UPDF Warns Ugandans Attending Kyagulanyi’s Rallies after Bomb Scares

Uganda’s UPDF (Uganda People’s Defense Force) has issued a warning to supporters of the National Unity Platform (NUP) attending rallies led by Robert Kyagulanyi, alias Bobi Wine, urging them to prioritize their safety and security. This comes after the discovery of at least six explosive devices, including bombs and improvised explosive devices (IEDs), within a span of two days in Kampala.

Bobi Wine embarked on a nationwide tour, during which he opened campaign offices and addressed gatherings in major towns. However, concerns about security emerged during the same week that his rallies commenced, with reports of bomb scares.

According to the Uganda People’s Force (UPF), on September 2nd, 2023, joint police team comprising personnel from the ICT, K9, CI, and Territorial Police units, deployed at Pastor Robert Kayanja’s Miracle Centre Cathedral (MCS), intercepted an individual suspected of being a terrorist who was found in possession of an IED.

This incident occurred at the main entrance of the church, (The Kayanja Triangle Zone), Lubaga Parish, within Kampala District.

Fred Enanga, the Police Spokesperson, has verified the safe detonation of the IED at the location and the recovery of several pieces of evidence. Among the items retrieved were a dry battery marked as D and K-1987, a detonator card, a container filled with powder, 57 nails, each measuring 4 inches in length, yellow adhesive tape, an itel phone battery complete with its housing, and charred remnants of a black bag.

The suspect apprehended at Pastor Kayanja’s church was identified as Abdulrahman Kintu, a 28-year-old individual residing in Mbizaayo village, Buwama Sub County, Mpigi District. Kintu was reportedly on the wanted list of the Chieftaincy of Military Intelligence (CMI). Enanga further disclosed that upon questioning, the suspect admitted to the involvement of six terrorists in the plot. He cooperated with the Joint Team of JATT Officers, CMI, CI CID, KMP, and Forensics, leading them to a rented two-roomed house in Lungujja Zone.

The situation remains under investigation, and security forces are actively working to address these security concerns.

UPDF spokesperson Felix Kulaigye has cautioned that the safety of attendees at NUP rallies cannot be guaranteed by UPDF and joint security agencies. He also emphasized that the state is not inclined to use security warnings as a means to obstruct Bobi Wine’s rallies.

A week prior, NUP disclosed that European diplomats had issued warnings about the safety of Bobi Wine’s wife and the potential threat to Bobi Wine himself.

Meanwhile, Bobi Wine has urged Ugandans to reject President Museveni’s son, Gen Muhoozi Kainerugaba’s presidential ambitions, with Dr. Kizza Besigye asserting that Gen Muhoozi is unfit for the presidency.

Presently, Bobi Wine is actively pursuing his program, engaging with people in their home districts, establishing National Unity Platform offices, and cultivating a robust grassroots presence for the party.

It remains uncertain whether security organizations and the Uganda Police will permit Kyagulanyi to conduct similar activities in the central region of Uganda, particularly in Kampala, where he enjoys strong support.

Media reports suggest that both NUP and its President are mobilizing significant numbers of supporters as they carry out their program. This mirrors the situation with Gen Muhoozi Kainerugaba and his ongoing launch of the Muhoozi Project, which has attracted large crowds of civilians.

It is unclear whether both parties will face restrictions due to security concerns within Uganda, similar to the disparities observed during the battle against COVID-19, where some NRM members were allowed to hold rallies while National Unity Platform members were denied the same opportunity.

The German Football Club Bayern Munich announced a five-year tourism development and promotion partnership with Rwanda, the land of a thousand hills on Sunday 27th August 2023. This was done during FC Bayern’s first game of the season and the club will work hand in hand with Rwanda’s Ministry of Sports to also set up a football academy with an aim of developing the football in the country.

In addition to what was agreed upon, the German club will display Visit Rwanda branding on every matchday LED boards at the club’s stadium – Allianz Arena that seats over 75,000 spectators and a number of activities shall be organized by the club to promote the tourism industry of Rwanda.

There are additional spiritual gods with abilities than Nalongo Kkubo, such as Walugembe (the deity of life and death), Kibuka (the god of war), Mukasa (the god of prosperity and riches), Musoke (the god of rain), and Dungu (god for hunting).

The routes to be used during the marathon.

The 2023 Tusker lite Rwenzori marathon has three routes at different kilometers that the runners will use and they are;

The Equator Marathon (42 km)

While using this route, participants will embark on a remarkable journey through the awe-inspiring Queen Elizabeth National Park, crossing the Equator and returning with breathtaking views of the majestic Rwenzori Mountains. This addition showcases the stunning landscapes and rich biodiversity that you can experience on a Rwenzori trek.

The Kilembe Half Marathon (21 km)

The half marathon remains unchanged from last year’s successful edition. Taking runners into the foothills of the Rwenzori mountain range, this route has gained global recognition, having been named one of the most scenic half-marathons in the world by USA Today.

The 5 km Fun Run

The 5 km Fun Run through Kasese’s streets is a perfect family-friendly event, offering scenic views of the breathtaking Rwenzori mountains. Participants of all ages and skill levels can take part in this enjoyable and inclusive activity.

Runners get a bib, but there is no race timing for this one. With a focus on fun, families can make memories and enjoy the camaraderie of the event while exploring the local surroundings!

Cost of the 2023 Rwenzori marathon

For one to take part in the run, he or she must possess a kit at UGX 60,000 for the EAC citizens and residents and then USD 60 for the international runners.

What it takes for one to participate in the marathon

  • Participants of the full and half marathon (42km & 21km) must be over 18 years of age.
  • Participants in the Family Fun Run (5km) under the age of 18 years must be accompanied at all times by a responsible adult.
  • Participants must be in good health and physically prepared to take on the challenge of the race for which they are entered.
  • Any kind of pet animal is not allowed on the course.
  • Participants are obliged to follow the instructions of stewards, run officials or Uganda traffic police at all times.
  • The organisers reserve the right of admission and to use the participant’s pictures, recordings or any other records obtained for any legitimate purposes, including commercial advertising by sponsors of the event.

Uganda Launches Virtual Gorilla Trekking

According to management of Uganda Wildlife Authority, putting gorilla permits online will increase sales thus more money into Uganda Wildlife Authority.  Offers to be used in conservation of wildlife in all protected areas.

UWA management also argue that tour Operators have been complaining about failure to get availability when they call Uganda Wildlife Authority central reservations office in Kampala and that if permits go on line, then one can see them instantly

Availing gorilla permits on line is yet to be seen as it has received a lot of resistance from the private sector most especially from Ugandan Tour Operators under their umbrella organization called the Association of Uganda Tour Operators (AUTO) who argue that by putting gorilla permits online will not only put them out of business since International Tour Operators will be able to buy them directly from Uganda Wildlife Authority offices but will also kill the tourism industry as a whole since clients will only be coming to Uganda for gorillas and then go for wildlife viewing in other neighboring countries of Kenya and Tanzania that have a competitive advantage over Uganda.

Uganda Tour Operators argue that the role of selling gorilla permits should be left to them since their businesses create employment to several people and that if they are deprived of this, they will run out of business. They further say that the role of Uganda Wildlife Authority is not to market Tourism products such us gorilla permits but is to conserve Wildlife in and out side Protected Areas. The role of Marketing Uganda as a tourism destination is supposed to be done by Uganda Tourism Board and therefore conflict of interest has been sighted.

Following the above issues, several meetings were convened to discourage Uganda Wildlife Authority from putting gorilla permits online and this ended up attracting the attention of the Minister of Tourism and Wildlife who has institute a committee comprised of representatives from AUTO, Local Communities, Uganda Wildlife Authority to be chaired by the Ministry of Tourism. Out comes of this committee will be communicated later.

The system to put gorilla permits online and also Uganda Wildlife Authority Electronic Card was funded by a grant from USAID.

Uganda’s National Budget to be Revised Following World Bank Funding Halt

In a consequential move, the World Bank has halted its funding to Uganda following the passing of the Anti-Homosexuality Act 2023. In response, the Ministry of State for Finance, under the leadership of Henry Musasizi, has informed the Parliament of the government’s intention to revise the national budget. One of the anticipated repercussions of this decision is the potential impact on the emoluments of public servants.

World Bank’s Decision

The World Bank, a significant international financial institution that provides loans and grants to the governments of countries for the purpose of capital projects, has been a key contributor to Uganda’s development efforts. Their decision to halt funding comes after Uganda passed the Anti-Homosexuality Act 2023, a legislation that has attracted significant international criticism for its perceived human rights infringements.

While the World Bank, as a policy, typically steers clear of the domestic politics of its member nations, it occasionally takes a stance when it believes that specific policies or laws may infringe on human rights or undermine the very development goals the Bank stands for.

Implications for Uganda’s Budget

The cessation of funding from the World Bank poses a significant challenge for Uganda’s fiscal planning. A substantial portion of the country’s development projects and infrastructural improvements rely on external financing, of which the World Bank has been a principal source.

Given this backdrop, the need to revise the national budget becomes an imperative, as the government will now need to reallocate funds to bridge the financial gap left by the World Bank’s decision.

Jose Chameleone Graduates from Cavendish University

Amid a buzzing atmosphere and in the presence of proud attendees, top Ugandan musician, Joseph Mayanja, more famously known as Jose Chameleone, celebrated a significant milestone. He was among the hundreds of students who donned the graduation cap and gown at Cavendish University’s 12th graduation ceremony.

The festive event was held at the splendid Commonwealth Resort Hotel Munyonyo. While the university, located in Kansanga, saw many of its students graduating, the appearance of Jose Chameleone undoubtedly added an extra dash of star power.

The musician, known for chartbusters that resonate across the African continent, arrived at the ceremony with characteristic flair. Accompanied by select crew members and an excited group of journalists eager to capture the moment, Chameleone’s entrance was nothing short of grand.

As the proud graduate walked the aisle, he exhibited a mix of elegance and youthfulness. He sported a vibrant blue graduation gown which he stylishly paired with a black shirt, a checkered necktie, and a chic pair of Goodman glasses.

The “Leone Island boss,” as he is popularly referred to, was honored with an undergraduate degree in International Relations. An accomplishment that highlights his multifaceted personality and interests, proving that he’s not just a maestro in music but also keen on understanding global dynamics.

The graduation ceremony was graced by notable personalities. The event was presided over by the Minister of Science and Technology, Hon Dr. Monicah Musenero. Moreover, the presence of H.E Goodluck Ebele Jonathan, former Nigerian President and the Chancellor of Cavendish University, added to the significance of the event.

Prof. John Francis Mugisha, the Vice Chancellor of Cavendish University, took to the podium with words of wisdom and encouragement for the fresh graduates. He reminded them of the weight of their newfound knowledge and the responsibility it carries. “Remember the impact you make is not solely measured by your success but by the positive change you bring to your communities and the world,” Prof. Mugisha asserted.

Govt Sets New Date for Rollout of Digital Car Number Plates

The government’s digital car number plate initiative, previously suspended following intervention by the Inspectorate of Government (IGG), now has a new implementation date.

Gen Jim Muhwezi, the Security Minister, informed the Parliament’s Infrastructure Committee that the digital plates will be launched either in October or late November. This delay resulted from unexpected “logistical challenges” faced by the project implementer, M/s Joint Stock Company Global Security (JSCGS).

The original plan was to launch in March, then postponed to July 1, but was halted indefinitely due to the IGG’s order. Now, Gen Muhwezi confirms, “We are going to roll out the project at the beginning of November [or] at the end of October.”

This initiative will initially target the Kampala Metropolitan Area due to the high crime rate, the Minister mentioned.

Kampala Capital City Traders Association (Kacita) had previously raised concerns regarding the financial burden on motorists. As per the documents presented to Parliament, the registration and installation of these digital trackers will be priced at Shs714,300. Exchanging old plates will cost car owners Shs150,000 and motorcyclists Shs50,000.

Elaborating on the project’s delay, Mr. Winstone Katushabe, the Commissioner for Transport Regulation and Safety at the Works Ministry, emphasized the government’s focus on public sensitization.

The government has also crafted a comprehensive communication strategy to educate the public on this new system.

In a talk with the Monitor, Gen Muhwezi stated, “Car bonds will be authorized to install the digital plates as registration is being conducted in bonds.”

Temporary fitment facilities will be inaugurated in 10 bonded warehouses in Kampala, and mobile fitment facilities will cater to bonds lacking these temporary setups. The government plans to standardize all garages and repair facilities, ensuring all licensed garages are well-trained in managing the registration plates’ installation and removal.

Beyond the Kampala Metropolitan Area, which will have four fitment zones, several other areas will be located near or at border points. These include locations like Jinja, Arua, Malaba, Mutukula, and more.

Additionally, the government plans to introduce new alphabetical codes for vehicles affiliated with government departments and agencies. As Mr. Katushabe elaborated, “These new codes were informed by the fact that the alphabetic characters for identification of all MDAs were exhausted.”

Background

In 2019, the government collaborated with a Russian-based firm to integrate digital trackers within registration plates for vehicles and motorcycles. This move was primarily to counter the increasing crimes involving cars and motorbikes.
