Foreign Affairs to Meet China’s Ambassador Over Arrest of Chen Chao

This incident unfolded when Rwanda made an appeal to Uganda regarding the extradition of a Chinese individual named Chen Chao. Chen Chao was allegedly involved in document duplication and tax evasion in Rwanda.

Recently, Rwanda formally reached out to the International Police, requesting Uganda to apprehend the well-known Chinese businessman, Chen Chao, who had evaded tax payments in Rwanda and sought refuge in Uganda. There were suspicions that the suspect had connections within the clandestine chambers of the Ugandan government and security organizations.

Last month, Rwanda submitted a compelling document to emphasize their plea for the extradition of the suspect. Chen Chao had reportedly evaded paying over 67 billion Ugandan Shillings (UGX) in taxes.

The suspect was also accused of failing to fulfill contractual obligations, such as constructing hospitals in Kigali, Rwanda. It is believed that the same individual, who did not meet his commitments in Rwanda, was part of the team tasked with constructing a significant hospital in Lubowa, Kampala, which never materialized.

Uganda’s Foreign Minister, Henry Okello Oryem, announced that they would meet with the Chinese ambassador in Uganda to discuss how to address Rwanda’s appeal. He emphasized that nobody is above the law, regardless of their nationality.

Over the years, there have been complaints from Ugandans about the Lubowa Hospital project, citing concerns about environmental impact and government expenditure.

Members of Parliament, including Health Minister Hon. Ruth Acheng, attempted to visit the hospital construction site but were met with a strong security presence that prevented them from inspecting the project.

Questions arose when a journalist attempting to cover the ongoing hospital project was arrested by the police, raising concerns about freedom of the press.

It’s widely known in Uganda that some Chinese individuals have a history of evading taxes and exploiting workers, as highlighted by Opposition leader in Parliament, Hon. Mathias Mpuuga Nsamba.

Narus Valley

The Narus Valley is largely an area with rolling grassland plains, enclosed by outlying mountains. Male Mabirizi Writes to CAF to Cancel Uganda from hosting AFCON 2027

Lawyer Hassan Male Mabirizi has expressed his dissatisfaction with the decision made by the Confederation of African Football (CAF) granting approval to the joint bid named PAMOJA, involving Uganda, Kenya, and Tanzania, to host the African Cup of Nations in 2027, especially after their appeal for 2025 was withdrawn.

Recently, Lawyer Mabirizi has taken legal action against the Ugandan Government concerning the social and political standards within the country. This statement was met with mixed reactions from the majority of citizens in Uganda.

Mabirizi has corresponded with CAF, urging them to reconsider and reverse the decision based on grounds such as a lack of democratic leadership, denial of citizens’ right to a fair trial, the militarization of Kampala streets, absence of freedom of assembly, and prevalent corruption and nepotism in Uganda.

He has also contested the development of Mandela National Stadium, asserting that it came at the expense of people’s homes and properties. Mabirizi argues that the Uganda Football Association (FUFA) lacks legitimate leadership.

Mabirizi emphasized his request to CAF to exclude Uganda from organizing the 2027 African Cup of Nations, citing concerns about the safety and rights of the participants and visitors being compromised under President Museveni’s government.

Additionally, there have been allegations from credible sources suggesting that due to inadequate standard stadiums, Uganda has often relocated matches to neutral grounds in Morocco and Cameroon when hosting. However, FUFA claims to be renovating stadiums to meet CAF’s standards, including Mandela National Stadium, Nakivubo Stadium, and Denver Godwin Stadium in Garuga.

Amidst the controversies in Kampala City, a cartoonist named Jim Spire Ssentongo organized an exhibition titled ‘Kampala Porthole exhibition,’ adding fuel to the fire.

The perceived high corruption rate in Uganda has raised concerns among many, who fear a repetition of the embezzlement of public funds during the CHOGM reign in the ongoing 2027 AFCON. Lawyer Mabirizi is seen by some as an irrelevant figure in levying such charges and hindering Ugandan development.

During this week, Mabirizi also attempted to legally address the King of Buganda, His Highness Ronald Muwenda Mutebi II, regarding land fund collections known locally as the ‘Busuulu’ project.

Male Mabirizi Drags Kabaka to Court Again Over Busuulu

Since 2015, popular lawyer Hassan Male Mabirizi has remained elusive, tirelessly seeking substantial evidence. He has successfully initiated multiple legal actions and petitions related to land disputes against the Kabaka of Buganda. Many of these legal actions have yet to reach a resolution.

According to Mabirizi, he aims to halt the scheduled mass settler’s registration and ground rent collection, locally termed “Obusuulu,” conducted by the Kabaka of Buganda, Ronald Muwenda Mutebi II, and associated institutions such as ‘Buganda Nkuluze’ and Buganda Land Board (BLD). He seeks an injunction until the court can adjudicate on the main lawsuit he filed in 2022, challenging the Kabaka’s transactions on Mailo land.

In this lawsuit, Mabirizi contends that the King is unlawfully imposing land registration fees with threats against Mailo land residents and collecting a 10% charge on the sale value of land or Kibanja. He further challenges the Kabaka’s claims as a landowner of Mailo land and collecting fees from non-lease Buganda residents on Mailo land.

Mabirizi has made unsuccessful attempts to summon the King in person to court and to force the King to declare his collections from land rent and block the land registration process. Recently, he has appealed to the Court of Appeal to prevent various government entities, including the Attorney General, the Court of Judicature, ministries, the Uganda Police Force, the Uganda People’s Defense Forces, Kampala Capital City Authority, and local governments from providing support, recognition, and protection to the Kabaka and related activities.

In previous legal encounters involving high-ranking individuals in Uganda, Mabirizi has persistently pursued legal charges. Notably, he has targeted the Kabaka on a previous occasion, and he also attempted to report the President of the leading opposition party in Uganda, Robert Kyagulanyi Ssentamu, over academic credentials, as well as General Muhoozi, the first son. Mabirizi has been a tenacious legal challenger, and it remains to be seen whether his current efforts will yield victory in court.

The President made this meeting public through a post on his social media platform, ‘X’, where he stated, “Today, I had the honor of welcoming Her Royal Highness the Nnabagereka and her accompanying delegation to State House, Entebbe.”

During the encounter, discussions centered around leveraging culture for fostering peace and development, as well as revitalizing peace and harmony within Buganda and the broader Uganda.

President Museveni emphasized the need to assess cultural practices and encourage positive traditions. For instance, he pondered on effective ways to discipline children without stifling their curiosity and creativity.

Accompanying the post were photos of President Museveni and Her Highness Sylivia Nagginda, the Queen of Buganda on his ‘X’ platform. Notably, both State House and the Buganda Kingdom have not disclosed further specifics about this engagement.

NRM Uthman Mugisha Mubaraka Wins Hoima LC5 By-election

In a constitutional manner where refilling the vacant place needs for a free and fair elections. This for couple of weeks have been a hint in Hoima for District LC5 seat refilling. The events leading up to the election in Hoima were marred by heated debates and controversies as various political parties vied for victory.

The situation escalated on March 17th when Kadiri Kirungi, the Chairperson LC5 Hoima, tragically passed away in a road accident on the Kampala-Hoima road. This unfortunate incident prompted the Electoral Commission to set election dates and allowed political parties to register their flag bearers to contest the vacant seat.

Among the candidates were Uthman Mugisha Mubaraka, the late chairperson’s son, representing the NRM, Moses Aguuda for the National Unity Platform (NUP), Patrick Musinguzi for FDC, and Lenox Mugume as an Independent candidate.

Ultimately, MS Mereb Kasande the Returning officer Hoima district declared Uthman Mubaraka (NRM) as the winner. Emerged as the winner, securing 18,353 votes. However, NUP candidate Patrick Aguuda(3,972 votes) raised concerns about the legitimacy of the results, alleging vote rigging, brutalization of voters, and police involvement.

FDC’s Patrick Musinguzi garnered 271votes, while Lenox Mugume, an independent candidate, managed to secure 197 votes. Mayor Makindye Division Hajji Murya Nyama accused the police of engaging in vote rigging and transporting ballot boxes openly, urging the people of Hoima to remain vigilant and observe these actions.

Rosemary Ssenindye congratulated the NRM winner, Uthman Mubaraka, but criticized NUP members for not accepting the election results.

Paul Bukenya, the Electoral Commission spokesperson, stated that the voting and overall election process proceeded smoothly with a peaceful conclusion, thanking the security forces for ensuring safety throughout the process.

What to Do if Your Rental Car is Stolen

There are a number of benefits that include saving time while getting around, having the freedom to explore and enjoy breaks along the way, saving money, and sparing you from the hassle and stress. The most thrilling thing about renting a car in Uganda is enjoying the freedom of doing whatever you wish to do, go wherever you wish to go without so much stress over schedules. However, it is stressful and horrifying for the rental car to get stolen or damaged while in your custody thus it’s your liability.

While insurance can cover theft, it will never cover the inconvenience that it causes. Many car renters think they can be able to find the stolen car but unless the rental car is equipped with a GPS tracker, it would be a total waste of time and money. However, here’s what you can do if your rental car is stolen;

Inform the local police

Once you discover that the Rental Car has been stolen, ensure that the local police are informed. While doing this, get hold of yourself and calmly explain that the rental car has been stolen. Provide all details on your personal belongings such as luggage, or your cell phone that have been taken alongside the rental car. If the stolen rental car is installed with a tracking device yet you aren’t able to track it, then the police will be of help in tracking it. The police should know that the stolen Car is a rental, and if you have the rental agreement/contract, or you are able to get information about it, make sure that it is provided to the Police.

Inform the Car Rental Company

Having informed the local police of the rental car theft, the next thing you should do is to inform the Car Rental Company, and it should also be done immediately (alongside the local police). Let the Car Rental Company know that you have already filed a police report, hence you will require detailed identification information of the Car (such as the vehicle identification number, license plate number, and other details that would be crucial in finding the lost Car. For cars with GPS trackers, they are easier to locate and this is one of the benefits of having GPS in rental cars.

Ensure that the incident report form is filled out

Whether you purchased protection from the Car Rental Company or not, you will be required to fill out the incident report form because the sooner this information is provided alongside the police report number is provided to the Car Rental Company, the better the chances of recovering the stolen Car. Ensure that the contract on the liability insurance you have chosen is well-reviewed. Normally, Car Rental Companies have three kinds of Insurance coverage- full coverage, liability coverage, and passenger coverage (the one that covers you and your passengers).

The most expensive one, which covers your car rental car when stolen is known as the “Collision Damage Waiver” (CDW) or “Loss Damage Waiver” (LDW). In such circumstances, you will be required to verify with the Rental Company whether you actually chose this coverage with your Car Rental Company.

Ask for a replacement Car

In most cases, the Car Rental Company will be hesitant to rent out a replacement Car after the previous incident of theft, even after paying for damages as well as any theft waivers until the Car rental Company has completed the investigation. The Company might need more time to make judgments case by case hence in most cases will not hold you responsible if reasonable measures (such as parking the Car in a well-lighted garage) were taken. However, if the terms and agreement of the rental contract were violated (such as leaving keys in the ignition) leading to the theft of the Car, then chances are high that you will be held responsible for the theft.

Ensure that the replacement Car is kept safe

If you are lucky to get a replacement Car, ensure that it is kept safe and this is by treating it the same way you would treat your car. In so doing, ensure that the rental car is parked in a well-lit and visible location, ensure that the keys are kept safe and out of reach in your Hotel room, lock the car when it is unattended to, keeping all valuables on display, and using GPS Trackers to monitor the car’s location.

Mount Elgon is an extinct shield volcano on the border of Uganda and Kenya, north of Kisumu and west of Kitale. With an elevation of 4,321 meters above the sea level, the mountain stands as the second highest point in Uganda with Wagagai as its summit. Aside Wagagai, the highest summit, Mount Elgon consists other four major peaks at different elevations like Sudek at 4,302 meters, Koitobos at 4,222 meters, Mubiyi at 4,211 meters and Masaba at 4,161 meters. Sasa trail, one of the frequently used trekking paths, is the journey to the summit of the park providing clear views of unique flora, and fauna species.

Opened up in 2009 after the construction of new huts in Rwenzori mountains national park, Rwenzori trekking services is known for its legacy of excellence as it provides safe and amazing trekking experiences. The organization is known for its commitment to sustainable tourism and community involvement which has earned them support from both local and international mountaineering travelers.

Benefits of the RTS and UWA partnership

The Mount Elgon take over by Rwenzori Trekking Services (RTS) signifies a brighter future for the mountain because when the organization starts its operations through the Sasa Trail, trekkers should expect undoubtful safety measures, better trail maintenance, improved accommodations (huts and campsites) along the trail and easy trekking experience.

Uganda Wildlife Authority took a decision to collaborate with Rwenzori Trekking Services basing on a shared vision “To uplift Uganda’s natural beauty and promote responsible tourism”.
