distribution of free government TV sets and radios will boost distance learning infrastructure, a teaching strategy needed to combat the spread of the Coronavirus pandemic.

Under the proposed radio and TV based learning strategy, more than 15 million learners particularly in primary and secondary schools, will study remotely without regular face-to-face contact with teachers in the classrooms or lecture rooms.

How Uganda plans to get children studying

Under this, students will get tutorial support via a virtual learning environment, such as phone, email, or electronic means such as teleconferencing and zoom technology

And at undergraduate level, Cabinet said distance learning will involve students engaging with learning materials at home or work.

Azziad Nasenya Turns 20 With a Motivational Post

Kenyan tit-tok star, Azziad Nasenya – known for the eye-catching dances she exhibited in her recent tik-tok video (dancing to ‘Utawezana’ song of Femi One Mejja) that went viral and absolutely catapulted her career, thus becoming more famous across East Africa.

The ever smiling tik-tok queen was born on the 16th/June/2020, meaning she will be turning 20 years of life on earth, tomorrow.

She has however, decided to celebrate her birthday with an heartening and motivational post that talks about the hurdles she has met through out her career so far – besides the fact she’s still new in the limelight. Ugandan-South Africa based showy socialite Zari Hassan publicly revealed how the father of her last two kids ,Diamond Platnumz, is back in her life. Meanwhile, the self-proclaimed ‘Boss lady’ claims he’s back in her life just to provide to their two children – Princess Tiffah and Prince Nillan.

Bad Black Did Voluntary Work – Ministry of Health Responds

The public is further encouraged to disregard misinformation and allegations against the Government of Uganda in regard to services that are being provided during this period. The Ministry of Health continues to avail itself to anyone including Bad Black for any service, or consultation regarding provision of Health Services in the country.

The messages sent out by Bad Black tantamount to blackmail since no contractual obligations were made between herself and government.

In its routine work and particularly during epidemic response, the Ministry of Health represents transparency, accountability and integrity. Allegations from individuals with malicious intentions should not derail health workers and partners from the relentless work and should ensure that we win the war against COVID-19. This should not erode the goodwill of the public who continue to lend a hand in this fight.

As the Ministry of Health, we promise to provide facts, be open and honest in our communication and remain committed to the communities we are serving.

Dorothy Kisaka Appointed KCCA Executive Director

President Yoweri Kaguta Museveni announced several people’s names to take over top jobs at Kampala Capital City Authority including, the Executive Director’s Office.

This comes after more than a year since Jennifer Musisi resigned from the position of Executive Director. Kisaka works in the Office of the Prime Minister as senior advisor to the Prime Minister.

In the letter addressed to the Public Service Commission, the President has directed the public service commission to interview Kisaka and four other officials to find out whether they are suitable for the positions.

Museveni also replaced two directors, whose contracts, had expired.

Harriet Mudondo, who has been the Director of Gender, Community Services and Production, is to be replaced by Deputy Lord Mayor Sarah Kanyike, while Richard Lule is to be replaced by Grace Akullo as Director of Administration and Human Resource Management.

WHO IS DOROTHY KISAKA THE INCOMING KCCA EXECUTIVE DIRECTOR?

Four Men Arrested for Killing Rafiki, Bwindi Silverback Gorilla

Four men have been arrested over killing of a silver back gorilla in Bwindi Impenetrable national park. In a statement released on Twitter by the Uganda Wildlife Authority, the alleged four men killed Rafiki, a well known mountain gorilla of approximately 25 years.

According to the UWA report, the silverback known as Rafiki was killed by a poacher using a sharp object possibly a spear that penetrated his internal organs after entering through his abdomen.

Rafiki has been popular among tourists going on gorilla tours for decades and is believed to have lived for 25 years. He was the leader of Nkuringo gorilla family, a habituated family of 12 individuals in the Southern Part of Bwindi Impenetrable National Park. Rafiki who went missing on 1 June and the body was discovered the next day.

The death of Rafiki shocked the tourism fraternity for losing famous beringei beringei the leader of Nkuringo gorilla family who was friendly to humans.

The four poachers who have been arrested for killing of a rare silverback gorilla are Byamukama Felix, Bampabenda Evarist, Museveni Valence and Mubangizi Yonasi.

Despite the fact that tourism has been affected by Covid-19 Outbreak, it has been confirmed by the organization that poaching has increased in recent months where national parks have been on suspension.

UWA the government body in charge of conservation of Uganda’s wildlife reported that the post-mortem report showed that a sharp device or object had penetrated his abdomen and pierced his internal organs. The report was done by the Gorilla Doctors and the Uganda Wildlife Authority.

The Authority arrested the poachers and one of them Byamukama Felix confessed of killing the gorilla in self-defense. He claimed the gorilla had charged at him while he and a colleague were hunting. Felix not only defended himself but also pointed out his colleagues whom he had in the forest that is Bampabenda Evarist.

Mr. Felix lives in Murole village in western part of Uganda and was found with several hunting devices, including a spear, rope snares, wire snares and a hunting bell for a dog collar with bush pig meat.

The authority reported that Felix mentioned Museveni Valence and Mubangizi Yonasi whom they were sharing bush pig with and were arrested on June 7th 2020.

Spokesperson of UWA said that these four men were imprisoned for being found in possession of wildlife specimens, illegal entry into a protected area and killing an endangered species, which carries a maximum sentence of life imprisonment. The last time a mountain gorilla died at the hands of humans was in 2011.
