Uganda Set to Build First Satellite Station

The Cabinet sitting yesterday approved a proposal to build the first ever Satellite Station in Uganda.
The project is expected to help in developing Uganda’s space capabilities and “leverage Space Science and Technology for Sustainable Development”
According to a communique from the cabinet meeting, the project is planned to among others improve the country’s defense and security “through improved capabilities for cross border movement monitoring and surveillance for the Country.”
Such Reconnaissance satellites have over the years been deployed by different countries.
They are used for among others Missile early warning as they can provide a warning of an attack by detecting ballistic missile launches. They can also detect a Nuclear explosion.
The satellite can also be used for Signals intelligence, as well as optical imaging surveillance.
The cabinet noted during the meeting that besides defense and security, the project could be essential in enhancing Private Sector Investment in Space Science, Technology research and Innovation.
“This will in the end enhance Foreign Direct Investment and collaborations, which will in turn attract or spur development of new Technologies in the Country.”

Hollywood Actor George Segal Dies At Age of 87, Wife Confirms

Hollywood actor and legend, George Segal, is confirmed dead – according to his wife ‘Sonia Schultz Greenbaum’ who revealed the sad news yesterday on 23rd of March 2021.

In a statement provided by Sony Television, the deceased’s wife – Sonia said; “The family is devastated to announce that this morning George Segal passed away due to complications from bypass surgery.”

Segal was a prolific actor with a career spanning for more than six decades. He was a native of Long Island, New York and rose to fame in the 1960s. He is best known for starring in a film known as “Who’s Afraid of Virginia Woolf?” in 1966, for which he received an Oscar Award nomination and so many others.

By the 1970s, he often played wry leading men in films such as “The Duchess and the Dirtwater Fox,” and “Fun with Dick and Jane.” In the 90s, Segal was becoming better known for television roles, including as the slightly daft fashion magazine owner Jack Gallo in “Just Shoot Me!”

In 2013, producer Adam F. Goldberg cast Segal as the Jewish family patriarch Albert “Pops” Solomon in his semi-autobiographical series, “The Goldbergs.”

“By pure fate, I ended up casting the perfect person to play Pops,” Goldberg said on Twitter on Tuesday. “Just like my grandfather, George was a kid at heart with a magical spark.”
So many people have paid tribute to the deceased holywood legend including his agent, Abe Hoch who described Segal as his close friend and client. “I will miss his warmth, humor, camaraderie and friendship. He was a wonderful human,” he said in a statement provided by Sony Television.

The 87-year-old grabbed five Golden Globe Awards nominations for his on-screen performances, winning two of them. These included the Golden Globe Award for Best Actor in a Motion Picture Musical or Comedy in 1974 for his performance in A Touch of Class Film.

His performances have also been recognized with a star on the Hollywood Walk of Fame.

George was born on February 13th, 1934, in Great Neck, New York. He was married three times: to film editor Marion Sobel for about 26 years in marriage from 1956 until they divorced in 1983 – sired two daughters together, to music manager Linda Rogoff from 1983 until her death in 1996, and to his former school classmate Sonia Schultz Greenbaum since 1996 till the 23rd of March 2021 when he breathed his last.

The Hollywood legend leaves behind his two daughters he got in his first marriage with film editor Marion Sobel, Polly Segal and Elizabeth Segal.

US Embassy Officials to Storm SIU Kireka Over Detained American citizen

The United States embassy in Kampala will this Tuesday morning follow up on the unlawful detention of their citizen who was arrested by the Ugandan authorities.

Gael Smith Milton, a US citizen was on Sunday morning arrested in Fort Portal for allegedly indulging in subversion.

Mr. Smith has been critical of the repressive approach of the Ugandan regime and has oftentimes used his social media platforms to lambast the leadership of Gen. Yoweri Museveni. Smith is also a sympathiser of the National Unity Platform party president Kyagulanyi Ssentamu Robert, a musician cum politician known by his stage name Bobi Wine.

The police spokesperson in a Tuesday morning statement confirmed the detention of the American citizen but said the matter is to be resolved amicably.

“We expect a team of officials from the US embassy to pay him a visit at the SIU Kireka headquarters this Tuesday morning at 9:00hrs,” Fred Enanga said. “There are foreign citizens who want to influence subversion and violence in Uganda. This is something we will not tolerate as a government,” Enanga adds.

The US embassy however says that they are to ‘closely monitor’ the situation of their detained citizen. An embassy official who spoke to this reporter says they have already ‘briefed Washington’ about the situation.

It is not the first time that the US embassy is clashing with the Ugandan regime. In January this year, the US ambassador, Natalie Brown was blocked by Ugandan military from accessing the residence of the then detaines opposition leader, Kyagulanyi Ssentamu Robert aka Bobi Wine. This followed the denial of US officials from being observers of the Ugandan polls.

UMEME Launches Nationwide Crackdown on Power Theft

Uganda’s power distributor Umeme has launched countrywide operations against suspected electricity thieves. This follows a rise in energy losses from 16.4% in 2019 to 17.5% in 2020. The agency claims that it loses a lot of money in power theft deals and illegal connections done by many people in Uganda.

There has been reports of increased power theft and illegal connections and this is attributed to the suspension of drives against illegal connections following the Government-imposed lockdown in March through June 2020 to check COVID-19.

UMEME spokesman Peter Kauju says that the operation follows a series of awareness drives in the communities also identifies illegal connections, disconnect them, arrest, and investigate suspects and present them in the courts of law for prosecution.”

Now that the restrictions are eased, Umeme, working with Uganda Police, has resumed the operations dubbed ‘Komboa’ to curb power theft. Speaking during the launch of Komboa at the Umeme Mutundwe Sub-station, Peter Kaujju, the Head of Communications at Umeme explained that ‘Komboa’ is swahili for ‘Redeem’.

The operation has kicked off in all corners of Kampala to remove the illegal connections and once Kampala is “cleaned up” Kaujju added, the operation will continue to other parts of the country.

Senior Superintendent of Police, Ashraf Chemonges, who represented the Inspector General of Police at the launch, said the Uganda Police Force has set up an Economic Crimes Desk which will be responsible for cases related to power theft and illegal connections.

“We are tired of people who do not want to use the proper channels and resort to stealing power and also destroy cables by vandalizing installations.

Most times, such people put themselves and also the general population at great risk,” he said.

He commended Umeme for stepping up operations to fight this vice but also warned Umeme employees against helping the public steal power.

Six Lions Found Dead in Queen Elizabeth National Park

Six lions have been found dead in the Queen Elizabeth National Park in Western Uganda. The carcasses of lions were found last evening at the Ishasha Sector with most of their body parts missing.

Eight dead vultures were also found at the scene which points to a possible poisoning of the lions by unknown people.

Bashir Hangi the UWA’s communications manager said that they were “saddened” by the killings. UWA cannot rule out illegal wildlife trafficking due to the fact that some of the body parts of the lions were found to be missing.

A team of investigations is on the ground and collaborating with the Uganda Police in Kanungu District in the handling this matter.

Death of Lions, A Big Stroke to Tourism

UWA strongly condemns the illegal killing of wildlife because it doesn’t only impact negatively Uganda’s tourism but also revenue generation which supports conservation and c0mmunity development in protected areas.

“Nature tourism is an important part of Uganda’s economy, contributing about 10% of its GDP, and plays a vital role in the conservation of animals “Bashir Hangi furthermore stated.
He said UWA strongly condemns the illegal killing of wildlife because it does not only impact negatively on our tourism as a country, but also revenue generation, which supports conservation and community work in our protected areas.

Tourism revenue plays a critical role in improving the livelihoods of the people that live around Uganda’s national parks. UWA gives back 20% of gate entry fees to the communities neighboring through the revenue sharing scheme. In the last five years, a total of 4,457,283,992 was shared by the communities living around Queen Elizabeth National Park to enhance their livelihoods.

In the previous incidents, a number of lions have been believed to have been poisoned in Queen Elizabeth National Park. For example in May 2010, five lions were found dead due to similar incident and 11 lions – including eight cubs – were found dead after a suspected poisoning in April 2018.

The Uganda Wildlife Authority assures the public that it shall continue to strengthen the protection of lions and other wildlife in Uganda. The Authority assured that the matter of the death of six lions will be pursued to its logical conclusion.

Thailand Suspends AstraZeneca Vaccine After Denmark

Thailand on Friday joined several European nations in suspending the AstraZeneca vaccine over blood clot fears, despite a range of health authorities around the world insisting it was safe.

The move came just hours after US President Joe Biden offered Covid-weary Americans hope of a return to some kind of normality by July 4, marking the national holiday as his target for “independence” from the virus.

After a shaky start, the US has ramped up its vaccination programme, following the advice of scientists who say jabs are the only way out of a pandemic that has killed 2.6 million people around the world.

But global hopes received a blow Thursday when Denmark, Norway, Iceland, Italy and Romania postponed or limited the rollout of their quota of Oxford/AstraZeneca vaccines after isolated reports of recipients developing blood clots.

Thailand followed suit on Friday.

Health regulators stressed there was no evidence of any link, but they were acting out of an abundance of caution.

Australia, Mexico and the Philippines said they would continue their rollouts as they had found no reason to alter course. Canada said there was no evidence the jab causes adverse reactions.

Thailand’s decision led to the embarrassing spectacle of Prime Minister Prayut Chan-O-Cha abruptly cancelling his own televised jab.

“Vaccine injection for Thais must be safe, we do not have to be in a hurry,” said Piyasakol Sakolsatayadorn, an adviser for the country’s Covid-19 vaccine committee.

 Fight not over

In the US, Biden laid out the path for escape from the darkest days of the pandemic in the world’s worst-hit country.

“This fight is far from over,” Biden said in his first televised primetime address as president, delivering an emotional tribute to the more than 530,000 Americans who have died from Covid-19.

He said Americans could overcome the virus if they worked together and followed health experts’ guidelines on wearing masks and getting vaccinated.

“Just as we are emerging from a dark winter into a hopeful spring and summer is not the time to not stick with the rules,” he said.

If Americans stay the course, they may be able to mark their cherished July 4th national holiday in somewhat normal circumstances, with a backyard barbecue, he said.

“That will make this Independence Day something truly special where we not only mark our independence as a nation but we begin to mark our independence from this virus.”

 ‘Not good enough’

After falling behind in its immunisation effort, the EU is now fighting hard to accelerate its vaccine push.

It has targeted AstraZeneca, whose shares plunged more than 2.5 percent on the London Stock Exchange over the vaccine concerns, for censure over its failure to meet delivery promises.

The head of the EU’s coronavirus vaccine supply task force said the pace of the company’s production was “not good enough” to meet its obligations for the first quarter of the year, the latest in a bitter spat between the 27-nation bloc and the company.

“AstraZeneca vaccines delivery: I see efforts, but not ‘best efforts’,” Thierry Breton wrote on Twitter.

The EU approved the single-shot Johnson & Johnson vaccine on Thursday, which is stored at higher temperatures than competitors and is easier to distribute.

Despite the sluggish bloc-wide rollout, Greece on Thursday said it is aiming to reopen for tourists by mid-May because of the acceleration of its own programme.

In another boost for vaccine hopes, a real-world study in Israel showed the Pfizer/BioNTech jabs to be 97 percent effective against symptomatic Covid cases, higher than originally thought.

 ‘Greatest moral test’

Since first emerging in China at the end of 2019, the coronavirus has infected more than 118 million people, with few parts of the globe left untouched.

Countries have jostled for the most effective vaccines and enough doses to inoculate their populations, in some cases many times over.

United Nations chief Antonio Guterres on Thursday lashed out at what he called the “many examples of vaccine nationalism and hoarding” that will prevent some countries from getting the resources to bring their health crises to an end.

“Many low-income countries have not yet received a single dose,” he said.

“The global vaccination campaign represents the greatest moral test of our times.”

ISO Deputy Boss Taban Amin Arrested Over Shs30b Fraud

Detectives at the Criminal Investigations Directorate (CID) in Kampala on Friday arrested the deputy Director of the Internal Security Organisation (ISO) Taban Idi Amin over fraud.

Taban who was grilled for hours is alleged to have participated in fraud that saw some American nationals lose USD $ 8 million (about 29 billion), the CID spokesperson, Charles Twiine, said.

Taban, a son to former president Idi Amin (RIP), was in October last year appointed ISO deputy director by President Museveni after sacking the former ISO boss, Col Kaka Bagyenda, and replacing him with Lt Col Charles Oluka on October 8.

Taban’s appointment sparked off confusing in the security circles after the senior presidential adviser on military matters, Lt Gen Proscovia Nalweyiso, last October said Maj Emmy Katabazi was the new ISO deputy director.

Kyambogo Lecturers Sued Over Copyright Infringement

Two Kyambogo University lecturers have been sued before the Commercial Division of the High Court in Kampala for alleged copyright infringement of an electronic payment system, among other IT software.

Dr John Okuonzi, the director of Information Technology at Kyambogo University and Mr Henry Tumusiime, a member of the same department, are jointly sued together with a company known as Compusoft.
The petitioner is a private company known as Zeenode Ltd and filed the law suit on March 4.

According to court documents, the two dons, through their company Compusoft, tried to pass off as the owners of an online platform known as Zeepay system, an electronic payments collection platform that enables integration of different platforms like mobile money and bank payments and creates intuitive financial narrative.

“The plaintiff (Zeenode) shall aver and contend that in the above listed conduct, all three defendants (the university dons and Compusoft company), committed a calculated and fragrant breach, infringement and abuse of their copyright in its Zeepay system,” Zeenode states.
The documents show that Zeenode Ltd claims the system and another one called Zee-Varsity are their products,, which they registered on May 10, 2018.

It states that government, through the Ministry of Information, Communications Technology and National Guidance, procured the software services to be used in all 15 public universities to ease the tuition payments, online application and other IT-related systems.

“Following the interest of government of Uganda through its Ministry of Information, Communications Technology and National Guidance, the plaintiff wrote a proposal to the Initiative for Information Communication Technology Support to provide software to public universities in an eco-system named Academic Information Management System (AIMS) in December 2017,” the court documents read in part.

To that effect, the two lecturers were employed in Zeenode Company as chief marketing officer and director, respectively.
Further, Zeenode claims that upon infringing on their copyright, they allegedly duplicated their services, which saw Kyambogo University pay them Shs79m

Nursing & Midwives Examination Board Seeks Government Funding

The Executive Secretary of the Uganda Nurses and Midwives Examination Board (UNMEB) Mrs. Hellen Mukakalisa Kataratambi has asked the Government for more budget support.

She made this request during a meeting with the Public Accounts Committee (PAC) members on Friday March 5, 2021.

UNMEB documents show that the entity’s budget which includes both Government subventions and collections from nursing candidates rose from Shs 23.4 Billion in 2017/18 to 32.4 Billion shillings in the year 2019/20.

Speaking today, Kataratambi pointed out that whereas the entity’s budget for the last three years has risen by almost ten billion, it cannot sufficiently cater for the increasing number of candidates.

“The board has registered a steady growth in the number of candidates from 54,943 students in 2017/18 to 62, 702 in 2019/20. Since the costs associated with examination are number driven, there is a need to match the increase in numbers with resources available to the board on an annual basis if the objectives are to be achieved,” Kataratambi added.

A UNMEB document shows that 54,943 certificate and diploma students drawn from 86 institutions sat for exams in the 2017/18 Financial Year (FY).

Last year, the number of institutions and candidates jumped to 104 and 62,702 respectively.
