The M23 rebels are primarily active in the eastern provinces of North Kivu and South Kivu, which border Rwanda and Uganda. They are primarily concentrated in the city of Goma, the capital of North Kivu province, as well as other areas in the surrounding region.

The armed forces of M23 composed of more than one hundred troubled senior killers are believed to have been in the place for a couple of days before the attack.

Principal Judge Dr. Flavian Nzeija Dragged to State House

0
Dr Flavian Nzeija

The principal Judge Dr. Flavian Nzeija is in trouble after he was dragged to the state House Anti-corruption Unit for his alleged involvement in acts of conflict of interest and influence peddling.

The petitioners, Peter Kyeyune, Herbert Katta and Philip Ndugga through their lawyer accuse the Principle Judge of sabotaging a matter relating to the reclaim of their land, which was sold while they were minors.

They contend that together with their late dad, Solomon Kamya are joint proprietors of land in Busiro block 44 plot 214 and 227 at Nkumba, Wakiso, registered on June 25 1997.

The children say their father died on 26 June 2000 while they were all minors without the legal capacity to contract.

In 2020, the three children desired to distribute land amongst themselves but discovered that Veronica Kayihura had fraudulently registered herself on the land tittles on March 21st, 2002 and May 22, 2003, respectively.

The registered proprietor, their father was by the time long dead. This prompted the petitioners and find out who had signed the deeds, agreements or transfer form on behalf of their departed father.

In the research, the petitioners came across a copy of an undated sale agreement purportedly executed by their “Mukuza” and Uncle James Mwabula, Joyce Nansubuga and themselves on the on hand and Veronica Kaihura on the hand. The agreement framers had allegedly acknowledged that the complaints father, the co-registered proprietor was dead and that the sale was witnessed by the Principal Judge Flavia Nzeija and Co. Advocates as he was by then.

The petitioners reported the matter to the land registration commission, which convened a public hearing. It cancelled Veronica Kayihura’s fraudulent registration and reinstated the petitioners as genuine landowners.

The petitioners further lodge a case video SD REF: 70/70/012023 at Entebbe police station, citing forgery and fraudulent registration against Veronica Kahiura.

However, the police have not recorded a statement from the suspect but rather opened multiple cases against the complaints and their casual laborer. They are accused of criminal trespassing on the land, yet the said Kaihura has not recorded any statement.

According to the petition letter, one Etyanga-the officer investigating the matter told the petitioners’ Lawyer that the principal Judge had made a call showing interest in the matter, that’s why the case file is still redundant.

The same Veronica has instituted a civil case No.67 of 2023 against the petitioners, which their lawyer believes is because the principal Judge has an invisible hand in the matter and he is likely to obstruct justice since he is the head of High Court of Uganda.

“Justice must not only be done but seen to be done guides our clients to believe that the judicial process shall be biased unless the influence of the said principal Judge is nipple”, reports reads.

It’s believed that if the police are afraid of the Principal Judge, how much more afraid shall the judicial officers who are directly under his supervision?

“Our clients are caught up between a rock and hard place. They don’t expect any impartially from the police and courts and it’s the reason they are seeking the intervention of the State House Anti-Corruption Unit.

In their petition to the office of the State House Anti-Corruption Unit, they demand the following,

To prevail upon the principal judge Dr. Flavia Nzeija and investigate the circumstances under which he prepared and witnessed an undated illegal agreement between his client Veronica Kayihura and the petitioners who were minors and the “Mukuza” who neither had letters of Administration nor a guardianship order as required by Law.

To investigate the fraudulent actions of Veronica Kayihura and have her prosecuted for the same.

To permanently restrain Veronica and Dr. Flavia Nzeija from interfering with the petitioners’ quiet enjoyment of their land.

When contracted, Veronica Kayihura declined to comment, saying those are mere allegations.

Engola Junior

Having been an active and appealing figure in Oyam district Politics since 2009, the ruling National Resistance Movement (NRM) party is pointing fingers at picking Samuel Engola Junior to replace his father, Rt. Col. Charles Okello Engola Macodwogo, as the Member of Parliament for Oyam North.

The Charisma of Engola Junior who served as a counselor representing the town council, drew party leaders’ attention to him, in addition to a precedence set in the neighboring Omoro County and also Serere, where the sons if the departed legislators easily replaced their fathers.

Key NRM and opinion leaders in Oyam and Lango contend that Engola Junior is best positioned to replace the father.

“In Omoro County, which shares a lot with Oyam North, we supported and saw the son of former Speaker of Parliament Jacob Oulanya registering a resounding victory. Fortunately, in Oyam North, Engola Junior had already been participating in the local politics and affairs of the place: so he became our best bet and we are confident in his candidature, “said a key NRM leader in Lango.

According to them Engola Junior has already demonstrated his leadership potential and love for the people of Oyam.

“Engola Junior is not being picked from Kampala or anywhere to be imposed on the people of Oyam North. He (Engola) has committedly been with the people of Oyam for years and now the only person to take up the mantle of leadership, as we mourn our departed elder and retired soldiers,” he said.

Adding: “Engola Junior is devoted, qualified and dynamic youthful figure ready to accomplish the tasks ahead.”

Police in Napak district in Karamoja sub region have impounded government vehicle registration Number UG 2524 A Toyota Hillux pickup, grey in colour belonging to the ministry of Agriculture Animal Industry and Fisheries carrying 16 jerrycans of illicit Waragi.

The vehicle which was driven by one male adult identified as Robert Wawomula was impounded on Monday 15th May 2023 evening with 16 jerrycans of illicit waragi by the Anti stock Theft Unit (ASTU) personnel manning Kokeris checkpoint along Soroti- Moroto road.

Michael Longole the Mt. Moroto police spokesperson confirmed the impoundment of the vehicle at Moroto central police station saying the two occupants, the driver Robert Wawomula and Lazarus Erutu have been detained at Moroto Central Police station to help police in further investigation.

According to Longole, the police officers at the checkpoint were prompted to stop the vehicle for thorough checking after seeing it being covered by a tarpaulin. He added that although the officers manning checkpoints have not been so keen on government vehicles, it has come to their attention that government vehicles are also been used in transporting illicit waragi.

Longole added that police condemn the misuse of government cars adding that their operation will not spare anyone found going against the law. According to Dr Pierluigi Rossaningo, the health officer of Moroto Diocese waragi or distilled alcohol contains poison.
MAAIF Vehicle being escorted to CPS Moroto

He said they had a chance to take a sample to the laboratory and discovered that the percentage was more than 65 percent, equating it to a disinfectant due to the high alcohol because it is distilled without proper methods.

“Lab test results showed that it actually has methanol which is a poison that can cause permanent blindness. We have had experience of people who have died due to uncontrolled consumption of this gin,” Dr. Rossaningo told reporters last year.

Excessive consumption of waragi also causes cirrhosis of the liver, inflammation of the nerves, and lack of mental control, which has led in many cases to insanity, malnutrition, blindness, muscular weakness and wasting, homicidal impulses and death.

Karamoja’s average alcohol consumption stands at a staggering 48 liters per capita compared to the national average which is at about 18 liters per capita. As much as it’s reported that the country registered a decline in these figures, it is still among those with the highest annual consumption per capita in Africa.
