Bobi Wine Records Song to Explain ‘Fiscal Policy’ After Media Backlash

After series of public criticism about his on macro economic terms like fiscal policy, Kyadondo East Member of Parliament and 2021 Presidential hopeful, Hon Robert Sentamu Kyagulanyi (Bobi Wine) is going on the rebound, after suffering a serious public approval setback, over his apparent lack of knowledge of basic principles of nation governing.

The MP last week found himself at the centre of immense criticism and ridicule, after he failed to explain convincingly how he would handle and utilize the country’s revenues, once he’s elected to the highest office on the land.

Hon.Kyagulanyi Ssentamu appeared on a local television NTV’s On the Spot program, Bobi Wine struggled to explain how his fiscal policy would look like, stating at one point that he would arrest military officers as one of his fiscal tools to address Uganda’s inflation.

With many critics leaping on the opportunity to “expose” the MP’s ineptitude, Bobi Wine is now seeking to redeem himself the best way he knows – through music.

The singer-turned politician has now taken to the studio and will soon be releasing a song that explains fiscal policy in ways that his base understands best.
Bobi Wine says his new song titled Fiscal Policy, which features singer Nubian Lee is intended to “just to break down (the economic term) for the common man.
If he ever had the opportunity, he says in the new song, reducing oppressive taxes and raising salaries would be his “simple fiscal policy.”

Recently, under pressure from his opponents mostly on social media, Bobi Wine owned up to his shortfalls, but said he doesn’t need to know everything to become the country’s next leader.

“I’m not a professor and anyone who was expecting a professor in me, I want to tell you, you are in the wrong place,” he said, during the thanks giving event for Hon Francis Zaake.
“It is not me who is going to explain why Bank of Uganda is not working, it’s not me to explain why our currency is depreciating but I know that if the right people are given opportunity, things will improve”.

Hollywood Star Forest Whitaker Impressed by Uganda’s Nature

Hollywood Star Forest Whitaker has been impressed by his second stay in Uganda. This follows the American Actor and Film Director’s recent touristic visit to Uganda to help empower youth through his ‘Whitaker Peace and Development Initiative.’

Whitaker who Starred in movies such as South Paw, Last King of Scotland and others, arrived on Monday and has been in areas of Acholi, Northern Uganda.

Forest Whitaker in acholiThe actor took to his social media to reveal how it feels good to stay in Uganda in additions to sharing his favorite moments like the youthful Acholi’s dancing to the traditional Larakaraka Dance.

It always feels so good to be in Acholi, Uganda!” he wrote on his twitter account.

Today, he visited Kiryandongo Refugee Settlement to train the youth of beith there for each other.

“I was uplifted by the exchange I had today with the youth trained and supported by @connectWPDI in the Kiryandongo Refugee Settlement #Uganda – they are amazing change makers!” he tweeted today evening.

This is Forest Whitaker’s second time in Uganda with his earlier visit back in 2017, where he participated in a series of activities to support young people from Northern Uganda and South Sudan.

His first visit was during the shooting of the popular movie “the last king of Scotland” in which Whitaker acted as Idi Amin Dada, the past president of Uganda. He is also one of the most popular actors from Hollywood most known to Ugandans.

Latest from the Sports fraternity is Uganda Cranes star William Kizito Luwagga leaving Azherbeijan’s FC Bate Borisov for another Loan Spell at Kazakhstan giants FC Shakhter Karagandy.

Kizito Luwagga was loaned to Bate Borisov by his Romanian side Politehnica Lasi last year but has been struggling for playtime and this might be reason towards his move.

The talented right-winger broke the news through his official Facebook account saying he was eager for a new opportunity.

Official Mailo Estates Should be Under Buganda Government

Buganda Land Board Limited has threatened Kalungu Disitrict Local Government with eviction from a Gombolola estate at Kalungu at a time when the district has failed to build its own headquarters due to budget constraints according to press reports last week.

Kalungu, which is one of the Gombololas, in traditional Saza Buddu,once covered present Bukomansimbi and part Ssembabule districts until 1937 when River Kyogya became the natural boundary between Buddu and Mawogola sazas.

Eviction threats came after President Yoweri Museveni has visited Kabaka of Buganda Ronald Muwenda Mutebi II and the former directed
that all the remaining saza and gombolola Official Mailo estates tittles be given to the Kabaka. They are administered by Buganda Land Board Limited .

The President’s directive is in consonance with the NRA Army Council now UPDF Defence Council resolution which sat in Gulu barracks in 1990 and recommended to the then legislature, National Resistance Council,for restoration of institutions of traditional / cultural leaders to areas that still cherished them. It also recommended for giving back to the traditional leaders their legitimate property, in case of Buganda, palaces, Bulange, which was Republic House and Ministry of Defence Headquarters, royal tombs, the traditional institution.

In 1993, NRC amended 1967 Republican constitution to allow restoration of traditional institutions and the Kabaka was crowned on Saturday
July 31st 1993 at Naggalabi Budo. Before this, Government had set up a negotiating team under Gen.Elly Tumwine which interfaced with a Buganda team led by Prof. Apollo Robin Nsibambi. After the two teams failed to agree on when the army would vacate Lubiri barracks, the matter was referred to the President who tasked his then minister for Presidency, Kintu Musoke, who recommended for what could be returned to Buganda and it was returned and what could not be returned by then.Among those that were not recommended by Kintu Musoke included Official Mailo estates of ministers, and saza and gombolola estates,which were set aside under Buganda Agreement of 1900, for local administrations.

According to Odoki Report, 97 of people in Buganda and 65 percent who submitted proposals on form of government, opted for a federal form of government, and in the interim report, Odoki Commission recommended for restoration of traditional and cultural institution of Buganda where it was overwhelming. It also said that people may have confused monarchism and federalism and those recommended a unitary form of government but decentralized at the district. That was what was enacted by the Constituent Assembly in 1995.

However, the 8th parliament, after talks between Central Government led by then Defence Minister Amama Mbabazi and internal Affairs Minister Ruhakana Rugunda, and Buganda team led by the then Katikkiro Joseph Mulwanyammuli Ssemwogerere that included, the then Attorney General John Katende, Minister for Lukiiko, Cabinet, Youth and Information Charles Peter Mayiga, Minister for nkuluze (Kabaka’s Personal Treasury0 Apollo Makubuya, chairperson of Council of clan leaders, Omutaka Kyeyune Bugingo, his predecessor, Omutaka Ndugwa Grace Ssemakula Musoke, Prince David Kintu Wasajja, Kabaka’s personal
representative. When they reached at a stalemate, the President and the Kabaka intervened and a deal for Regional Governments was reached at and put in the constitution in 2005 subject to district councils’approval, which was a constitutional requirement and was also successfully done.

Under the deal, regions of Buganda, Busoga, Bunyoro, Acholi and Lango were deemed to have agreed to form regional governments by July 1st
2006. The rest could join after district council resolutions supported by sub council resolutions. Other regions that are in the constitution are Bukedi, Teso, Bugisu, Sebei, Ankole, Kigezi, Tooro, Rwenzori, West Nile, Madi and Karamoja.

In the same deal, Regional Assemblies would be composed of directly elected members representing parliamentary constituencies and district woman representatives. Then in an area where a traditional leader is the titular head of a regional government, like Buganda, a quarter of the Regional Assembly, would be appointed by the Kabaka from clan leaders, and the Kabaka’s nominees shall form a standing committee of the assembly with exclusive powers on culture including the Kabakaship, and its resolution will be first approved by the council of clan leaders and the Kabaka himself in his capacity as Ssaabataka.

The Chairperson of a Regional Government, in other words a Regional Premier, shall be directly elected by the people from the region but qualifications are only for those who belong to the indigenous community of the region tracing their parents and grandparents to 1927 when Uganda’s final boundaries were demarcated. This was an insistence from Bunyoro fearing a Mufuruki becoming a Katikkiro of Bunyoro.

In the same arrangement. There is a Regional Land Board, like Buganda Land board was under 1962 constitution, in charge of Official Mailo estates and Mayiro Akenda, which under 1967Republican Constitution, became public land. The Regional Land Board shall comprise, among others, district land boards chairpersons in the region. The Regional Land board shall also be represented at district land boards.

Unfortunately, the Regional Governments Bill which was tabled in parliament in 2006 has never been debated and the late Kyabazinga of Busoga Henry Wako Mukholi died demanding for operationalization of regional governments so that Busoga, which had united under a charter prior to 2005, could form a region government. Omukama Solomon Gafabusa Iguru is still demanding it. Acholi and Lango parliamentary caucuses have done the same.

In my humble submission, Official Mailo estates of ministers and Sazas and Gombololas, which were for local governments and local administrations, and have nothing to do with culture, are not supposed to be under an institution of traditional and cultural leader unless there is a regional government where that traditional leader is atitular head and it forms a Regional Land board, in case of Buganda, a Buganda Land Board, which is constitutional and or statutory, other than Buganda Land board Limited. Local governments in Buganda like Kalungu, which should be under Buganda Government, should benefit from such estates.

11 Aspiring For 2019/20 Makerere University Guild Presidential Seat

The search for the new guild president of the oldest high learning institution in Uganda, Makerere University Kampala is back.

The campaigns kicked off over the weekend, Friday 1st March 2019 at the Complex hall with 11 candidates aspiring for the prestigious seat as confirmed by the university electoral commission.

The contestants include, Taliwaku Andrew who is representing the National Resistance Movement (NRM), Namuddu Milly of Forum for Democratic Change (FDC) and Kateregga Julius of the Uganda Young Democrats (UYD). Those who are independent include David Musiri, Emmanuel Agaba, Joshua Mukisa, Winter Nsimire, Osbert Arinda, George Mutumba, Donald Munanu, and Umar Wageya.

The aspirants promised heaven and earth and many that presented well their manifestos appeared to have picked a reasonable following on the opening day of the campaign.

The campaigns are scheduled to end on Thursday, March 14 and the elections shall take place on Friday, March 15.

UWA to Host a Marathon to Support Orphans

The Uganda Wildlife Authority (UWA) a body responsible for managing and protecting the natural protected areas of Uganda which include the national park, forest reserves and sanctuary has organized a marathon.

The marathon is to taking place on the 23rd of February 2019 which will start at 7:00am from Uganda museum located at Kira road Kitante area and run through designated routes in Kampala. Different people and organizations are open to participate in the marathon.

The marathon is under the theme of raising fund to support orphans of the fallen game rangers. For many years, many rangers have been losing their lives and have left their families in a limbo since most of the times they are the main bread winners at home. The families of the deceased are always left derived of the fundamental needs like education. The Uganda wildlife authority left the concern of helping the orphans at least to get funds for their education by organizing a marathon. The funds collected from the registration fees to participate in the marathon will go straight to the orphan children to go to school.

Many people in the Uganda tourism fraternity have geared up their training for the marathon. They have been making warm ups every evening into order to be in shape for the grand event.

Gravity Omutujju Gunned by a Security Guard in Mityana

News in the breaking indicate that singer Gravity omutujju has been shot twice in the abdominal region by a securiko guard at a Fuel station in Mityana town.

The incident followed a disagreement between over yet to be identified cause.

The rapper has then been admitted at Case Clinic where he is still in critical condition.

A case of attempted murder on the ‘rapper’ against the yet to be identified security guard has been opened.

UgandaDecides: Was Blocking Social Media Really A Wise Move?

According to Uganda Communications Commission (UCC), social media was mainly blocked to regulate wrong dissemination of information – especially information centered on the ongoing elections. The responsible authorities were worried that some people would misuse social media by “telling lies.” Mobile money transactions were also paused. Apparently, some people were bribing others through mobile money.

Unfortunately, there was no prior announcement that these services would be unavailable at some point. Nevertheless, most people found a way to access social media anyway. If you follow that hashtag #UgandaDecides, you will be amazed.

Yes, UCC had its reasons; but how about the other Ugandans that use social media for other purposes aside from political interests? How about other Ugandans that had businesses to conduct, journeys to make, services and products to pay for; and were hoping to use mobile money, but were put at a standstill without any prior knowledge? Was this put this into consideration?

Right now, one cannot undermine the power of social media when it comes to business. Social media is a powerful marketing tool. For businesses that depend on social media marketing and advertising, wasn’t the move unfair to them?

Cultural Chiefs Set to Petition Museveni over Ebyaffe

Kings and cultural chiefs across the country have taken a joint decision to petition President Yoweri Kaguta Museveni to remind him about what government promised to give them.

The forum secretary general Kyaligonza George shortly after addressing the media at their  high level conference in Kampala.

The development came to light over the weekend during their annual activity review conference that was held at Kolping hotel Makerere in Kawempe division.

The leaders under their umbrella body of Uganda Kings and cultural leaders forum (IKCLF) were discussing how their respective Institutions have been performing in terms of mobilizing communities to fight poverty through participation in government programs.

The  forum secretary general Kyaligonza George explained that they are reviewing what was done and would within two weeks time write and submit their demands petition to the President trying to remind him about their pending issues with the state.

“Our members are saying that the salary of 5m/= per month given to each of them as facilitation was miserably  little of which government need to double and also issue of vehicles to facilitate movement of chiefs and kings should be addressed “ noted Kyaligonza.

Some of the members however lashed out at  the government for reportedly segregating and undermining them in preference to support their big  brothers saying it was not fair at all because all should be treated equally as their  common agenda was to mobilize their subjects in fighting poverty.

Others demanded for the outright return of their land, buildings and access  a portion of funds from royalties  within their localities alongside other benefits respectively.

They however had no kind words for the now embattled state minister for tourism Godfrey Kiwanda of whom they criticized for reportedly trying to use women who are dearly endowed with curvy bodily shapes as a tourism marketing tool saying it was unacceptable to them.

“We strongly condemn the actions Godfrey Kiwanda who came out to launch some unpopular project of trying to use our girls who are dearly endowed with curvy bodily shapes as a tourism  attraction vehicle because it is against our cultures “ observed the chiefs.

Over 140 have Registered so far For ‘Miss Curvy Uganda’ Contest

Despite coming with mixed reactions, the miss Curvy Uganda pageant is yet not to face any set back to prevent it from happening. We have learnt that more than 140 ladies have so far registered for the contest that will see one of them being crowned as the most endowed woman in the country.

Though supported by some, the initiative that was launched last week by the state minister for Tourism Godfrey Kiwanda Suubi has caused a backlash as many say it is introducing sex tourism to the country.

However, according to Anne Mungoma, the Chief Executive officer of the ‘Miss Curvy’ Uganda says that she is disappointed towards the negativity that people are attaching to the beauty contest, saying it’s aimed at appreciating beauty queens with the Natural plus size.

“The whole miss curvy contest has been Miss understood, but we want to a sure you that it’s only a beauty pageant to empower the curvy women.” Miss Mungoma said.

She also added that the event is meant to show the world that Uganda is endowed with natural African Women who can promote tourism as well.
