LEAKED: President Museveni in a Secret Deal to Release ADF Chief, Mukulu

Highly guarded backdoor talks aimed at releasing Sheikh Jamil Mukulu, the chief of Allied Democratic Front (ADF), a globally blacklisted terrorist outfit, have leaked.

According to sources very close to the negotiations, the talks are already in their advanced stage to see a free Mukulu.

The leaked negotiations show that President Museveni himself is taking the lead in negotiating Mukulu’s release under the amnesty law.

“The president is pondering on releasing Mukulu vide a condition that he will help him to convince his rebels to stop committing atrocities against innocent Ugandans and by extension, bring an end to the rebellion he started against the Kampala government,” our sources revealed.

We have been made to understand that the other reason Museveni wants to release Mukulu is because while the President had been convinced that the arrest of the man would mark the end of the killing of Muslim clerics, the opposite has been the case instead.

“Get it from us, the man is already out of confinement.” When our sources were asked why Mukulu is out of Nalufenya already when the talks have not been concluded yet, the source claimed that President Museveni is doing it in order to demonstrate his commitment to finally grant amnesty to the ADF Chief.

Furthered revealed is that Mukulu “is currently being held in a safe house in one of the Kampala surburbs as he undergoes counseling and rehabilitation before he can be released into public life.”

Releasing Mukulu as strange as it is, seems unpalatable according to the atrocities he is accused of having committed against Ugandans. For instance the burning of students at Kichwamba Technical Institute. A number of rebels have been released via the Amnesty deal. The president has since pardoned several rebels and now sit with him on the cabinet while others serve in the Ugandan army.

Among these include Gen. Moses Ali. Who was one of the commanders of the West Nile Bank Front which operated in Arua. The highly trained bulky paratrooper has since been pardoned by the President and elevated to the military rank of General.

More Ex-rebels including the leader of Tabliqs in Uganda, Sheikh Yunus Kamoga, late Maj Sheikh Mohammed Kiggundu was too Mukulu’s rebel until he renounced rebellion and was pardoned by the president.

Museveni has been a strong believer in forgiving and not killing or fighting his enemies especially those who realize their faults and become willing to renounce them.

Uganda Police Officer Shoots Family in Nsambya

Shock in Nsambya Police barracks as police officer shot dead his wife and after also killed himself after spending the night fighting.

This happened this morning Cpl Sabiti Godfrey 48 year old attached to VIIP shot dead Caroline Akulo 32 year and also attempted to kill his elder son who escaped from the house then shot himself and died instantly.

According to Okello Brian the brother to Akullo narrates that the two had a quarrel at night after going for blood test and result shows the man is HIV positive while woman is HIV negative.

According to Emilian Kayima the Kampala Metropolitan police spokesperson their 3 children were also killed in barracks.

Police has taken the two bodies to Mulago city mortuary and the gun taken by scene of crime officers for more investigation.

The Devils’ Hand Behind the Rwenzururu Omen

Rwenzururu King Charles Wesley Mumbere Irema-Ngoma and more than 150 of his royal guards have been in detention since 27th November, 2016. A litany of charges has been placed against them including; treason, terrorism, murder, attempted murder, aggravated robbery and so many others. Just the other day 13th January, 2017 the King was slapped with new other charges according to police spokesman Andrew Felix Kaweesi. The new charges according to Kaweesi are a result of new investigations that have been ongoing linking the King to criminality. The charges may as well increase as the court process proceeds.

In line with the above, according to my research and observation, I would like to inform the reader on why the cases have been put on the King and the royal gaurds, the cause of the confusion in Kasese and possible solutions towards sustainable peace and stability. The court charges on the said above are not that the King acquired a big number of royal guards; it is not that the King rejected government sponsored UPDF guards. It is not that the King has FDC associates around him nor is it that the King wants to succeed from Uganda to create purported Yiira State, as no rational being can accept such an allegation.

But the massacre on the Rwenzururu subjects, the arrests and court charges on those in detention is because of the allegations that some of the royal guards attacked government security installations. That, in that scuffle some police officers died and that the royal guards ran away with the guns. This created many questions on where the royal guards were taking the guns and for what use the guns were being taken.

At this stage I will not draw a conclusion because court is yet to find out. However, if it is true that royal guards killed police officers and ran away with guns, it was wrong and criminal. However, to my dismay no one seems bother to tackle the pertinent question; why the purported attacks happened?
The other question is; was it necessary for UPDF and the Police to use such a strong force confronting civilians armed with pangas and machetes despite the alleged stolen guns?

UPDF has fought serious wars in Somalia, Democratic Republic of Congo, South Sudan and many others. I think there were other options that would save lives but instead emotion and anger took over the rationality of Mr. Peter Elwelu.
Back to the first question; to me this question has not been explored into. It is on this note that I want to explain to the reader on why royal guards become purportedly allegedly hostile towards the police.

There has been a section of people in Kasese before the recognition of OBR and after recognition who oppose the Obusinga Bwa Rwenzururu. The reasons on why they have failed to swallow their ego despite government recognition and restoration of OBR are known to themselves.

But I would think its pro-choice to pay allegiance to a certain culture as long as no one steps on another’s feet. However, in Kasese a section of people which MP Centenary on one NTV talk-show referred to as an academy with its chief-tutor Dr. Crispus Kiyonga has continued its opposition and thus destabilizing OBR.

Its unfortunate that this group also happens to be of strong NRM surporters in Kasese. Because of this, in the execution of their opposition agenda towards OBR they penetrated the Uganda police creating an attitude in the police that the OBR royal guards are a militia and actually a rebel group being trained for a Yiira Republic. I will return to the stupid village talk of Yiira State later.

A Quick insight into Manchester United’s season

Yet another draw, and it’s been the story of our season. We’ve wasted so many chances to close the gap and we’re just not good enough. I showed you the table yesterday and at least for me it was clear that today’s match was importante but it seems people inside the club don’t think the same.

First, Mourinho benches Martial. Come on!!! He gave 2 assists the last match, Mou promised to play him if he had a god match but ir seems 2 assists are not good enough.
Second, the players or at least some just seem to be enjoying the money they earn.

Creating goal celebrations before they score goals? Who the hell does that? Oh, yeah! Pogba and Lingard do that kind of things… I don’t remember Keane, Scholes, Carrick, hell even Cleverly showing off a new haircut every week. First things first, do the job and then on vacations use your money on haircuts.

Maybe you’ll think that I’m too harsh on our lads but you have to love the club. I remember when Scholes injuried Rooney on purpose during a training session just because Rooney had asked to leave the club. It seems players are treated like princesses nowadays.

Zlatan, he can’t have a clean ball. He hits someone, his leg is too high and things like that, but at least he know he is there to set an example. He is talking with the young lads, he gives them advice but come on lad, you’ve not conquered England, we’ve won sh*t this season. People, we have to talk after we do the things.

It’s clear that now it’s gonna be even more difficult, even making the top four will be difficult. There are some Van Gaal things still in our players head; things like a lot of senseless high-balls, we need to pass the ball, we need to shot, we need to have class, we can’t excuse ourselves on hte opposite goalkeeper. We have Zlatan, Pogba, Mata, Mkhitaryan, Rooney, Rashford at least
one of those lads should’ve scored today.

We laugh at liverpool, chelsea, arsenal, city and yet we make the same mistakes. Lads, please stop the banter on other teams, first things first as I’ve said before, train, deliver, do the job and maybe at the end of the season we’ll get to laugh at other teams. Don’t spit up, and that is a life lesson.

Hopefully we’ll get better the coming matches (I’ve been saying that for such a long time…)
Just to make things clear, I don’t hate any of our players, I love they are in our club. The only thing I ask is for some professionalism, they are football players not pop stars.

Kyalya to Contest for the Kyabazingaship Title

Former presidential candidate and controversial activist, Maureen Faith Kyalya Waluube says she is ready to take on the Kyabazingaship of Busoga days after the reigning Kyabazinga was appointed Ambassador for Special Duties in the President’s office.

Kyalya explains that she will be vying for the post given the fact that the Basoga constitution doesn’t stop women from vying for the top post.

Kyalya says that in a wake of preserving the values and Busoga tradition, Busoga needs a focused none partisan leader who will transform the people of Busoga.

In the a two paged statement titled “Contesting for Kyabazingaship: Time for Change” Kyalya states that as royals move to occupy unprecedented political terrains under the command of their subjects, it is a clear message that subjects too can move up and challenge the royals in their sits.

“I have not seen any provision that a woman can not be Kyabazinga in Busoga unless of course it will show up tomorrow. I am therefore legally going to contest the Kyabazingaship of Nadiope IV appointed ambassador of the sitting president of Uganda. Then I shall be contesting for the Kyabazingaship of Busoga.” the statement which The Rwenzori Times got a copy, reads in part.

“No doubt I am about to acquire the highest qualification in the world: Doctorate, so education is not an issue. I also have served as administrator for all 10 districts of Busoga on behalf of the same employer the President of Uganda. I know every single cultural, economic, political, traditional and social corner of Busoga. I am inherently spiritual therefore do not discriminate against anyone on grounds of heir reliogion and social beliefs.”

Adding that she is a traditional hereditary Princess and therefore eligible to contest. Her statement reads: “I am a traditional hereditary princess of Busambira; the only Chiefdom led by women and from Nhendha hill the only Busoga cultural hill led by Nhyenda the only goddess and mother of all humanity in Busoga. I call upon all the people of Busoga to support me because you know I can deliver.”

She concludes that, “I hope you understand that the only reason the Kyabazinga has always been a Royal and a man is because when the British came only royals went to school and until very recently women never went to school.”

Arsenal 1-2 Watford: Gunners stunned at home as title hopes suffer huge blow.

Arsenal’s Premier League title bid was left in tatters as they failed to recover from Watford’s early double blow in the visitors’ shock 2-1 win at Emirates Stadium.

Younes Kaboul’s deflected free-kick opened the scoring, while Etienne Capoue pounced on Gabriel’s loose throw before venturing forward unchallenged and drawing a save from Petr Cech, from which Troy Deeney pounced on the rebound.

Gen. Kahinda Otafire Says NRM Was Less Corrupt

General Kahinda Otafiire, the Justice and Constitutional Affairs Minister, says the defunct Movement System of government which registered less corruption incidences compared to the rampant graft under the existing multiparty system.

After taking over government in 1986, President Yoweri Museveni introduced the Movement political system that was “broad-based” and open to politicians who belonged to political parties and those who were apolitical. Elections were based on individual merit not party affiliation.

In 2000, however, Ugandans voted in a referendum to return to multiparty politics. But Gen Otafiire said in Masaka on Tuesday, during celebrations to mark the NRM 31 anniversary that the Movement System provided a peaceful, corruption-free and a unity government.

He said that under the Movement System, politicians like former Democratic Party leader Dr Paul Kawanga Ssemwogere served as ministers leading to “effective service delivery”. The Minister said that he only recalls “one corruption case” that involved the then Bugweri County MP, Kirunda Kivenjinja that was reported under the Movement System.

Mr Kivenjinja was implicated back then for the theft of 2,000 litres of fuel that he reportedly used to construct roads in his constituency. He called on Democratic Party members to join the NRM and work together to improve service delivery instead of “losing sleep” over President Museveni’s leadership. The 2016 Corruption Perceptions Index reported by Transparency International, ranked Uganda in 151st out of 175 countries that were reviewed.

The Corruption Perception Index ranks countries and territories based on how corrupt their public sector is perceived to be. Public and private officials continue to engage in corrupt practices despite laws and institutional instruments that are in place to prevent and punish corruption. Roads, police and Judiciary are some of the areas where grand and petty corruption is rampant. Businesses are vulnerable when bidding public contracts because processes are always not transparent, under-the-table cash payments are demanded from procurement officers.

African Union Calls for Mass Withdrawal from the ICC

The African Union has called for the mass withdrawal of member states from the International Criminal Court (ICC).

However, the resolution is non-binding, with Nigeria and Senegal opposing a withdrawal. South Africa and Burundi have already decided to withdraw, accusing the ICC of undermining their sovereignty and unfairly targeting Africans.

The ICC denies the allegation, insisting it is pursuing justice for victims of war crimes in Africa. The AU took the decision on Tuesday following a divisive debate at its annual heads of state of summit in Addis Ababa, the BBC’s Emmanuel Igunza reports from Ethiopia’s capital.

Part of the resolution also said the AU would hold talks with the UN Security Council to push for the ICC to be reformed, our correspondent adds.

Sudan’s President Omar al-Bashir, who is wanted by the court on charges of genocide in Darfur, was at the summit.

In 2015, a South African court criticized President Jacob Zuma’s government for failing to arrest Mr Bashir when he attended an AU meeting in the main city, Johannesburg.

The government later announced that it was withdrawing from the ICC because it did not want to execute arrest warrants which would lead to “regime change”.

A total of 34 African states are signatories to the Rome Statute, which set up the ICC.

Dr. Stella Nyanzi to face Arrest Over Calling Museveni a Pair of Buttocks

The Uganda government has finalised plans of arresting the out spoken doctor. Dr. Stella Nyanzi who was recently on a Short holiday in Kampala and left for South Africa earlier this week.

Stella who currently works with a South Africa based University is to face arrest for insulting the President of Uganda, Mr. Yoweri Kaguta Museveni. The arrest fears come shortly after the troubled doctor insulting the President on her Facebook account ‘calling’ him as “Matako” literally meaning “buttocks.” That came after the recent Liberation Day celebrations in Masindi where the president claimed to be a freedom fighter not a servant as many Ugandans expected.

Nyanzi is a well known and established critic of the NRM government responded by calling Museveni a pair of buttocks, something that insulted the president. Nyanzi is a long time supporter of Dr. Kizza Besigye, the leader of opposition to Uganda. Nyanzi is also known for using vulgar language that has earned her a mixed reputation. Her vulgar language has been condemned by some Ugandans while some liberal minded fans on facebook have cheered her on.

It will remain to be seen whether the out spoken doctor will also join the wanted list of the NRM government.

Shkodran Mustafi’s 22-game unbeaten run with Arsenal came to an abrupt halt on Tuesday as the Gunners were beaten 2-1 at the Emirates Stadium by Watford.

The Germany international has proved a good luck charm for Arsene Wenger since his arrival from Valencia in the summer with the Gunners having been unbeaten with the 24-year-old in the side in all competitions.
