US To Support Walter Reed Project Despite Homosexual Allegations

The US government has said it will continue supporting the Makerere University Walter Reed Project despite the recent allegations that they recruit young males into homosexuality.

Last week, the Walter Reed project offices were raided by the police and closed down over reports that the managers were training and recruiting homosexuals.

However, the US government has denied the allegations.

Mr Daniel Travis, the spokesperson at the US Embassy in Kampala has refuted the allegations saying they are baseless and fabrications.

He told KFM, that despite the reports, the US government hopes to restart the projects work as soon as possible.

Mr Travis however said they need assurance from the Uganda government regarding project’s integrity.

He revealed that last week on Thursday when the Police raided the project offices in Nakasero, Kampala, an employee of the project was taken into police custody but later on released.

He added that then the US Ambassador to Uganda issued instructions that the project be suspended that same day to ensure the safety of staff and the integrity of the program.

Uganda Police Force claims they have evidence to prove the Makerere University Walter Reed Project has been recruiting young males into homosexuals.

Mr Fred Enanga, the newly appointed Police spokesperson said through their intelligence officers, they have got evidence to prove that the trainees were being shown videos of males having “unnatural sex” and would also be encouraged to bring their partners along.

MPs want the health committee to make an in-depth investigation in the problems being faced at Mulago Referral Hospital.

There was a water crisis recently at the hospital after the National Water and Sewerage Corporation (NWSC) cut the water supply over unpaid bills leaving many people affected and stranded. The water supply was cut due to the hospital’s unpaid bills amounting to more than Shs5bn.

Some MPs yesterday visited the hospital and discovered issues that are affecting various operations at the hospital. About 50 homes around the hospital premises connected 84 water metres to the hospital’s water line which inflated the hospital’s water bills to billions leading to its cut off by NWSC.

This is because several hospital properties have been rented out to the public and yet the money supposed to be paid to the hospital treasury as rent has never been paid to the appropriate department.

However, other issues affecting the functionality of the hospital were discovered. Yesterday, there was a sit down strike by intern doctors over the delay by government to pay them for three months.

Furthermore, a number of medical workers at the Labour Ward are understaffed which they say is responsible for the so many deaths of mothers and babies in the hospital.

Speaking on the some of the issues affecting the hospital, David Nuwamanya, the Principal administrator said an inter-ministerial committee comprising of officials from the water, health and finance ministries is already looking into the water problem.

The MPs have demanded for a thorough audit of the water crisis situation and other related problems.

Baby Arrested For Attempted Murder

Pakistani police has arrested a baby for attempted murder after a brawl between his family and the police.

The child was arrested after he was finger pointed by his family members in Lahore for throwing bricks at police who were sent to collect unpaid bill.

The boy has been charged with attempted murder, as part of a raft of charges against the family, who are accused of injuring police officers by throwing bricks to keep them off their property.

CNN has reported the ordeal started February 1st when several police officers and a bailiff went to a home hoping to get payment for a gas bill. A scuffle ensued with the father of the baby.

Authorities then sought out other members of the household in order to press charges of stoning and attempted murder.

Lahore police acknowledged that the child appeared in court last week and cried while he was being charged.

Media coverage of the incident has led to the Chief Minister of Punjab calling for the suspension of the Pakistani official who registered the case against the baby.

Andrew Owiny Wins Masters Swimming Event

The Uganda Swimming Federation (USF) organized a one day masters swimming event at the Gems Cambridge International School in Butabika where several senior swimmers took part including William Blick, Andrew Owiny and Don Rukare.

Former Uganda Rugby Union president Andrew Owiny won the event after clocking 00.14.78. Uganda Swimming Federation president Don Rukare finished second (00.15.42).

USF’s vice president Peter Mugisha was third with a time of 00.15.64.

William Blick, President of the Uganda Olympic Committee made his debut for the one day tournament. Blick participated in the 25 metres freestyle where he finished 7th (00.23.25) out of seventh out of eight swimmers.

This is the USF’s second Masters swimming event that was sponsored by DSTV and Rwenzori Mineral Water.

USF will send a team to represent the country at the 15th FINA World Masters Championship from July 27-August 10 in Montreal, Canada.

Police Warns Terrorists Targeting Schools in Kampala

The Police have received information that terrorist organizations are planning an attack on schools around Kampala.

The Inspector General of Police, Kale Kayihura has said the ADF terrorist cells within the Central and Eastern regions are planning to carry out attacks on schools in Kampala.

He has urged the public to be cautious and to report of anything suspicious to the police.

Furthermore, school authorities have been urged to man all the entry points to their schools by having guards stationed there at all times.

They have also be advised to install metal detectors at entry points and install security lights and alarm bells to help in detecting any bomb material.

This comes few days after a Kenyan controversial Muslim cleric, Sheikh Abubakar Shariff alias Makaburi was shot dead by unknown gunmen as he awaited a court decision in Mombasa.

Meanwhile, Police has intensified the security checks and patrols at the Malaba border following the recent terror threats to the country.

The Officer in Charge of Malaba Police Julius Jingo said they need to make sure no one enters the country when they do not have the proper documentation and prevent terrorists.

He said the Police is working with Kenya to ensure they are on high alert and patrols have been intensified at and around the Malaba border.

“We have increased our surveillance at the border to ensure that we properly screen the people entering our country,” said Mr. Jingo.

All public vehicles and cargo trucks undergo a proper screening to ensure no thing is smuggled across the border.

Potential Investors in Orange Uganda Pull Out

Potential investors who were interested in buying Orange Uganda have pulled away after acquiring information that the telecom operator was about $200 million in debt and has thin asset base and the underlying financial value is perceived as too small to justify the offer prices made to investors.

This comes after Orange Uganda sold it’s masts to Eaton Towers Ltd which left the company with less technical infrastructure units.

Reports from the East African say Orange Uganda failed to secure a buyer and resorted to minority investors who would inject in the telecom more than $41 million for new projects, the commercial option to this is expected to reduce recapitalisation pressures and raise the company’s capacity to satisfy changing consumer needs.

With this, the telecom is buying time before exiting but the inability to get a buyer would put pressure to the French major investor to discount their offer as they are already existing Africa.

The telecom’s key performance indicators remain weak. The company is yet to reap profits with net losses averaging between Ush50 billion ($19.6 million) and Ush70 billion ($27.5 million) per year since 2009, according to insiders at Ernest and Young, the firm’s auditors.

Telecom analysts say Orange Uganda’s customer base is not attractive to older rivals. Their total subscriber base is estimated at one million, compared with MTN’s 8.5 million and Airtel’s 7.2 million subscribers reports Pc Tech Magazine.

High Court: Kampala Mayoral By-Election Is Based On An Illegality

The High Court Justice Ms Lydia Mugambe, on Friday said the Kampala mayoral by-election cannot stand because it is based on an illegality.

The court therefore ruled that the by-election organised by the Electoral Commission (EC) to find a replacement of the embattled Kampala Lord Mayor, Erias Lukwago cannot take place until Lukwago’s petition challenging KCCA is concluded.

The EC has been organising a by-election supposed to take place on April 17, 2014.

Justice Mugamba said the Kampala Capital City Authority (KCCA) Executive Director, Jennifer Musisi erred by notifying EC of vacant Lord Mayor seat, yet the court order was in place.

She added that the Electoral Commission, Attorney General and Minister for Kampala acted n contempt of court by declaring the seat vacant.

On November 28, 2013, the court issued an order stopping KCCA Council from impeaching Lukwago but Frank Tumwebaze, the Kampala Minister refused the order.

The Court blamed the Attorney General, Peter Nyombi for not the government and KCCA the right advice on the impeachment.

“The same by-election cannot stand because it’s based on an illegality,” Justice Mugamba said.

The court has ordered the government, EC and KCCA all the costs to Lukwago.

Speaking to the press after the ruling, Lukwaso said the ruling was clear and they (KCCA and the Kampala Minister) should respect it.

Meanwhile, Lukwago plans to go back to his office at City Hall on Monday.

Speaker Kadaga Warns Parliament Clerks

The speaker of parliament, Rebecca Kadaga, has warned parliament Clerks for delaying and sabotage committee business. Kadaga was at the official opening of the retreat of the new committee chairpersons, their deputies, commissioners and support stuff at Imperial Resort Beach Entebbe. She says, Clerks have a habit of making themselves absent which paralyses the committees’ business.

“I really want to warn all Clerks at parliament to pull up their socks while doing parliament work. Iam wondering why Clerks mark themselves absent at the time the committee is supposed to seat and handle parliament work”

“This habit should immediately be stopped” She said

She also warned the committee bosses for spending a lot of time without presenting reports to parliament. “This system of spending too much time in study visits should also stop since committees fails to present reports in parliament .I appeal to all committee bosses and their Clerk’s to corporate and improve the work of the committee” She said.

The former leader of the opposition, Nandala Mafabi, also accused Clerk’s for producing bad reports.

“Madam Speaker I would like to inform you that whenever poor quality reports are presented before parliament just know that it was produced by a Clerk without the knowledge of the chairperson.

Meanwhile the deputy speaker of parliament, Jacob Oulanyah, also attacked parliament Clerk’s for having political ambitions while doing parliament work. “These people you see do it deliberately to fail members because some of them want to stand against them” Oulanyah said.

Schools Ready For Aga Khan Swimming Gala

This weekend, ten schools will participate in the annual Aga Khan School’s swimming gala one of the biggest events of Uganda Swimming Federation (USF) at Upper Kololo.

Aga Khan’s Swimming coach Tony Kasujja said “It’s a major event where we spotted some of the best young swimmers for the nation and this year the competition will be highly competitive like usual.”

Schools entered the number of swimmers who will take part in the event and the numbers are summed up as follows.

  • Kampala Parents School 50
  • International School of Uganda next 46
  • Rainbow International School of Uganda 43
  • Hosts Aga Khan School 39 swimmers

The Aga Khan swimming gala attracts children aged between 9 -14. National junior swimmers like Namutebi Kirabo and Tendo Mukalazi are expected to win some medals.

U.S Assures Uganda on Continued Aid

The US Embassy in Uganda has dismissed reports of aid cut to Uganda, confirming their continued aid in various programs like Health, Agriculture, and elections. Below is the full clarification from the embassy on aid to Uganda.

CLARIFICATION

We have seen several reports alleging that recent decisions by donors have directly affected services in health, agriculture, and election funding.
Speaking for the United States, let us be clear; none of the announced changes in U.S. assistance affects essential care and treatment in our health services, our extensive agriculture programming, or our initiatives in democracy and governance.

Nor do they hinder any other programme central to our shared vision of a peaceful, prosperous, healthy, and democratic Uganda.
The American people continue to provide over $700m in assistance to the people of Uganda annually – more than any other donor. Virtually none of this money goes to the government. It goes to our implementing partners who use it to provide direct services to the people most in need.
Our commitment to support the needs of the Ugandan people remains strong, just as it has for the last fifty years.

We note the frequent statements from political and other leaders that the U.S. is cutting assistance to Ugandans in urgent need of health services. This is patently false.

On behalf of the American people, we provide nearly eighty percent of the national HIV response in Uganda. We support the life-saving, anti-retroviral therapy (ART) of over half-a million Ugandans – over eighty percent of all citizens on ART in Uganda. There has been no other realistic source of funds for this treatment, and without it, people will die.
