Why Uganda ’s sex education framework will do more harm than good

Uganda recently launched its first-ever guideline on sex education. The National Sexuality Education Framework 2018 aims to provide a formal, national direction for sex education within Uganda’s schools, ensuring that all programs adhere to the same approach.

The problem is that Uganda’s society holds very traditional values. This is reflected in the country’s policies and laws, like the “anti-Gay law” which came into force in 2014 and criminalises homosexuality.

As a result of this social conservatism, the new sex education framework is based on religious and cultural values that instruct abstinence-only teaching. Students are taught the virtue of premarital abstinence and marital faithfulness. They are also taught traditional gender roles for men and women and that masturbation and same-sex sexual relationships aren’t normal.

This formalizes what has already been happening. Uganda has taken an abstinence-only approach in schools for a long time. The framework just makes it a matter of national policy.

But it doesn’t fit the reality. Many young people are already sexually active. We know this from the high rate of pregnancies and unsafe abortions in the country. One of the leading causes of death and disability among young Ugandan women are pregnancy-related.

To understand what policies would make more sense for the sexual and reproductive health of young people, I conducted research among students and sex education teachers in secondary schools in Kampala, Uganda’s capital, between 2008 and 2013.

My findings confirm that Uganda’s abstinence-only approach is problematic for a number of reasons. It limits students’ choices and it prevents them from trusting, accessing, and using contraception. This in turn puts them at a higher risk of pregnancy, sexually transmitted infections, and unsafe abortions.

The framework also shelters students from understanding and questioning harmful gender roles and stigmatizes students who don’t adhere to society’s morally-accepted norms and values.

Safe sex strategies

Uganda has incorporated sex education into primary and secondary schools for over 15 years. It was introduced as one of the responses to the HIV/AIDS epidemic, and so focused on prevention.

The government implemented a program called the Presidential Initiative on AIDS Strategy for Communication to Youth. This program received a lot of international criticism for only providing the “abstinence” option to students, as opposed to one which teaches condoms and other contraception use as well.

Because of this, non-governmental organisations also started implementing comprehensive approaches to sex education in Ugandan schools. These aimed to provide positive, accurate, and complete information about sexuality and to include discussions about gender, relationships, and homosexuality.

When the Ugandan government realised that some of these approaches were teaching homosexuality, it decided to launch the new framework.

But my research shows that this could do more harm than good. Research from elsewhere shows that sex education programs are more effective when they promote contraception because it allows young people who are not abstaining to have safe sex. Teenagers need complete, accurate information to protect themselves against unwanted pregnancies and sexually transmitted infections, including HIV.

Impact of Uganda sex education policy

I conducted in-depth interviews, held focus group discussions, and observed lessons with 55 students and 40 teachers.

My findings confirm that Uganda’s moral approach means many students either don’t use contraception or don’t use it properly. This puts them at risk of pregnancy or infection. For instance, some said that they had learned condoms can break easily and that hormonal contraception, like the pill, can make them infertile or have a baby with disabilities. Many indicated that a condom is only 99% safe and that they cannot trust that 1%.

The findings also showed that abstinence-only education does not acknowledge structural factors, like gender and power relations, which make young people feel pressured to live up to gender norms. This could mean they become vulnerable to unsafe sexual practices, such as transactional sex whereby they exchange sex in return for money, gifts, or school fees.

As for the teachers, I found that their personal values – and whether they think comprehensive sex education is good for the students or not – isn’t an issue for all of them. Many felt that they were held back by the reality of the school system: certain content cannot be taught, and teachers fear they may lose their job if they deviate from the norm.

What can be done

Because the new framework means that morality, justified by culture and religion, will continue to be institutionalized in the schools’ regulations and curricula, teachers will continue with the abstinence-only approach.

This presents a challenge for those working on sex education. They will need to think and work, outside the box to ensure that young people in countries like Uganda can enjoy their sexual and reproductive health and rights despite conservative policies.

It is possible. In 2014 Burundi adopted a national module for comprehensive sex education in schools that meets international standards. Previously, sex and sexuality was a taboo subject, and, like Uganda, contraception was frowned upon. However, reforms in the educational system created opportunities to adopt a more comprehensive approach. This was partially driven by Burundi’s “Vision 2025” which flags high population growth as a barrier to long term development. Access to family planning was perceived as one of the key strategies to curb rapid growth.

Tamale’s utterances were made today during the STV Sharp Talk show with Kazibwe Bashir where he also further advised the mother of five to stick to showbiz which she understands ‘like a dream’ instead of discussing politics ineptly.

Muni University hosts launch of Arua city

The People of West Nile on Tuesday night celebrated the changed status of Arua becoming a city. Arua was a municipality with two divisions of Arua hill and River Oli division which was sitting on 10.2square kilometers before the expansion that included the Seven Sub Counties of Ayivu County.

Arua city now comprises of two divisions of Arua central and Ayivu. However, a scientific inauguration of the city occurred in a virtual symposium at Muni University, the only public university that the region boasts of.

The University Secretary/Accounting Officer at Muni University, Rev. Fr. Dr. OdubukerPicho Epiphany welcomed the guests to the university and said he was happy that Muni University was chosen to host such a historic event.

“Guest of Honour, indeed, this is an Actectonic moment in the history, not only of the West Nile Sub-region, but indeed, of the entire Country, Uganda, that amongst others, Arua, in the next couple of hours, will no longer be, any other thing, but A CITY,” he stated.

The Chairperson Arua City Inauguration Committee and Ayivu County Member of Parliament, Hon.BernardAtiku said he organized the day to remember the struggles of attaining the city.
“The People of Ayivu had initially squashed the expansion of the city, therefore what would we do because I knew that we needed a city, “He said.

He said the ceremony was the preparatory stage of portraying that Arua is finally a city so that when the government plans an inauguration the people will have owned the city.
“Everyone in West Nile should embrace the city because it is a regional city due to the infrastructural development in places like Arua Airport, Muni University among others”, He said.

The LC5 Chairperson Arua, Wadri Sam Nyakua hailed President Museveni for ascending to the bill operationalizing the Cities. “I would like to say that Arua district is for everybody, segregating people on the basis of Counties and Municipality can stop the development of the city”.

Muni University Vice-chancellor, Christine Dranzoa who delivered the keynote address stressed the projections of Arua city.

She said the new city needs to plan effectively whether it will be an Arts and culture or a Techno Science city so that they know which districts will supply the raw materials for industrialization.

“Arua city is unique because it sits on two international borders which offer a ready market for goods”, She said.
She noted that the city’s growth will focus on the strength of the regional organization, West Nile development organization.

“All the regions have diverse needs and projects unless we shall look at the value chain system”, She said.

The former Bishop Madi and West Nile diocese, Rev Canon Joel Obetia said Arua had already qualified for a city due to the two religious cathedrals and the Public University.

He cautioned that most cities are characterized by immorality like corruption, robbery which should not be the case for Arua city.

“In the city, only the right qualified persons will benefit from the opportunities in the city”, He said.

The Minister of Urban Planning and Development Hon. Isaac Musumba who delivered a phone speech congratulated the people of Arua upon attaining a city.

“It is my conviction that the people of Arua will guard the city jealously”, He said.

However, he asked the people in the City to avail of land for infrastructural development especially for investment like the creation of industries. The city must have 20 percent dedicated to industries so that they will supply goods to the neighboring countries.

He tasked the leaders to reserve land for forestry to conserve the green vegetation in the city.

Hon. Musumba said the Ministry plans to do physical planning to ensure that the city fits into the status that it deserves.

He also called upon the people to improve on the education standards, garbage collection practices, and other social amenities.

Mao to Contest Museveni in 2021 Elections

The Democratic Party Uganda – DP president, Norbert Mao has declared his intentions to run for the position of the President of Uganda in the forthcoming general 2020/2021 elections.

Mao, one of the great political debaters is coming for a second attempt to contest President Yoweri Museveni for the highest political position in Uganda.

During a DP Press briefing on Thursday in Kampala, Mao said it is high time DP took up the top position in the land.

“As Mao ,I am also a Ugandan. I have the ability to stand. The Constitution allows me to contest. I have all the qualifications to take up the position,”he said.

Nobert Mao last contested in the 2011 Elections, where he garnered only 147,917 Votes, which is 1.86% of the total vote count. During the contest he came third after Yoweri Kaguta Museveni and Kizza Besigye.

Despite his poor performance in the 2011 Elections, Mao scoffed at the critics who are opposed to his candidature. He warned that those making allegations against him that he is a spoiler want to drive a wedge between him and other opposition actors.

“People are saying that I won’t even get 1% . They are saying I don’t have supporters but when I say I am going to contest for the president, there is a lot of discussion on the matter. I don’t know why,”he said.

He added on that his intention to run for the highest office in the counry should not be limited to either his tribe or party but his manifesto.

So far several candidates have joined the race to contest Museveni who has held the presidential office for 34 years. Some of the other contestants include Kyagulanyi Robert Ssentamu aka Bobi Wine of the People Power, Mugisha Muntu Oyera of the ANT Party, Joseph Mabirizi, Joseph Kabuleta of the Rock Pressure Group and more.

This love song is an amazing one and of course easy on the ear as the surviving Goodlyfe singer assures the much love his lover has for him.

In the song, the father of ”[mbu]” 50 asks his to lover to open her heart and takes up the too much love he has for her.

Still in the same song, the singer further confirms that his lover loves him so much to an extent that even if you come with what to pursue her she will rebuff as she loves Weasel the way he is.

Brig. Gen Jackson Bell Dies After Multiple Organ Failure

R0079 Brig. Gen. Jackson ‘Bell’ Tushabe most known for his club the Victors FC has breathed his last at Nakasero Hospital. The fearless fighter has died in the wee hours of Tuesday morning, June 30 at Nakasero Hospital. He was 61 Years and he has been sick for over 15 years.

He succumbed to multiple organ failure and this was after an operation of the intestines.

The fierce fighter who participated in the NRA Liberation war succumbed to multiple organ failure but he had been recently hospitalized.

Bell as he is fondly known, participated in the five year bush war that brought President Yoweri Museveni to power in 1986. Previously he served 4th Division commander of the Uganda People’s Defence Forces.

In the bush, Bell belonged to the dare devil category of commanders like Jet Mwebaze (RIP), Stanley Muhangi (RIP), Col. Patrick Lumumba (RIP) and Brig. Matayo Kyaligonza. According to the Obersver, the Dare Devil group of fighters was responsible for urban terrorism in Kampala. It staged several ambushes shortly after the attack on Kabamba as a diversionary tactic to divert attention from the main fighters of the NRA.

After the struggle, Bell served as a commander of the 4th division Gulu, 3rd Division in Mbale and 2nd Division in Mbarara.

Later he retired and ventured into fishing at the Gaba Landing Site.

Commonly known as Col. Bell, he was stuck at the rank of Colonel from the late 80s to 2019. Last year, he was among officers promoted after his elevation from the rank of Colonel to Brigadier General.

He has been famously known in the sports arena. He was the director of the Victors FC, a local Football Club which played in the Ugandan Super League until their relegation in 2012. He also served as the Chairman Super Divisions Clubs Associations (SADCA) and chairman Fufa Competitions Committee between 2005 and 2009.He also served as the Chairman Super Divisions Clubs Associations (SADCA) and chairman Fufa Competitions Committee between 2005 and 2009.

Boy Rapes Biological Mother in Kabale

Police in Kabale district have in custody a 29 years old man for allegedly raping his 77 year old biological mother.

According to Elly Maate, the Kigezi region police spokesperson, the suspect from Kashenyi, Katenga parish Kamuganguzi Sub county Kabale District, allegedly had carnal knowledge with the mother by force while in their home garden.

The boy identified only as Byamukama who was at that time high on marijuana and threatened to kill the mother if she ever raised an alarm.

He took off immediately but was later apprehended and the victim together with the area Local Council Chairperson filed a case  SD 74/29/06/2020.

No plans to Repatriate Ugandans Who Went Informally

The Government of Uganda does not have plans to repatriate who left the country informally and are stranded abroad.

Early this week; the government said that it owes no responsibility over Ugandan nationals who went to various countries across the world through informal ways. This comes at a time when there are reports of many Ugandans who are still stranded in different countries around the world.

According to Martin Wandera the Director Labor, Employment and Industrial Relations in the Ministry of Gender, Labour and Social Development, there are already 680 Ugandans who have been reported to be in distress in this period.

Hundreds of Ugandans are stranded in the Middle East in particular, after losing jobs as a result of #COVID19 lockdown. To Wandera, majority of those complaining went informally disregarding all proper channels through which they should have traveled in the search for employment overseas.

Police Fire Live Bullets to Foil Escape of COVID19 Suspect in Kitgum

The Police in Kitgum on Saturday night fired live bullets in a foiled attempt by a COVID-19 suspect who tried to escape from institutional quarantine. This happened at Pandwong Health Centre in Kitgum Municipality in Northern uganda.

The Pandwong Division Chairperson Raymond Ocan says the suspect reportedly turned violent as he forcefully tried to find his way out of the centre after complaining of the harsh living conditions at the facility.

The COVID-19 suspect, a resident of East Ward Cell in Pandwong Division, was placed under mandatory quarantine a week ago on recommendation of his relatives after he sneaked into Uganda from South Sudan where he has been working for the past two years.
