Minister of Internal Affairs Given Only 30 Days to Bring Official Report On Abductions

The Minister of State for Internal Affairs, Gen David Muhoozi, has been given a 30-day deadline to address allegations of human rights abuses and the diminishing civic space, as stated by the Leader of the Opposition (LoP), Mathias Mpuuga.

This directive was issued by the Deputy Speaker, Thomas Tayebwa, during a plenary session on October 19, 2023.

Tayebwa’s decision followed Mpuuga’s response to the Minister’s statement made on October 17, 2023. The Deputy Speaker requested the LoP to provide the Minister with the relevant information by the next day and indicated that the Minister would be required to respond with clear details.

Mpuuga rejected the Minister’s statement, asserting that it was an effort to justify repression and suppress political dissent in the country.

He urged the August House to reject the statement, emphasizing the need for accountability in the alleged murder of 22 National Unity Platform (NUP) supporters during the 2021 campaign.

Mpuuga also highlighted the government’s failure to provide accountability and justice for 18 individuals missing for almost four years, allegedly taken by state security agencies.

He criticized the arbitrary arrests and detention of Ugandans without trial over the past three years, citing over 500 NUP supporters arrested in 2021 on various charges.

In response, Minister Muhoozi claimed that he couldn’t address the issues raised by the LoP because they were subjudice.

He acknowledged that the response might be unsatisfactory but emphasized the existence of avenues for accountability, expressing the government’s commitment to ensuring civic space for the opposition and all citizens, within the framework of the rule of law and constitutionalism.

Uganda Vows to Track down Killers of 2 Tourists & Guide

President Yoweri Museveni vowed on Wednesday that Ugandan forces would track down those responsible for the deaths of a safari guide and two foreign tourists who were honeymooning in a national park.

Ugandan authorities have accused the Allied Democratic Forces (ADF) of killing the couple, a South African and a British national, and their Ugandan guide on Tuesday evening near the Queen Elizabeth National Park.

The ADF, which began as an uprising in Uganda but has been based in the nearby Democratic Republic of Congo since the late 1990s, pledged allegiance to Islamic State four years ago.

Islamic State claimed responsibility for the attack, its telegram channel said.

After operating primarily in Congo for years, ADF has stepped up attacks inside Uganda in recent months, including a raid in June on a secondary school that killed more than 40 people.

“It was a cowardly act on the part of the terrorists attacking innocent civilians and tragic for the couple who were newlyweds and visiting Uganda on their honeymoon,” Museveni said in a post on the social media site X, formerly Twitter.

“Of course, these terrorists will pay with their own wretched lives.”

Uganda and Congo launched a joint ground and air operation against the ADF in December 2021 in an effort to eliminate them from eastern Congo.

Uganda says it has succeeded in killing more than 560 fighters and destroyed their camps, but Museveni on Wednesday acknowledged “gaps” in how the security services had dealt with “remnants” of the group that continue to pose a threat.

The Bridgeway Foundation, a U.S.-based think tank that studies the ADF, noted in a brief analysis that the attack occurred about 20 km (12 miles) from the Congo border, far deeper into Ugandan territory than previous raids.

Britain’s Foreign, Commonwealth & Development Office on Wednesday advised against all but essential travel to Queen Elizabeth National Park.

The office said it was providing consular assistance to the British national’s family.

2 Foreign Tourists and Ugandan Guide Killed in Kasese

Uganda Tourist Attack

Two foreign tourists and their Ugandan guide have been killed along Nyamunuka – Katwe Road heading to Queen Elizabeth Game Park. The three travelers were attacked and killed on spot by unidentified assailants who later burnt the tourist vehicle, a Toyota Land Cruiser. The tourists whose names are still withheld were a South African and British.

In an official statement released by the Uganda Police on “X” platform, which is formerly known as Twitter, the police confirmed that the perpetrators of the crime are suspected to be the Allied Democratic Forces of Congo (ADF) who are being hunted down by the Uganda Police Defence Forces in Congo. Fred Enanga, the police spokesperson, issued a warning and stated that they had initiated an investigation into the assailants.

According to the Minister of Internal Security Affairs Severino Kahinda Otafire, there is still uncertainty regarding whether the perpetrators of the tourist’s killing were ADF forces or merely thieves known for targeting individuals to rob them of their belongings.

“I saw it and I received a report. However, we need to conduct a thorough investigation as it could involve either terrorists or thieves. It’s crucial for law enforcement not to hastily link the case to the ADF. They should conduct a comprehensive inquiry to properly address the situation,” stated Otafire.

The Chairperson of Uganda Tourism Board (UTB), Daudi Migereko, expressed dismay at the tragic and brutal loss of beloved tourists. He voiced concerns that such acts of violence could instill fear in potential visitors from Europe and other countries, deterring them from choosing Uganda due to concerns about safety and internal instabilities.

“It is really absurd to have got such an horrible attacker from the unidentified assailants to attack our clients in the park but security organs have raised concerns on the ground to fall up the uplink of the assassination so as we can guarantee safety for other travelers and tourists who also uses the same route,” said Migereko.

The designated representative of the Uganda Wildlife Authority (UWA), Hangi Bashir, has refuted the allegations asserting that the terrorism incident took place within Queen Elizabeth National Park. He firmly stated that this claim is inaccurate. Additionally, he elaborated that they had duly informed the respective embassies regarding the unfortunate incident involving their citizens. However, the embassies discouraged them from releasing or revealing the identities of the deceased individuals.

“There have been no alterations, except that we notified both the UK embassy and the South African Embassy regarding the terrorism-related deaths. They urged us not to reveal the identities of the deceased individuals, so the embassy had to engage with the families of those who passed away. Regrettably, we have yet to receive the report regarding the intended target of the assassin,” Bashir explained.

He thus insisted and said that it was a public road not national park channels or trucks of tourists but it was a public road heading to Katwe, Kasese Road-Bushenyi.

In a tragic incident at Queen Elizabeth National Park, a local tour guide, along with two foreign tourists identified as Eric Alyai, fell victim to a suspected attack by the Allied Democratic Forces. Eric Alyai, an employee of Gorillas and Wildlife Safaris, a local tour company, was among those tragically affected.

The devastating event has sent shockwaves through the tourism fraternity, leaving tour operators and travelers who had planned trips to Uganda gripped with fear for their safety.

Authorities, including the police and security agencies, have been swift to reassure tourists, urging them to remain composed. They emphasized that they have bolstered security measures across Uganda and are actively working to apprehend the perpetrators behind this terrible act.

General Kahinda Otafire conveyed this information while speaking with the Central Broadcasting Service (CBS) addressing the heightened concerns and anxiety caused by the act of terror.

The Soft and Scented Uganda Economy

All our celebrations are adorned with a ‘special rose’, but do ever envisage the procedures it goes through in production in order to beautify our festivities and engulf our aura with a tantalizing soft and scented fragrance?

As a senior presidential adviser on industry and one of the board members of Fresh Handling Limited; I have a keen compelled to originate this article in order to create awareness about the silent but powerful Ugandan floricultural industry.

Uganda’s economy grew at 4.6% from 3.5% the GDP during FY 2021/22– faster than it had been anticipated after the reopening of the economy in January 2022.

On the supply side, services and industry have been the main drivers of economic growth. There has also been a strong recovery in wholesale and retail trade and real estate construction and manufacturing due to availability of cement, iron and steel. On the demand side, private investment and private consumption headed toward towards pre-COVID-19 levels.

This economic recovery culminated in soaring prices of the commodities as the financial institutions tightened their policies. For example, the central bank rate (CBR) increase from 7.5% in July to 10% by December 2022. It impacted on credit financing by the commercial banks resulting in reduced purchasing power, limited credit growth and job losses, respective household felt a negative impact from increased prices.

In a bid to promote import substitution, the Government has now aggressively invested in tourism, export diversification, poverty alleviation projects e.g. Parish Development Model(PDM).The oil sector, agriculture and agri-business are now considered as a potential source of economic growth.

In the same vein, allow me to focus on another pivotal industry in Uganda known as the floral sector, which creates jobs and generates revenues for our country.

The floriculture industry, which largely produces roses and cuttings, took off in the early 1990’s, but still remains at the early stage of the development. Uganda’s flowers are grown almost exclusively for the export market, with 98% of production exported to the Netherlands.

Of this, 90% of the flowers are sold through the direct marketing and 10% through auction sales, mainly to florists. The main types of flowers grown in the country are roses and cuttings. The industry employs 10,000 persons (2022) and 70% are women with 50,000 indirect beneficiaries.

The total investment in the sector is $100-$150m .The area covered by the flower estate is 350 hectares.

What hinders this industry from being more lucrative?

Apparently, growth in the sector has stalled in recent years due to various challenges such as lack of local breeders and propagators which are a fundamental segment of the value chain. Uganda is compelled to import its inputs such as bred to withstand its own climatic conditions, which are markedly different from the condition in Uganda, making the seeds less suitable.

A number of companies are now able to access seeds bred for the Ugandan climate, but at a significantly higher input cost. Furthermore, the European Union (EU) phytosanitary export requirements are too stringent as exporting companies must comply with the European Union’s maximum residue levels (MRL) requirements and other laws on quarantine pests such as FCM and pesticide usage.

In order to ensure total compliance of the required standards, companies have to employ expatriates to oversee the adherence which ultimately has a cost implication to the company.

A final, and perhaps most onerous challenge, is the need for hard currency to carry out foreign transactions, with the volatility of the exchange rate putting local farms at a disadvantage in external trade.

Role of Government

The Government of Uganda has made some innovations in supporting the sector’s development for several years.

In 2026, VAT exemptions were introduced and importation tax on greenhouses removed to spur growth of the industry. It plans to offer tax holidays that allow growers to defer tax matter is yet to be approved in Parliament.

The Government of Uganda through the office of the Prime Minister, Ministry of Agriculture, Uganda Civil Aviation Authority, European Union, Fresh Handling Limited and Horti-fresh have combined resources to construct a sanitary and phytosanitary (SPS) center and cold storage  facility at Entebbe International Airport at a cost of euro 4m.

This facility will improve the storage and quality of the products and its proximity to the airport will ensure on-time delivery. This will be a major breakthrough because Ugandan fresh produce exports were on the verge of being stopped from entering the EU market due to lack of a professional and modern exit point which complies with the EU import regulations.

Inspectors from the EU are expected to come and to do a final audit on Uganda’s export exit control systems and the facility is in place just in time so that Ugandan produce is not prevented from entering the EU.

What is the status quo?

Uganda Flower Exporters Association (UFEA) has a membership of 22 firms.

The majority (80%) of them are involved in the growing and exporting stages of the value chain, two of these are also transporters while the rest outsource their transport to another company.

One company is a broker and wholesaler while one categorizes itself as a grower and broker. These farms are located in Entebbe, Wakiso, Mpigi, Gayaza and Mukono

The floriculture value chain in Uganda centers on growers. There are no local bleeders and just one freight-forwarding company that provides cold chain logistic foe 80% of the sector.

The companies have fully integrated operations and manage their own transportation from their respective farms to Entebbe Airport.

The top three leading companies in the flower sector earn between $10m-25m, while eight players earn between$5m and $10m. Reflecting on the undeveloped nature of the sector, half of the players earn less than $5mn, one of which earns less than $ 1m.

Exports

Floricultural products are Uganda’s third-largest non-traditional export after gold and fish, earning the country approximately $30m in foreign exchange in 2018/19 and $82m in 2020/21.

The main export destinations are the Netherlands, Germany, Italy, China and UK.

The reduction in number of exports has been attributed to by the following bottlenecks:

~Stringent policies and regulations by EU e.g. the necessity to have phytosanitary facilities in every sub-county.

~Bureaucratic actions by different MDAs.

~Infrastructural development e.g. roads, cold storage infrastructure.

~High target i.e. current and projected quotas.

~Poor regulatory services: The number of inspectors, their infrastructure and their capacity causes unnecessary costs in the inspection process e.g. double-handling on farms in Europe;

~Closure of flight routes i.e. British Airways in 2015, Etihad Airways in 2018 and.

~ High turnover of skilled employment due to Labour export migration e.g. UAE. Saudi Arabia and Qatar.

~Fluctuation of foreign exchange that affects procurement of chemicals, pesticides, packing materials, UV radiation films for the greenhouses;

~Cost of transportation-trucks from farms to Airport and flights.

~High costs of electricity.

~ Erratic and poor quality energy;

~ Economic of scale:

Uganda needs to reach 1,000 hectares to become competitive in the market. Kenya is growing at a rate of 300 hectare per year while Ethiopia reached 1,500 hectares in less than 10 years.

Therefore, our competitors have an edge when it comes to production costs.

If all above bottlenecks are addressed, Uganda can grow to 10,000 hectares in five years, which equates to an increase in foreign exchange by $300 to$400m

Where next as Uganda?

Uganda, indeed, has a lot of potential, if the Government, private sector and development partners aggressively intervene in the following areas:

~Upgrade infrastructure at exit points to include the inspection area, quarantine rooms, destruction equipment and laboratory testing at Entebbe International Airport.

~ Create regional cold rooms and pack houses for fruit and vegetables.

~Upgrade the zonal agricultural research and development to have inspections services, research and extension services in a one-stop center.

~Stimulate growth by reintroducing tax incentive (10-year tax holiday)

~ The Government to support the flower sector with a $10m boost in form of a revolving fund to associations.

~Establish a PPP between NARO and flower varieties that may withstand our climate.

~Uganda Airlines to consider air traffic rights to major export destinations i.e. the Netherlands, China, Germany etc.

This is key as we face competition from Ethiopia due to the fact that their national Airline gives priority to their fresh produce in the global market at a minimum freight rate cheaper than all competitors with in the region

~MAAIF to continue supporting and guiding farmers into producing quality products.

~Interest the private sector to invest in the floriculture industry through the forming of co-operatives and consortiums.

~As CSR, the flower companies to skill its personnel up to medium level management of their enterprises;

~Financial Institutions like Uganda Development Bank (UDB) to provide more affordable and accessible credit to flower growers.

Benefits to Uganda and EAC

~Creation of employment, especially youth and women.

~Generation of revenue for the region;

~Promotion of region trade;

~Enhancement of the livelihood of the workforce.

Conclusion

Uganda’s culture of embracing flowers leaves a lot to be desired! A few of us use wreaths at funerals and the Red and Rose culture of Valentine’s Day.

Let us go BUBU instead of importing them. How many florists’ entrepreneurs do we have? Why decorate our weddings with plastic flowers when we can afford the real ones (20 stalks of flowers at Shs. 1,500 only)?

I applaud the Government of Uganda in partnership with the EU, FHL under the able chairmanship of Mr. Daniel Kiryango, Mr. Dimple Mehta among others and aBi Trust for constructing a modern SPS center and cold storage facility at the Entebbe International Airport whose completion will go a long way in promoting the exportation of quality products to the multilateral, continental and global market.

Ugandan Pastor Stroked before Public over False Preaching

Residents in Serere District in Eastern Uganda reportedly took drastic action against a pastor they accused of negatively influencing their families. Angry parents from Agule Village, Omagoro Kyere Sub-county, allegedly evicted and ousted the pastor from the local church premises. Furthermore, they demolished the building belonging to the New Life Church Ministries, where the pastor was in charge.

John Asadu, the Kyere LC3 chairperson and head of the district security committee, revealed that the church had not been officially registered and was operating without proper authorization, making it illegal.

Malon Adengu, an intelligence security officer from Omogoro Parish, expressed disapproval of the pastor’s eviction and the church’s destruction. He criticized the aggressive behavior exhibited by the locals during the incident.

Sam Echodu, the church’s proprietor, contended that jealous individuals and leaders from other religious groups were behind the mob’s actions to burn down the church.

Erika Omedel, the LC1 chairperson and lay reader of Omogor Achinga Church of Uganda, attributed the community’s violent reaction to underlying problems within the church itself.

Ugandan Woman Dies Aboard Canada-bound Flight

Nakirya Reported Dead on Flight to Canada

A Ugandan woman has been reported to have died on a Canada bound Flight. The deceased individual was identified as Evelyn Nakirya, who had previously been employed at a hardware shop located in Nakasero Market, Kampala. She was flying to Canada with her sister when she suddenly collapsed aboard the Emirates Flight.

In response to this medical emergency, the flight was compelled to make an emergency landing in Iceland, where the body was reportedly left. The sister of the deceased promptly reached out to the family members back home, informing them of the distressing event.

She confirmed that friends and relatives were duly informed about the heartbreaking news of the passing of their loved one. The tragic incident occurred during an Emirates flight to Canada on the evening of Saturday, October [specific date needed].

There are ongoing investigations to ascertain the cause of her death; further reports to clarify the circumstances surrounding her passing are awaited.

This unfortunate event has caused great distress and apprehension among the passengers who were onboard, witnessing the sudden collapse of someone they had been interacting with. It was a profoundly shocking experience for all passengers.

The government is actively collaborating to facilitate the repatriation of the body for thorough examinations and investigations to determine the exact cause of death.

Vurra MP Jailed Six Months Over Shs58m debt

Adriko Yovan, the Member of Parliament representing Vurra County in Arua District, has been sentenced to six months in civil prison for defaulting on a loan amounting to shs. 55.6 million that he obtained in 2011.

The sentencing took place in the Arua High Court, where Deputy Registrar Leo Karungi presided over the case and ordered Adriko’s commitment to Arua government prison for the specified duration. This legal action followed an arrest warrant issued due to Adriko’s failure to appear in court and justify his repayment default to Jubilee Finance Limited.

According to Richard Bundu, an attorney from Bundu and Co. Advocates representing Jubilee Finance Limited, Adriko initially borrowed shs. 52.7 million with a 15% interest rate, agreeing to repay the amount within one month. However, he failed to fulfill this obligation. After a year of noncompliance, Jubilee Finance Limited tried to engage Adriko in recovering their funds.

“He became evasive, providing false whereabouts and making it difficult to communicate with him,” stated Bundu. “This compelled us to initiate legal proceedings against him. Summons were issued, served in person and via email, yet he remained unresponsive, resulting in a default judgment by the court.”

Upon learning of the default judgment on August 18, 2022, ordering him to repay Jubilee Finance Limited, Adriko made two installments totaling shs. 20 million, reducing the outstanding amount to shs. 48,143,900. However, on Thursday, October 12, 2023, Adriko was deceived by court bailiff Paul Mawa of T/A Vitality Associated, who lured him to Slumberland Hotel under the guise of a land transaction. He was subsequently apprehended.

According to court documents, Adriko is obligated to settle the principal amount of shs. 48,143,900 and additional costs of shs. 7.5 million, resulting in a total of shs. 55.6 million.

Janet Museveni Opposes Family Planning for School Girls

Minister of Education and Sports in Uganda, Hon. Janet Kataha Museveni, expressed strong disapproval of the use of family planning methods among school-going girls, emphasizing that contraception should only be considered within the context of married couples for spacing their children.

Speaking at the National Youth Convention at Kololo Independence Grounds, Uganda’s first lady underscored her belief that family planning is intended for families seeking to plan the spacing of their children and questioned why anyone would advocate for school-going children to utilize these methods to avoid pregnancy.

She emphasized the potential health risks associated with using contraception at a young age, particularly highlighting the risk of contracting HIV or other sexually transmitted diseases (STDs).

The Minister joined a growing number of government leaders in rejecting a proposal by a health ministry official advocating for the use of birth control methods among girls aged 15 and above. Instead, she urged young girls to exercise patience, contentment, and abstain from sexual activities until marriage.

The First Lady emphasized the importance of living a life aligned with God’s principles, cautioning against engaging in immoral behaviors or succumbing to negative influences often propagated through various media channels. She encouraged the youth to maintain strong spiritual connections through daily communication with God and reading religious texts, believing that this practice leads to personal transformation.

The Minister also drew attention to concerning statistics during the Covid-19 pandemic years, with an estimated 32,000 Ugandan teenagers eloping every month, emphasizing the need for guidance and appropriate measures to address these challenges.

Parliament Approves Yusuf Nsibambi as FDC Whip!

The Ugandan Parliament recently announced Hajji Yusuf Nsibambi, Member of Parliament for Mawokota South, as the new Chief Whip of Forum for Democratic Change (FDC) party, replacing Ibrahim Ssemujju Nganda, Member of Parliament for Kira Municipality.

Initially, Nsibambi faced resistance as some parliamentarians, including the House Speaker RT. Hon. Annet Anita Among, argued that his election was illegitimate, raising questions and concerns.

A significant portion of the opposition members were surprised by Nsibambi’s appointment and labeled him a traitor. During a controversial meeting, the opposition criticized the deputy speaker and the internal security minister for alleged excessive torture, oppression, and widespread arrests of both themselves and their supporters.

In an exclusive interview with Central Broadcasting Service, Yusuf Nsibambi clarified that his name had already been listed on the parliament’s ‘Order Paper’ through the business committee, which had representatives from both the government and the opposition. He emphasized that if they had not wanted his name on the order paper, they could have removed it.

“We entered politics as mature individuals, driven by the desire to serve our people rather than create drama in politics. Even Asuman Basalirwa, with only one MP in parliament, represents his party. How about FDC with over 31 MPs?” Nsibambi stated.

He added that he was not there to cater to the socialites of Kampala and Wakiso, who frequently abuse him on social media. Nsibambi stressed that his constituents are more concerned with his actions and the services he provides to them, rather than engaging with online troublemakers.

“In my constituency, only three people own smartphones and seven have flat-screen televisions. They are interested in what I do to better their lives and develop the constituency,” Nsibambi explained.

He expressed his belief that the FDC party would regroup and regain momentum. However, NRM members of Parliament celebrated Nsibambi’s appointment, advocating for him to be rewarded with a ministerial position. This suggestion raised tension, mistrust, and suspicion from the opposition.

Nsibambi expressed his commitment to working effectively with both NRM and opposition members during his tenure. The Najjanakumbi faction, led by General Secretary Nathan Nandala Mafabi and the current FDC President Patrick Amuriat Oboi, played a pivotal role in endorsing Yusuf Nsibambi’s entry into Parliament to replace Ibrahim Ssemujju Nganda, who belongs to the Katonga FDC faction.
