Education Ministry to Present Budget for Free Sanitary Pads

The Parliament of Uganda has tasked the Education and Sports Ministry to present a budget for the provision of free sanitary pads to school girls.

The Speaker of Parliament, Rebecca Kadaga issued the directive after the Presidency Minister, Esther Mbayo, failed to state how much money government requires to fulfill President Yoweri Museveni’s pledge to supply free sanitary pads to primary school girls.

Kadaga asked Mbayo to clarify how many girls will receive the pads and how much is required to fulfill the pledge. Mbayo requested Parliament to task the Education Ministry to provide the details as the concerned ministry.

Museveni pledged to provide school girls free sanitary pads during the 2016 election campaigns in West Nile. On Wednesday, the Dokolo Woman MP, Cecilia Ogwal sought an explosion from when the government will fulfill the presidential pledge.

In her response, Mbayo asked the House to use its appropriation role to allocate a budget for the provision of free pads. However, Mbayo said the Education Ministry will provide such details. She, however, noted that the Presidency Ministry is aware that girls face a number of challenges because most schools in rural and hard to reach areas lack clean sanitary facilities, changing rooms, waste disposal facilities, water and soap for washing and hygienic-sanitary wear.

Commercial Banks Advised to Embrace Technology

Commercial Banks across the region have been advised to upgrade their digital technology in advancing financial inclusion to customers and fight cyber fraud.

Opening the 18th edition of the East African Banking school meeting at Pearl of Africa Hotel under the theme the future of banking in a digital and disruptive environment, Governor Bank of Uganda Emammuale Mutebile cautioned banks to strengthen their IT systems to cushion cyber fraud.

“We are aware that the world is changing very fast and the usage of technology is enhancing efficiency in the delivery of faster service to customers, however, banks should upgrade their IT system to prevent loss of customer’s money through cyber fraud,” Mutebile said.

He also asked financial institutions to train players in the banking sector in technology advancement to scale up financial inclusion.
Mutebile said there are few IT professionals skilled to offer digital transformation hence banks should employ IT skilled people to reduce other operation risks like cyber fraud.

Mathias Katamba Managing Director of Housing Finance Bank who also doubles as Board Chairman Uganda Institute of banking and financial services said digital era is the way to go because customer needs are changing.

“The world is changing very fast therefore banks should design and rely on technology to serve customers better. Customers now need efficiency and technology to design products in that line,” he said.

Prof Samuel Sejjaaka country team leader of Abacus Business school advised banks to reduce high-interest rates charged on the loans and utilize technology in delivering financial service.

“Banking is no longer in the banking hall customers need money at their comfort zone like mobile money services to reach them faster,”Sejjaaka said.

Anthony Mulindwa Chief Executive Officer of Uganda Institute of Banking and Financial Services urged banks to change mind set and upgrade their system to advance in digital services.
He said the school meeting shall address strategic repositing, financial inclusioin, leveraging disruptive technologies, risk based oversight and complianance, product innovation, leadership and career development.
“The school presents unique opportunity for practitioners in the financial services industry to learn, engage and share experiences on key issues facing the industry, regionally and globally,”Mulindwa said.

TWAWEZA: 70% Ugandans Can’t Access Government Information

Up to 70 percent of citizens can’t access information on local government budgets, laws and projects.

This is according to the latest findings of the report generated from a qualitative research study conducted by Twaweza, one of the Non Government Organisation (NGO) that aims at making children and citizens to demand, receive, and monitor service delivery from local and national governments.

The study was taken between December 2018 and March 2019.

The study targeted senior civil servants at national level in government ministries, Departments and Agencies, Parliament of Uganda, selected higher local governments and officers at lower local governments (sub-counties).

With 62 civil servants interviewed from national level and across five districts, the study conducted between December 2018 to March 2019 indicates that majority of public servants (both elected and appointed) have limited knowledge of the law.

The five districts selected for the study include Wakiso district in central Uganda; Buikwe on the shores of Lake Victoria; Hoima district in the Western region, Kole district in the North and Kamuli district in eastern Uganda.

I have been reflecting on my life and the many things I have gone through – from selling radio cassettes on the streets of Kampala, to collecting grasshoppers for survival; to working as a dobbi, etc. Now, making it to such a list! I can only return all the glory and praise to the Almighty and pay tribute to all those who have been part of this journey.

Bobi Wine concluded by saying, ”when you get such a recognition, it does not only call for celebration – it also calls for deep reflection. This can only strengthen our resolve to fight on, struggle on, soldier on – until freedom, human rights and equal opportunity return to our country, and indeed our continent”.

AFCON21: Uganda Share Spoils with Burkina Faso in 1st Qualifying Campaign

Uganda Cranes has started the 2021 Africa Cup of Nations campaign on a promising note after securing a crucial point away from home.

This was the first qualifying campaign for the Cranes as they were taking on Burkina Faso on Ouagadougou, today Wednesday 13th November evening.

The match ended goalless after each side failing to force the ball cross the line at Stade Du 4 Aoùt.

The Cranes did a lot of defending to secure the vital point and Coach Johnny’s boys are yet to score against Burkinabe in 270 minutes.

Uganda is currently third in Group B Table Standings with Malawi leading with 3 points, Burkina Faso and Uganda second with a point and South Sudan last with no point.

Meanwhile, the Cranes will be playing their 2nd match this Sunday at Mandela Natuonal Stadium, Namboole taking on Malawi.

Ex-Minister Atubo Attacks Museveni On Gagging Opposition

Former lands, housing and urban development minister Daniel Omara Atubo has attacked his former boss Yoweri Kaguta Museveni over failed democratization of the country and has called for a tough stance.
Atubo alleges that president Museveni in the recent past threatened to wipe out all the opposition political parties in the country, a move he said sets the country on the wrong path towards democracy.

The former Otuke county Mp says in his press release to media houses on Wednesday that the president also reiterated the same while commissioning St Gracious secondary school owned by business man Patrick Olet last week.

Atubo has now called on Ugandans to vehemently reject this notion by the president and warned that Uganda could slip back to the dark post independent days where there was no rule of law and respect for human rights.

Last week while in Lira president Museveni said his ruling national resistance movement party is in good relations with many opposition political parties and cited Uganda people’s congress as one of them.

Crested Cranes: 35 Named For Preps ahead of CECAFA Women’s Championships

Uganda has started preparations for the forthcoming CECAFA Women’s football Championships 2019 with the Crested Cranes head coach Faridah Bulega naming 35 ladies to the provisional squad that will be representing the country in Dar es Salaam, Tanzania between the 14th and 24th of November.

The 35 players will be starting non-residential training this Thursday, 31st November 2019 at Luzira for five days.

They will then after enter a residential setting at FUFA Technical Centre, Njeru before departing (final team) for Dar es Salaam where they are expected to be around 11th or 12th November 2019.

In the championships, Crested Cranes is in Group B alongside Kenya, Ethiopia, and Djibouti, a slot regarded as group of death as Kenya, Uganda and Ethiopia are powerhouses in women football in the region.
