Opposition Needs to Rebrand – LOP Suggests

The Opposition needs to rebrand into a new group that people will believe and entrust with power, the Leader of the Opposition (LOP) in Parliament Winfred Kiiza has said.

Speaking at the opening of a five-day workshop for selected Opposition leaders, held at the Nigeria National Assembly, Abuja, Kiiza (FDC, Kasese), said that the Opposition believed that they held lots of programmes and opportunities that Ugandans can believe in.

“We came here to gain skills that can enable us rebrand as the Opposition; so that people can believe that when they give us power, they know it has been given to the right people,” said Kiiza. The LOP led a delegation of MPs for the benchmarking workshop organized by the National Institute for Legislative Studies.

The delegation includes: the Shadow Minister for Internal Affairs, the Butambala County MP Muhammad Muwanga Kivumbi; the Chairperson, Public Accounts Committee,  Angeline Osegge;  Silas Aogon (Ind., Kumi Municipality);  Mathias Mpuuga (Masaka Munic.),  Fred Tumuheirwe (Rujumbura) and Santa Alum (UPC, Oyam district).

The MPs serve on the accountability committees of Public Accounts; Commission, Statutory Authorities and State Enterprises (COSASE); and Government Assurances and Implementation.

“We have realized that we need to re-brand; we need to work hard and ensure that many people believe in us by getting the message out to them about what we expect and plan to do when we take on power,” she added.

This is the second time in less than a year that members of the Opposition are benchmarking from West African countries, having been at the African Centre for Parliamentary Affairs in Ghana in March this year.

Kiiza said that the fact that the former Opposition parties are now in government in Ghana and Nigeria has energized the Ugandan Opposition and showed that the same could happen in Uganda. She added that it was difficult being in the Opposition in Uganda, as the Presidency remained very powerful, and the laws in place, including the Public Order Management Act prevented the Opposition from organizing and talking to the people.

Presenting a paper on ‘Opposition Party and Discipline in the Legislature,’ the Senate Chief Whip, Prof. Olusola Adeyeye, cautioned Opposition MPs against exposing politicians with the aim of embarrassing them.

“When you embarrass someone, you may damage a good person that you may need to push for an agenda intended to move the country forward,” said Sen. Adeyeye adding that “There are good people and bad people in every political party.”

The Leader of House of Representatives in Nigeria, Hon. Femi Gbajabiamila, warned the Opposition to avoid opposing government for the sake of “scoring cheap political points,” which would alienate the public.

“Today people are less concerned with partisan politics that bring no dividends and more interested in politics of compromise,” Gbajabiamila emphasized

NRM MPs Agree to Remove Presidential Age Limit

After living in denial for exactly one year when an attempt to amend article 102 (b)  was kicked out on technicalities, Ministers and over 200 National Resistance Movement (NRM) MPs finally pronounced their intentions on Tuesday morning.

In a meeting, all MPs supported the resolution, only Kumi Woman MP Monica Amoding declined.

As The African News Journal we have exclusively learnt that the Bill for the Constitutional amendment of article 102 (b) set to be introduced by Igara County MP, Raphael Magyezi, will be handled in the shortest possible time.

MP, Raphael Magyezi said, they have a team of dedicated legislators and researchers have made a review and they will seek leave of parliament to come up with a detailed report and a law that will lift all age related provisions in the constitution of the land to allow the youth and other able qualified Ugandans to vie for various political positions from the president, vice president to Local council levels

“We need this thing (amendment) to get out of the way as fast as possible. On. Magyezi said.

According to the rules of procedure of Parliament, the relevant committee has 45 days to process the Bill but it always exceeds such a time frame.

The champions of age limit removal, however, want the Committee of Legal Affairs to work on the Bill within one week when the Speaker refers it to their desk next week.

“The Committee should handle the thing in one week and report to the house,” he added.

Magyezi is Thursday expected to seek leave of Parliament to introduce the Bill and the African News Journal is informed he’ll return in only one week since every single detail concerning the amendment has been comprehensively dealt with.

When he returns and the first reading of the Bill is done possibly next week, the Speaker shall refer it to the Committee.

The proposed amendments remain a contentious issue with opposition leaders vowing to put up a fight against the proposed move.

The amendment is widely perceived as a move to favor President Yoweri Museveni, who will clock the mandatory 75 years in 2019 – just two years to the presidential elections, to stand again for president.

Currently, article 102 (b) prevents anyone above 75 years from standing for president.

Government spokesperson Ofwono Opondo recently said many people want President Museveni to stay around.

“Indeed the issue of age limit has been raised in various forms with many people openly urging president Museveni to stay on and complete what they deem unfinished business,” said Opondo.

And yesterday As the MPS were meeting, a section of taxi drivers and bodaboda riders were matching to Parliament to present a petition the Speaker calling for the removal of the presidential age limit

The constitution was in 2005 amended to scrap the two presidential term limits clause, paving way for Museveni’s reelection in 2006, 2011 and 2016.

Ongwen Case: The ICC Must Emphasize Victims Choice of Lawyers

At the ICC, victims are permitted to participate in trials by making their views and concerns known to the judges on matters that concern them, rather than be involved simply as witnesses. Looking at the Dominic Ongwen case, a recent Human Rights Watch report explores how the court makes decisions about victims’ legal representation in these proceedings.

Testimony before the International Criminal Court (ICC) resumed recently in the case against Dominic Ongwen, a Ugandan former commander of the Lord’s Resistance Army (LRA). The ICC has officially recognized over 4,000 victims to participate in the case, including people from Abok, Lukodi, Odek, and Pajule, in northern Uganda.

These victims are only a fraction of those who suffered during the long conflict there. But their participation represents one of the ICC’s key innovations: victims, represented by their lawyers, making their views and concerns known to the court’s judges. This can help bridge the gap between victims and their communities and the court’s proceedings.

In August, Human Rights Watch released a report looking at how ICC decisions are made about which lawyers represent victims. It is a narrow issue – and doesn’t relate to the defendant’s guilt or innocence – but by respecting victims’ choices for their legal representation, the ICC can help empower victims of serious crimes.

Not eligible to receive legal aid funding

The victims’ experiences around the issue of choosing legal representatives in the Ongwen case are important for future ICC cases. From talking to some of them, we found mixed results.

In Lukodi, we heard how community leaders – concerned that victims’ voices would get left out of the ICC’s proceedings – led a search for a lawyer. The ICC’s judge accepted that these lawyers could represent some victims. But the judge ruled that these lawyers were not eligible to receive the court’s legal aid funding to pay their costs and fees. Given that most victims before the ICC are unlikely to be able to afford their own lawyers, this could have undercut their choice. Victims would have had to go with lawyers chosen by the judge with little input from the victims.

Other court decisions in the Ongwen case have meant that the lawyers chosen in Lukodi and later, by victims in some of the other areas, are receiving ICC funding. And today, as the trial goes on, both teams of lawyers are giving victims a voice in the courtroom. Many of the people we spoke with expressed pride in seeing and hearing both sets of lawyers during the trial.

The ICC needs a new approach

Our report says, though, that the ICC needs a new approach to reverse what seems to be a trend of giving less and less weight to victims’ views in decisions about their legal representation.

Our recommendations are aimed at ICC officials and have little bearing on the broader transitional justice debates in Uganda. But our hope is that the ICC can learn from its recent experience in Uganda and ensure that victims in future cases, whether in the case against Joseph Kony, the LRA leader who remains at large despite a 2005 ICC arrest warrant, or in other countries where the ICC has investigations, will benefit from better and more consistent support in making their own choices about who will speak for them in their quest for justice.

5 African Startups Emerge Finalists in the MIT Inclusive Innovation Challenge

The Inclusive Innovation Challenge (IIC) is the flagship initiative of the MIT Initiative on the Digital Economy (IDE) that awards over one million US dollars in prizes to Inclusive Innovators, organizations around the world that are using technology to solve a grand challenge of our time — to create shared prosperity by reinventing the future of work.

With over hundred of applications that were submitted in earlier this year in March, a panel of over 160 judges were selected for the judging process that scored and commented on application selecting, ending up with only 16 applications that emerged as the finalists and will later advance to the Champion Committee.

Among the 16 finalists, 5 African startups made it including;

  1. Kenyan incubator, iHub who managed to be finalist in the Skills & Matching category.
  2. South Africa’s Nomanini in the Financial Inclusion category – enables informal merchants and agents to facilitate a range of mobile and banking transactions.
  3. Nigerian’s Tuteria in the Income Growth & Job Creation category – provides a peer-to-peer online platform that connects person that are seeking to learning anything with verified local teachers that can teach them to earn extra income.
  4. While in the Technology Access category were Rwanda’s ARED; that have developed a business in a box solar kiosk to empower power at the base of the pyramid using a franchise business model, and Nigeria’s video-based online learnig platform; Dot Learn – which works reliably and affordably in Africa through an ultra data-lite encoding technology.

On October 12th 2017, winners will be announced during a gala event that will be held at HUBweek in Boston. Only four will be declared Grand Prize Winners and each will receive USD$150,000 (approx. UGX) while the remaining 12 finalists will each receive USD$35,000 (approx. UGX) each.

According to reports by TechMoran, during the IIC Celebration, renowned leaders in the Inclusive Innovation movement will Keynote focused on how to ensure that the benefits of digital progress are shared by all.

All Set for Kwita Izina, Gorilla Naming Celebration in Rwanda

Kigali, Rwanda | Naming infant mountain gorillas has become an important annual nationwide tradition in Rwanda since 2004. The naming ceremony, called Kwita Izina and organized by the Rwandan Development Board, is based on a historic Rwandan cultural practice for naming newborns, and has been adapted and enhanced to celebrate successful gorilla protection and conservation.

This year’s week-long event that started on Saturday August 26, now includes a variety of conservation-awareness activities, with government leaders, park staff, local groups, students, celebrities and communities all joining in to help choose names for the gorillas born in the past year and participating in additional events throughout the week.

The integrated approached to conservation in Rwanda, through tourism, government commitment, research, protection and community initiatives has seen important successes, and Kwita Izina is now an important national celebration.

“Over the years, Kwita Izina has grown to become more than just giving names to infant gorillas,” says Felix Ndagijimana, the Fossey Fund’s director of programs in Rwanda and the Karisoke Research Center.

“It is now an international event during which Rwandans and the international community come together to celebrate successes in the conservation of Rwanda’s rich biodiversity as well how our conservation efforts contribute to the development of the country and the well being of its people. It’s also a day to recognize the value of partnerships and also show appreciation to rangers, who have dedicated their lives to the cause of conservation.”

Event activities continues to grow

This year’s Kwita Izina includes a number of events leading up to the ceremony, including a gala fundraising dinner, a conservation and tourism exhibition and the two-day “Conversation on Conservation” conference at Kigali Conference and Exhibition Village.

The exhibition will showcase Rwanda’s work in conservation activities, while the two-day conference will bring delegates from around the world to discuss Africa’s common conservation challenges and find solutions for preserving critical ecosystems.

Topics will include conservation in the face of climate change and engaging youth in conservation and will include staff from the Fossey Fund. Among those speaking, Fossey Fund CEO Dr. Tara Stoinski will be giving a keynote talk, entitled “Conservation: A foundation for sustainable tourism.”

 

Naming ceremony is Sept. 1

The infant gorillas born in the past year will receive their names during the special ceremony and celebration on Sept. 1 in Kinigi, Volcanoes National Park.

The naming this year are extra special because they include four adult females who traveled into Rwanda from unhabituated groups in Congo and one new group that formed, as well as 14 infants.

The gorillas to be named include six infants and one new adult female in the groups monitored by Gorilla Fund’s  Karisoke Research Center. In recognition of the 50th anniversary of Karisoke, the Fossey Fund’s Dr. Tara Stoinski will be given the honor of naming one of the infants!

Tonny Mawejje joins FK Tirana in Albania

Uganda Cranes midfielder Tonny Mawejje has joined Albanian side FK Tirana (Klubi i Futbollit Tirana).

The holding midfielder put pen to paper on a two-year at will keep him with the Albanian giants until 2019. FK Tirana is the country’s most successful club having won about 50 major domestic titles according to online sources. It is based in the country’s capital Tirana.

It’s reported that Mawejje had a number of offers from many clubs but choose FK Tirana. Earlier this month, in an interview with Kawowo Sports, Mawejje said;

“There have been many offers coming my way. But after talking to Hector, I opted to join FK Tirana so that I can be part of the big project.”

According to reports, he flew to Albania on Saturday to complete the move. He now joins fellow country man Yunus Ssentamu at FK Tirana, a club that was relegated to the second division last season after finishing 9th on the league table.

They however managed to win the FA Cup.

Coach Basena Summons Cranes Squad for Egypt Tie, makes surprise call ups.  Basena said that the door remains open for not only Luwagga but every Ugandan player who is good enough and would love to play for for the Cranes.

Having successfully completed the 50% task on his list after qualifying for the 2018 CHAN Tournament, Uganda Cranes Interim coach Moses Basena has today morning addressed the media at FUFA House in Mengo where he announced the full squad for the 2018 FIFA World Cup Russia Qualifier against Egypt to be played on 31st Aug at Namboole stadium.

In the summoned squad, Basena has almost kept the boys that helped the team in the CHAN qualifiers. Among the surprise call ups, Self-exiled Skillful player Kizito Luwagga earned a recall to the squad having made it clear that he  would love to return to the fold any time the Serbian ‘Micho’ Quits the Cranes job.

Geoffrey Baba KIZITO who plays in Vietnam was also another surprise call up having had a good run not being called for national duty

It seems the sky will not only be the limit for these talented dancers but a starting line for more great things. Having made history, performing at the BET Awards this year  alongside American Rapper French Montana, the Sitya Loss Popular dancers are set for greater heights in what seems to be an unending success story trail.

The triplets Ghetto are slated to perform at the 60th edition of the annual Grammy Awards scheduled for January 2018.

Just after opening their Clothing line *TGK*, they had a warm welcome in USA and joined  French Montana on his tour, perform at the BET Awards, popular American TV show, “The Tonight Show” hosted by Jimmy Fallon on NBC and the Teen Choice Awards after appearing in the popular “Unforgettable” video with French Montana.

It seems the turning point ain’t going to stop anytime, just like their mentor eddy Kenzo, life ain’t going to stay the same. They keep raising the Flag High.

Android Oreo is finally here

I’ve got to say, google really knows how to launch products in style. The Latest Android version is finally here, and it has been called Android Oreo as most people had suspected. Including me of course. Google revealed this name coincidentally on the solar eclipse in New York via a live stream.

If you have used Android for some time, you should now be knowing that Google names Android releases after sweet desserts like Cupcake, KitKat, Lollipop, Marshmallow and previously Nougat.

Android O had to be Oreo precisely because there aren’t many choices named after that letter.

So enough food chit chat. Android Oreo is most likely to come packed with speed and memory improvements just as any update would do. Google changes the entire operation of the system which eventually boosted the Pixel Smartphone start times by a whopping 100 percent. It will also improve efficiency through the use of system resources among apps and background tasks.

There are more functions like picture-in-picture which we talked about earlier. It essentially allows you to have a video app play a video on top of other tasks for both phones and tablets. Instant apps, Notification Dots, Auto Fill for apps and many more.

Android Oreo will be packed with some pretty badass security features because, we are in 2017 and everything needs air tight security. So we shall see features like remote location, locking and wiping with Find My Device and Google Play Protect that scans and automatically deletes malicious apps when detected on a daily basis.

That’s not all, Google will be updating its entire emoji set. You have probably seen Emoji Translators, right. Emojis are now a primary language for the millennial users.

Android Oreo will be available to the Pixel and Nexus 5X and 6P soon. Anyone on the developer preview will be updated to the final version. The Pixel C and Nexus Player are next in line for the office updates, other devices will follow in closely.
