Uganda’s GMO bill to be Retabled

The deputy speaker of parliament Jacob Oulanyah has directed the Minister of Science and Technology Elioda Tumwesigye to retable the National Biotechnology and Biosafety Bill, 2012 which President Yoweri Museveni declined to sign into law.

The bill which seeks to provide a regulatory framework that facilitates the safe development and application of biotechnology, research, development and release of genetically modified organisms in Uganda was rejected by the president.

In his communication to the house, Oulanyah read to Members of Parliament a letter dated December 21 that the president wrote to Speaker of Parliament Rebecca Kadaga, explaining why he is sending the bill back to parliament for clarity.

Museveni wanted parliament to clarify on other aspects of genetic engineering such as setting out the boundary of the technology to crops and animals with no crossover to human beings, labeling of GMOs and wonders why there is a plan to have genetically modified materials in the irrigated areas of Mobuku Irrigation Scheme.

Oulanyah said the bill should be retabled. “The person responsible for the bill should bring the original text of the bill as sent to the president and lay it on the table. The committee should then use two weeks and report back to the House.”

The nation’s scientists are embroiled in arguments for and against the National Biotechnology and Biosafety Bill, 2012 commonly known as the GMO Bill.

Last month, President Museveni rejected the bill and wrote a letter to the Speaker saying a number of issues in the bill must first be clarified.

These included its title, patent rights of indigenous farmers and sanctions for scientists who mix GMOs with indigenous crops and animals.

The president offered his thoughts: “some crops and livestock with unique genetic configuration like millet, sorghum, beans, Ankole cattle, Ugandan chicken, enkoromoijo cattle, which have a specific genetic makeup which our people have developed for millennia through selection (kutorana for seeds, kubikira (selecting good bulls), enimi or empaya (he-goats).

He added, to be on the safe side, GMO seeds should never be randomly mixed with our indigenous seeds just in case they turn out to have a problem. Museveni’s letter provoked a wave of arguments for those backing the bill, and their counter arguments.

Ugandan Buzz learned about the break up of the ‘Kyonkola’ singer and Julie after landing on the singer’s post to facebook lamenting abot his relationship.

He revealed how he is worried about how to sustain without his lover though still has some little hope of getting her back.

“These are going to be some dark days maybe months I don’t know… for both of us. But I Know there will be light at some point. I will forever celebrate you and wish you nothing but bliss and happiness. I can barely write another statement, my heart is pumping too fast. Reason for the break up

It has been reported that the Ykee’s relationship with Julie has been on tenterhooks for now about four months. However, the actual reason behind their split is yet to be revealed though Ykee Benda claims that she wanted to leave after failing to have a common ground.

Julie wanted to leave, I wanted her. And we both failed to have a common ground.” He said

Meanwhile, insiders say Julie is pregnant with Ykee’s baby.

Gorilla Trekking in DR Congo Gaining Momentum

Following an increase of Rwanda Gorilla permit costs, travellers have decided to get alternatives for gorilla trekking and this the destinations of Uganda and Democratic Republic of Congo. In other words, Rwanda made an automatic marketing strategy for Uganda and Democratic Republic of Congo’s Gorillas which has boosted the two country’s tourism industries. On 6th may 2017, Rwanda increased the cost of their Gorilla permits from US$ 750 to US$ 1500 per permit which caused a negative out come to the tourism industry and the entire economy of Rwanda.

Since DR. Congo is among Rwanda neighbors, this was automatic pass for it to revive her tourism Industry through promoting gorilla trekking expeditions in the eastern part of the country. DR. Congo is second largest nation in Africa after Algeria. DR. Congo is one of the richest countries in Africa as far as tourism is concerned. The country has virgin tourist potentials ranging from Drainage, relief, wild animals, vegetation, birds, and culture and so on.

It should be noted that DR. Congo is among African countries gifted with low land Gorillas and Mountain Gorillas.  Therefore, DR. Congo has a lot to offer in tourism industry…. More so, the country is gifted with chimpanzees, birds and other wild animals.

The most visited parks in DR. Congo include Virunga National park (Home of Gorillas), kahuzi-biega National park, Garamba National park and so on. On the other hand Virunga National park received the largest number of tourists because of the following reasons:

-It is easily accessible from Goma city (30 minutes’ drive)

-It hosts both mountain and Low land Gorillas.

-Viunga National park is situated in politically stable area guarded by United Nations Organization Army in conjunction with DR. Congo Army.

-It offers the best view of Virunga ranges. Mikeno Volcano, Nyamuragira Volcano, Nyiragongo Volcano among others mostly seen while in Virunga National park.

-The low cost of Gorilla permit at US$ 400 each as also promotes Gorilla trekking in DR. Congo. Her counter parks Uganda at US$ 600 and Rwanda at US$ 1500 per permit.

Among other strategies to promote tourism in Democratic Republic of Congo (DRC), all tourists are escorted and guarded by the national army from the boarder to the park and back. That gives confidence to the tourists to go gorilla trekking in DR. Congo.

Gorilla trekking is among the most exciting activities in the world – therefore, everybody should enjoy it before death and looking into the eye of a Gorilla is a life changing event.

Some people believe that Democratic Republic of Congo offers the best Gorilla trekking experience because trekkers move through fresh or virgin habitat of the might Virunga region.  The habitat are still fresh because of few trekkers who have been trekking Gorillas in Democratic Republic of Congo in the past years.

In the past years, Gorilla trekking in DRC has been hindered by unpredictable security causing fear and tension to the tourists forcing them to divert to Rwanda and Uganda. Alongside DRC, Uganda has also gained a lot from the increase of Rwanda Gorilla permits to the extent of receiving more than 100 Gorilla trekkers every day.

They are set to feature on Nigerian Artist, Skales’ new album. They are expected to feaature on a copule of songs off his 2018 Album as according to reliable sources.

Mukono Based Kisumali Bar Burnt to Ashes

Mukono town’s students and ‘ladies of the night’ favoirite bar, Kisumali recently gut fire almost to ashes.
As revellers were eagerly waiting for the new year 2018, to their shock, instead of the expected fire works to welcome the year, it was flames and thick smoke coming out of the Bar forcing them to run for their lives.

Eye-witnesses that were at the scene claim that the fire started after a blast that was heard from an extreme corner of bar. However, Police still insists that the cause of the fire in not yet known.

“The cause of the fire is still unknown…. We managed to save some bar property and registered no serious damages to revellers lives.. ” Head of Fire Brigade in Mukono, Conrad Byomugabe Said.

Meanwhile, there was drama after Police put the fire out as revellers fought with officers to leave them enter and drink the few undamaged remaining bottles of alcohol.

Allegedly Dorothy Shonga ’s X-rated Pics, Video Leaked

A lot has been going on between the Shonga’s. From relationship matters to work place ownership and now finally to bedroom secrets. An

allegedly X-rated video and Bedroom photos for Dorothy Shonga has been leaked and is currently doing rounds on social media platformsn faster than Usain Bolt.

The video sextape is said to have been allegedly leaked by Dorothy’s husband Herbert Shonga following the bitter split they have just had recently over infedality and Club Lounge ownership issues.

The couple became a social concern in late 2016 after they started splashing money like no one cares, throwing a luxurious engagement party and holding a very expensive wedding.

In the beginning it was private bedroom photos that were released by unknown people with yet to be identified reasons. They show Dorothy while busy in a room making romantic moves to a certain guy who happens not be her known husband Herbert.

However, Herbert has come out to verify all these photos and video not real. He Claims they were photo-shopped by a jealousy woman back in 2015 who wanted Dorothy Shonga to leave her husband. He adds on that it is this woman who instead photo shopped Dorothy with her guy in order to blackmail her.

Bebe Cool’s Skimpy Dancers Barred from Performing at ‘Enkuuka’

Organisers of the annual CBS/ Buganda sponsored end of year gig, ‘Enkuuka’, barred Bebe Cool’s skimply dressed female dancers for performing for the Kabaka.

As it has been the name in the previous editions of the Enkuuka, the Kabaka of Buganda was in attendance to usher his subjects and revellers into the new year amidst performances from a village of artists that also included Congolese music Veteran Saida Kaloli ‘Wanchekecha’ and Rwanda’s singing duo, Chaly and Nina.

When it came to time for the Gagamel Boss to perform his ‘Katono’ hit, he welcomed his skimpy dancers. In no seconds for them to step on stage, they were sent off and Bebe Cool was left to perform alone.

VJ Junior, DJ Shiru to Feud no more

Hot on our desk is about the reconciliation of Uganda’s number one deejay, DJ Shiru and Ladies most wanted Video Jockey, Smarts Matovu a.k.a VJ Junior.

These two had for years been friends who shared stages, fame, TV Shows and probably women fans until last year 2017 when they fell out.

According to rumors, a one Rachael was the reason for the bestee’s separation after discovering that they both had ‘bedminton affairs’ with her. However, other rumour has it that the beef started after the Bukedde TV

Management made reshuffles which saw the Bwaise Counsellor dropped from their Saturday Musical show. It was reported that VJ Junior blammed all this on DJ Shiru saying that he was jealous and did not want him to prosper.

Meanwhile, all this has now been left to be written as history as the beef seems to have been settled.

Recently at Najjanankumbi based Nyondo Pub during DJ Shiru’s show, VJ Junior was seen playing the MC.

The two hugged infront of their fans to mark the end of their beef.

Uganda to Benefit From World Bank Private Sector Investment Capital

Uganda is one of several countries in Sub-Saharan Africa that stands to benefit from a new World Bank financing facility that aims to support private sector access more affordable capital for investment.

Speaking  during a workshop to brief private sector companies and Government of Uganda held at the Kampala Serena Conference Centre last Monday, the IFC Director for Sub-Saharan Africa, Oumar Seydi explained that the Private Sector Window (PSW) is intended to help private companies access more affordable capital for investment by providing additional guarantees to insure against risks, particularly for countries that are affected by conflict or are politically unstable.

The new facility is spearheaded by the World Bank Group’s private sector lending arm, the International Finance Corporation, and the Multilateral Investment Guarantee Agency (MIGA) which offers political risk. Insurance and credit enhancement guarantees to help companies access credit.

“Many projects in emerging markets that need capital are unable to access financing because the risks are too high and the returns are not commensurate with the level of risk. The use of blended finance allows us to fill this financing gap by addressing market barriers and attract private sector investments to areas of strategic importance with high development impact,” Seydi said.

With the new IDA18 private sector window, the World Bank Group will channel its support to companies that are interested in investing in power production and distribution, and to financial institutions to help improve access to finance, including credit lines, housing finance and SME finance. Agribusinesses are also a priority under the sub-window, with financing targeted towards increasing agricultural productivity, improving food security and increase incomes of small farmers.

What Uganda Needs to Attain Middle Income Status by 2020

Uganda Moving to Middle Income Status

Uganda’s Gross Domestic Product (GDP), in nominal terms, Uganda needs to meet a per capita income threshold of $1,033 to graduate to middle income status by 2020. Bank of Uganda economist Thomas Bwire looks at two key requirements to accelerate income growth in the country.

The 2014 population census puts population growth rate at 3.03 per cent per annum and in the last five years, the exchange rate has depreciated at an annual rate of about 10 per cent. Uganda needs to meet a per capita income threshold of $1,033 (about Shs3.5 million) to graduate to middle income status by 2020. Holding population and GDP growth rates as is and allowing for a modest depreciation in the exchange rate of 7 per cent per annum, per capita income can be estimated at $817 (Shs2.8 million) in 2020, which is lower than the lower middle income threshold. The issue I am addressing is the feasible policy path ideal to propel Uganda to middle income status, though not necessarily by 2020.

Today, I focus on two key requirements to accelerate income growth in Uganda: increasing substantially private investment in modern sector industries, such as manufacturing, agro-processing and services; and modernizing smallholder agriculture. The effectiveness of these, however, is in turn dependent on other structural changes, such as accelerating the demographic transition – which I have discussed previously and improvements in the balance of payments (BoP) to decelerate exchange rate depreciation.

Boosting income growth
Accelerating income growth in Uganda requires sustained rapid growth in labour productivity in agriculture while at the same time transferring large numbers of workers from the agricultural sector into formal export oriented manufacturing industry, a path similar to the development success of the newly industrialized countries of East Asia. While Uganda has realized sustained real growth since the 1990s, structural transformation has been limited.

Transforming agriculture

Transforming agriculture will involve two possible policy strategies going forward. First, promoting private investment in large scale mechanized farming, though its feasibility may be severely constrained. Land tenure systems in Uganda are far too complex to allow private investors to gain the use of large tranches of land in a legitimate manner, and the social consequences of displacing smallholders to make way for large scale commercial farms will most likely intensify poverty among the rural households and probably trigger violent conflicts over land.

The second is comprehensive public support for the existing smallholders in the country to adopt more modern farm technologies and to move away from subsistence farming to begin producing for the market. Ad hoc piecemeal policies, such as subsidizing credit to a small minority of farmers, are merely scratching the surface of the problem. We need to strengthen research facilities to develop packages of farm technologies which can work in the specific conditions which farmers face in Uganda and put in place effective farm extension services to work with smallholders, improve storage facilities and access to markets.

Increasing private investment will require that these binding constraints are unlocked. Reforms to improve the institutional environment for doing business and the on-going improvements in critical components of public infrastructure are a positive step.
We also need to improve the vocational skills of the workforce to meet the requirements of modern industries, either through public vocational training institutions or by subsidizing the costs of training undertaken by private sector firms given the negative externalities which are involved – firms cannot be sure of retaining the workers that they have trained.

Balance of payment deficit

The exchange rate in Uganda is purely market determined, and is by and large, influenced by the imbalance in the Balance of Payment (BoP). Decelerating the exchange rate depreciation requires the country to undergo the green revolution in agriculture to increase marketable surpluses for export and increase investment particularly in long-term export industries, but with both backward and forward linkages. One such industry, according to Kenneth Egesa – a BoP expert, is iron ore, with about 260 million tonnes of confirmed deposits. Investing in such an industry a capacity utilization of about 10 million tonnes per year would generate the country a mix of increased exports and reduced imports of steel products, benefiting the BoP with about $700 million (Shs2.4 trillion) in revenue per year for 26 years.
