President Museveni Responds to Mzee Ssemogerere

0

In the Sunday Monitor of 28th September, 2014, Mzee Paul Ssemogerere gave an extensive interview covered from page 14 to 15. I agree with some of the contents of the interview such as the rigged elections of 1962 and 1980. The rigging was structural and obvious. The multiple ballot papers, the multiple ballot boxes, the enclosed polling booths, the failure to count immediately after polling at the voting points and declaration of results, the gerrymandering of Constituencies etc, etc.

It is also true that in the 1980 elections, the DP attracted leaders that had been in UPC and KY in 1962. Mzee Ssemogerere quoted a number of names and they are well known. In fact that re-alignment of forces had already taken place even by 1965-66. I remember the vote in Parliament for the election of, I think, Kakonge. The DP, KY and the Ibingira UPC had put forward Mashaate. Kakonge won by a narrow margin.

However, there are many points on which I do not agree with Mzee Ssemogerere both in the past and now but will not go into them here. They include the decision by the DP leadership to join the Parliament of 1980-1985 and his belief in lobbying Oyite Ojok and Muwanga to “save the lives” of some Ugandans. The NRM position has always been to hold accountable all killers if they are identified.

I confirm to the readers that the Okello Government released some of the prisoners that had not been killed, but not all. I did not know that it was Mr. Ssemogerere that spearheaded that. I congratulate him for that. I am also pleased that Mr. Ssemogerere confirms that in the 9 years he was with the NRM, he was “not inhibited” from carrying out his work as Minister of Internal Affairs or Minister of Public Service.

However, there are fundamental points in Mr. Ssemogerere’s interview that I cannot leave unanswered. Top on the list is Mr. Ssemogerere’s answer to the interviewer’s question that run as follows: “DP will be 60 next month. Don’t you get a feeling that it is considerably weakened?” What was Mr. Ssemogerere’s answer? It was as follows: “you have got to see what has been happening to other parties. Tell me which political party has stood? Look at UPC, CP, KY etc, etc”. He goes on: “Where is Kanu in Kenya? Where is Banda’s party in Malawi? Where is Nkrumah’s Party?” The point Mzee Ssemogerere was attempting to make was that all political parties had to decline on account of not being encouraged by the People in power at given times. Unfortunately, that is not true. Yes, there are those parties which have declined and there are reasons for that. However, there are those that have stood the test of time. I may cite four of them: the ANC of South Africa, Swapo of Namibia, MPLA of Angola and Frelimo of Mozambique.

I have not added Tanu/CCM because it has been in power all the time. That notwithstanding, Tanu/CCM/Afro-Shirazi have had to struggle ideologically and politically against competitors both before Independence and after independence when Multi-partyism was re-introduced in Tanzania. The other four (Frelimo, ANC, Swapo and MPLA), however, were, for long periods, under-ground and being persecuted by the People in power (the White racists in South Africa and SW Africa and the Portuguese colonialists). They, however, survived and thrived. ANC was in opposition and under-ground for most of the time between 1912 and 1990 a period of 78 years. When democracy was introduced, it won with a good majority and it has continued to win ever since. Why did ANC thrive and survive while other Parties were emerging and disappearing? It was on account of a correct ideological diagnosis of the South African Society.

While other political parties were sectarian (racist, for instance), through the Freedom Charter of 1955, the ANC offered the therapy of multi-racialism. ANC offered South Africa the medicine that could treat the sickness of their society which was racism. The NRM, which Mzee Ssemogerere seems to detest although it gave him an opportunity to serve without “inhibition” for 9 years and separated from it of his own volition, has been winning elections even under multi – partyism because it gave the Ugandans the medicine they needed most non-sectarianism and security of person and property.

Mzee Ssemogerere contradicts himself. He says Obote and Amin established political military dictatorships where some people had to be saved, by Mr. Ssemogerere’s lobbying, from “dangerous go-downs” in Makindye (killing centres) and where thousands had to be released by Minister Ssemogerere from detention without trial.

Yet he seems not to approve of the NRM/NRA ─ the political – military force that had to end those dictatorships. He even finds it a problem that Serving Army officers (just 10 of them) are in a Parliament of 365 MPs all of them elected, either by the population or by the Army Council.

There is, however, something that Mzee Ssemogerere did not raise at all in his interview. Why did some Ugandan elites choose to start another Political Party in 1954-56 DP, when other Ugandans had already started another political Party UNC – to demand for Uganda’s Independence? If these elite were genuinely interested in Independence, was it not easier to work together? Or could it be that these Ugandans did not care about Independence? What was it that was in DP that was not in UNC? Why did our brothers and sisters in Tanganyika rally around TANU but our political elite here could not act together?

Could this failure be the reason for the turmoil that followed? Here, I do not have to talk about Kabaka Yekka (KY) and their chauvinist and opportunistic programme of involving the Kabaka of Buganda in partisan politics.

To round off this point, I would like to state that I am not against Political Parties. If that was so, I would be against ANC, Frelimo, Swapo, MPLA, Tanu etc. Mr. Ssemogerere knows that that is not so. He was a member of the cabinet when I had to struggle to make them agree to Uganda hosting the ANC fighters in Kaweweta, Ngoma. There was a strong position in the cabinet that our hosting the ANC would annoy the South African Whites and the Western Countries. Fortunately, people like Dr. Rugunda, the late Eriya Kategaya and others supported my position and we were able to host the ANC fighters until their country won freedom.

I am, therefore, never against political parties. I am always against sectarian parties using religion and tribes. See the chaos that is generated in the Middle East by this mistake; and even in North Africa. Parties that opportunistically try to manipulate the identities of people rather than crystallizing the legitimate interests of the people are a disaster for any country that has the misfortune to go through that experience. More, if necessary, will be said on this later.

In his interview, Mzee Ssemogerere blames the NRM. He says: “unfortunately, the Musevenis continued with their fighting”. Here, Mzee Ssemogerere was saying that we did not implement the Nairobi Agreement of power sharing with the Military Government of my friend, Gen. Okello; and that it would have been in the best interests of Uganda to continue with that agreement. We were, therefore, in the wrong to continue fighting. Of course, we did not want to continue fighting. We preferred peace.

However, we had made it categorically clear to the Okello side, which at that time included Ssemogerere, that the NRM/NRA would not tolerate any massacres any more. Remember there are 33 mass graves in the Luwero Triangle, each containing about 2,000 skulls. These people were not killed in combat or cross-fire; they were killed in cold-blood by the criminal soldiers. Why kill non-combatants, prisoners of war, children, women, etc? These were following the massacres of 1966 and the killings throughout Amin’s rule. Extra-judicial killings by deliberate action by Government agents had to stop. It was compromise enough that we sat down and negotiated with elements of the same Army that committed these massacres with impunity. It was part of the agreement that not only were the massacres to stop but the ones who had committed them had to be held accountable. The massacres did not stop. Massacres were carried out at Kibibi in Butambala and massacres were carried out at Kasaala in Luwero. That was the end of that agreement. We moved in to create a totally new situation for Uganda. That is what we did and Ugandans can judge whether we created a better situation or not. Certainly, the Ssemogereres and other multi-partyists could walk out of the Constituent Assembly (CA), over constitutional arguments using their democratic right to do so, while they stayed in the 1981-85 Parliament when Ugandans were being massacred.

Then there is another statement by Mzee Ssemogerere that is not correct. He says: “Ah, no. Museveni was on the retreat at the time. He was fleeing to the Rwenzoris. He only bounced back after the coup by the Okellos”. That is a falsehood. We did not flee to the Rwenzoris. We opened the 2nd Front after we had successfully carried out gun-raising operations in Masindi (20th of February, 1984) and Kabamba (1st January, 1985). We deployed the 11th battalion, under Chefe Ali, along with the sick, the political wing and the civilian workers to the more easily defendable Rwenzori Mountains; but kept the mailed fist of the NRA, the mobile Brigade under Saleh (1st battalion, 3rd battalion and 5th battalion) in the Luwero triangle. The 7th battalion, under Kyaligonza, was in the Wabusana areas and 9th battalion, under Kihanda, was in the Nkrumah area (Kiboga-Kyenkwanzi). It is the Mobile Brigade that, finally, defeated Ogole and Erica Odwar at the battle of Kembogo, along River Mayanja, on the 21st of June, 1985. It is those defeated troops that came back to Kampala and made the Coup of July. Therefore, Ssemogerere’s statement is false. On the Western Front, the late Fred Rwigyemera and the late Chefe Ali ambushed and killed Lt. Col. Obot, commander of the UNLA forces in the West and overrun Rubona Stock Farm where the UNLA had made a big camp, killing many soldiers of the Government. It was also in those days that the late Muammer Gadaffi dropped for us, by air 800 rifles and 1 million rounds of ammunition. Where did the Libyan planes drop the cargo, Mzee Ssemogerere? In the late Ruharo’s farm, in Nakaseke. Where is Nakaseke? Certainly, not in the Rwenzori but in Luwero area.

Finally, Ssemogerere continues to misunderstand the role of the Army in national affairs. Countries have different histories. It is correct to say that the army and public servants should not be partisan in politics. They should not, however, be barred from taking part in national affairs patriotism, unity, stability, development, etc. Ideologically, our army is patriotic and Pan-Africanist. Other armies are guided by different ideologies.

The main problem of the Obote and Amin Armies were not even partisanship. It was extra-judicial killings, looting of people’s properties, raping women, sectarianism, etc. Countries with a history of Resistance, always have and should have the Army playing some role in the national – not partisan affairs of the country.

In countries like China, the Soviet Union, South Africa, Angola, Namibia, Mozambique, etc. you have former freedom fighters – some of them with a military background ─ playing leading roles even in politics. Even in Western countries such as the USA, you get Generals being elected as Presidents or Ministers: Eisenhower, Kennedy, Carter, Bush the elder, George Marshal, John Kerry, etc. In fact, for a long time, service in the US military was a sine qua non, of being elected to high political office. If Ssemogerere could not see retired Army officers in the past, he has got a chance now; even Mzee Pangarasio Onek, retired peacefully after many years. When the economy improves and we are able to look after the welfare of soldiers and retired soldiers better, their life will be good.

A man identified as Imran Byekwaso, 35, strangled his 24-year-old wife, Hellen Naigaga, on Wednesday night. He later took his own life too. The two were residents of Nawambwa village in Nankoma Sub-county, Bugiri district.

Studies suggest around 30–40% of unmarried relationships and 18–20% of marriages see at least one incident of sexual infidelity

Studies suggest around 30–40% of unmarried relationships and 18–20% of marriages see at least one incident of sexual infidelity

The man’s body was found hanging on a mango tree behind his house while that of his wife lay on their marital bed. The motive of the crime has not yet been established.

The locals however pointed out that infidelity must have been the reason.

The village Local Council chairperson, Mr Karim Mukwaya, said the couple recently appeared before the Local Council court where the man accused his wife of having a love affair with a boda boda cyclist in Nankoma Trading Centre.

The couple quarrelled before the court and the man vowed to kill her if he ever caught her with the boda boda rider.

Bugiri District Police Commander Richard Musisi said the two bodies were transferred to Bugiri Hospital for examination. He urged the public to report cases of marital conflict to the police’s Child and Family Protection Unit to minimise domestic violence.

He is a graduate of the Nigerian Command and General Staff College. An infantry officer, Wamala has lead military campaigns, most notably Operation Safe Haven and Operation Iron Fist.

“Among the most important things I remember is the experience shared with the members of the class,” said Wamala. This is something you never find in the pages of strategy textbooks he said.

Gen. Wamala recounts his Army War College experiences after his induction into the International Hall of Fame.

“The course content prepares you for any appointment, in my case for example my next appointment was with the police. I was able to fit in to the police force and lead it for five years,” he said.

Wamala noted that he was a ‘geo-bachelor’ while attending the Army War College and thanked his wife for taking care of their family and supporting his career.

Nicholas Opiyo: Here Is Why We May Have Mis-Read Amama’s ‘Sacking’

The news of President Museveni’s appointment of Hon. Dr Ruhakana Rugunda to replace Hon. John Patrick Amama Mbabazi as the country’s premier flickered in on Friday morning.

What started as a rumor was confirmed later in the day by the government spokesperson, Ofwono Opondo and Sarah Kagingo, a Presidential aide on new media. Both posted on their social media platforms the official letter addressed to the Speaker of Parliament confirming the appointment of Hon. Dr. Rugunda as premier ‘with immediate effect’.
Amama Mbabazi standing with Dr Ruhakana Rugunda, the newly appointed Prime Minister of Uganda.

Expectedly, scores of analysts and media house descended on the story providing analysis and ‘context’ with many suggesting that the dropping of Hon. Amama was long overdue. They attribute this to what appeared a habouring of presidential ambitions by the Hon Amama. Rumors have for long now been doing the round that Hon Amama is eyeing the presidency in the 2016 general election.

This is when his aging boss (he recently held a birthday party saying he was 70) has shown no sign of retiring. At a party retreat last year he was hounded by junior members of the party. Mid this year, the party chief whip, the frumpy Kasule Lumumba appeared to lash at the former PM for failing (or is it refusing) to popularize the NRM resolution of Museveni as a sole candidate.

Some commentators have even suggested that the former premier had been tossed under the yellow bus and forced to publicly declare his presidential bid. Rallies were held in Kampala to thank the president for dropping Amama. In typical Amama, he issued a statement congratulating his successor and thanking the president for giving him the chance to serve the country. He offered himself to serve the ‘country'(read not NRM) in any capacity.

There is resounding silence from the Jacqueline Mbabazi (his wife’s) camp post his dropping. This itself is strange given that the lady had previously taken on the party hierarchy when challenged about her convert activities viewed as campaigns for her husband.

Rather than focus on the Amama, I draw my analysis from the choice of his successor, the Hon Ruhakana Rugunda. In spite of his warmth and ability to draw affection from across the political aisle, he cannot be aid to be a very astute politician in the murky waters of multiparty politics. He may have led the failed (disowned by Museveni at some point) Juba peace process, served as president of the UN Security Council, but Rugunda is a political failure at constituency politics. He was defeated felt in the NRM primaries in the 2011 round of elections.

He was only able to bounce back in cabinet and as an ex-official in parliament because of the magnanimity of the president who appointed him. It cannot be said that he commands a critical constituency. It can thus be safely concluded that his political fortunes is tied in the garment of the Museveni political calculations generosity.

But in finding what I think is the real reason for the change at the premier’s office; one has to look beyond Mbabazi but to Kyadondo road, the NRM’s headquarters and to 2016. Mbabazi after all is a long time friend of Museveni and declared personally that he will not contest against Museveni in 2016. Let’s take him for his words.

At Plot 10 Kyadondo road, Rugunda is the party’s election chief. He will preside over the party election and presumably lead the president’s country search for votes. At the same address, Mbabazi sits as the SG of the party but in fact only a shadowy SG given the appointment of Richard Todwong as Minister without Portfolio in charge of political mobilization. Museveni looks set to win the 2016 elections but needs a subdued legislature, not riotous and indiscipline lot as the current. Thus the party must invest in parliamentary elections.

In order for him to do that, he needs the vast resources of the OPM to provide an outlay for the many NRM cadres seeking election. It is an open secret that the ruling party has often times used the hundreds of projects in the OPM to promote party candidates. This has been so in areas where the NRM had difficulties winning elections such as Northern Uganda, Teso sub-region.

Government programs are presented as an NRM program and aspirants tagged along either as having lobbied or as implementers of these projects. Beneficiaries are chosen along party lines as rewards for their loyalty to the NRM.

Hon Rugunda is on a mission to accomplish this task and deliver a fresh lot of NRM MPs and other lower level leaders who will not burden the old man but owe their elections to his ‘generosity’ and ‘magninity’ Massive OPM programs will now be unleashed to NRM structures through its party EC Chairman, now PM.

In my view that is the real reason for the unusual reshuffle. My guess is that Amama will bounce back in some way. A 40 year friendship is not ended so easily.

Club Mega Fest: International Stars Bash Organisers Over Poor Organisation

0

The Saturday Club Mega Fest at Namboole was a success story, with thousands of party lovers attending.

However, there were a lot of things that almost failed the show. From starting late to poor sound system. Then some of the musicians who had been scheduled to perform at the venue also failed to take to stage.

Patra’s performance, which most of the female fans (mostly dressed in Patra shorts) were looking towards to partying, was way below their expectations.

She was failed by the sound system that made her performance, which was characterised by lip synching made it a mere joke. She was so disappointed and left only after 15 minutes.

At one time, the frustrated revellers started throwing plastic bottles at the comedians who were on stage. Neither could the warning from the police nor jokes could calm them.

The bottle throwing only stopped after the comedians left stage, and consequently normalised after Bebe Cool, followed by Shaggy came to stage.

Shaggy left stage but again it took over 20 minutes for the next artiste, Burna Boy to come onto stage.

The crowd waited for Mafikizolo, who were only performers who hadn’t been on stage but they didn’t show up until when the revellers lost patience and started exiting the stadium.

On Sunday word started moving that the South African singers refused to sing because they had a show the following day at Serena Hotel.

However, Club Pilsner, the organisers of the fest denied this in their Sunday press statement.

“We apologise that one of the international acts, Mafikizolo, was unable to perform. The show was meant to kick off at midday but due to the heightened terror alerts, the security sweep of the entire venue took longer than anticipated,” Club wrote.

It added that they were later at around 2am informed about some security concerns and were advised to wrap up the show within the hour.

“Therefore Mafikizolo were unable to perform because their set was in the excess of an hour.”

But according to insiders who were back stage, the South African duo refused to take to stage citing “unproffessional organisation”.

They accused the organisers of having kept them backstage for over four hours to go on stage and a poor sound system.

Burna Boy also Sunday took to twitter to express his disatifaction with the organisers.

“We love our Ugandan people and for this reason alone, we will definitely be back for a proper Burna Boy show. We were kept waiting for hours backstage, when it was time to perform there wasn’t even a mixer. But we soldiered through. We will be back!” Burna Boy tweeted.

“Thanks to all the fans who came out last night. We faced major challenges, bad sound and poor organization backstage. We soldiered through.”

Meanwhile, Club also clarified on Chameleone’s failure to turn up. “It was also unfortunate that our own Chameleon was unable to perform. He was unable to secure return transportation from a gig in South Sudan.”

Museveni Appoints Ruhakana Ruganda New PM

0

President Yoweri Kaguta Museveni has with immediate effective sacked Amama Mbabazi as Prime Minister of Uganda and appointed Health Minister, Ruhakana Ruganda as new minister.

The Government spokesperson, Mr Ofwono Opondo has confirmed the latest reshuffle in cabinet.

“President Yoweri Museveni has today with immediate effective sacked Hon Amama Mbabazi as Prime Minister and appointed Dr Ruhakana Rugunda, formerMinister of Health as the new minister,” Ofwono Opondo told the press.

Ofwono has said the reschuffle has only affected the Prime Minister’s office, “No other minister has been affected”.

Asked if there are any reasons for the reshuffle, the spokesperson said “The President doesn’t need to give any reason for reshuffling his cabinet”.

He said Mbabazi had made an undertaking that if appointed Prime Minister, he would relinquish the office of the General Secretary so that he allows someone to be full time.

“Three years down the road, he went back on his word,” Ofwono explained that it could have provocated the decision of the president.

Dstv Confirms Miss Uganda As Big Brother Representative

0

Dstv, the providers of Africa Magic, on which Big Brother Africa is hosted has Thursday confirmed the reigning Miss Uganda Stella Nantumbwe alias Ellah is Uganda’s representative.

“The feisty Ellah is the reigning Miss Uganda and if she were an animal, she’d be a lioness, because of all the power that comes with it. She promises Africa a “cocktail of personality” with a rough edge,” Dstv posted on Facebook a few minutes back.

She was confirmed alongside other two contestants, Butterphly from Zimbabwe and Alusa from Kenya.

However, the confirmation of Nantumbwe as Uganda’s representative is not news to UGO readers. In our 2 September news, we broke to you the news of Nantumbwe’s being Uganda’s ambassador in this edition; Big Brother Hotshots.

The event could have been underway by now but it got a big set back when fire gutted down the house in which it was to be hosted.

This was just 5 days away from the day it was set to launch.

Meanwhile, M-Net and Endemol SA over the weekend confirmed a new house had been found in Johannesburg, South Africa and a new date for the launch of Africa’s biggest reality show was set.

The show will launch on Sunday 5 October AT 19:00 CAT with participants from 12 Countries: Botswana, Ethiopia, Ghana, Kenya, Malawi, Namibia, Nigeria, South Africa, Tanzania, Uganda, Zambia and Zimbabwe.

Nigerian star IK Osakioduwa, will once again be the host for the fifth time in a row.

Bobi Wine-Kato Lubwama War Turns Into Veterans Vs Young Musicians

0

Kato Lubwama’s Saturday attacks on singer Bobi Wine seems to have opened up a verbal war between the old singers and the younger breed.

This is after Kato Lubwama, while appearing on the Talk and Talk show, a musical program aired on Dembe Fm told said that Bobi Wine is talentless and his being in the music industry is a misplacement.

He added that Bobi Wine’s crew member, Nubian Li is far better a singer than Bobi Wine. “He (Nubian Li) is actually supposed to be the president of Fire Base,” he further said.

And as expected, Lubwama’s words attracted no kind words from the fresh breed singers among who included producer Aydee and Bobi Wine himself, who were part of the panel discussing the Ugandan music industry.

There was a steamy verbal exchange and the show which was airing live had to be stopped for some minutes until normality was restored.

“So Kato lubwama had some nasty stuff to say about Bobi wine’s musical career, really? I personally respect Kato as a seasoned playwright and radio presenter (but not a singer),” said Aydee, the other half of the Ngoni duo, after the show.

“He is not a celebrated musician and normally when u attempt at something and fail, you automatically disqualify yourself from criticizing those that made it.”

The veterans have also shot back with Edward Sendi, who once had a stint at music and was also part of the panel by the time of the attacks, saying their failure to make it in the music industry can’t stop them from critiquing those who are not making “good music”.

“I have felt it prudent to throw some light on yesterday’s Dembe fm’s Talk&Talk show which was broadcast live from Bat Valley Theatre. Bobi Wine said that people like me, Jenkins Mukasa, Ras B Ssali, Joe Tabula and Robert Ssegawa were once in music and failed so quit and therefore we are out to frustrate the “young” musicians (who are) riding the waves today,” Ssendi Sunday wrote on Facebook.

“I will speak for ma self here – I’m not frustrated, and I’m not at all sour grapping over the success of any musician BUT only out to critique and give wise counsel to the many in action and those intending to join the industry.”

He added that as someone who has been there (in the music industry) he knows something however little about the industry.

“So when I say a singer ‘stole’ a Jamaican rhythm much as the song is very good and I might be dancing to it, I have to let the public know the truth. If I say please girls always wear clean and black under panties while on stage, I’m correcting a mistake.”

He further said that the use of “you quit and now a failure” is only a plot to divert the public from the real issue.

“Sad that when I come out to promote/compliment any local music nobody comes out to compliment me. When I bring you business, you never call it envy…. why do you only come out when I point out your wrongs?!”

Ssendi further advised the fresh music generation to stop “hiding under the ‘what does he have’ question.”

“People who have never have to blow their trumpets over what they do. Next time I will write about the musicians who claim to own houses , cars etc yet they actually don’t own even a single set of costume for stage.”

Youth Descend On Catechist Over Transfer of their Favorite Priest

0

A group of 15 youth in Kalongo Town Council, Agago District on Tuesday attacked a catechist attached to Kalongo Mission and beat him up, leaving him with serious injuries.

Mr Faustino Lutoo was hospitalised after he was injured on the head following the attack while he was reciting a rosary with other Christians at the church.

The angry youth accused the church leader of masterminding the transfer of the Rev Fr Didier Umbo from Kalongo Catholic Mission to Mbarara Catholic Mission last week. They demanded to know why Fr. Umbo, who was the people’s favorite priest at the church, was transferred.

It is alleged, the youth threatened to kill him if he did not explain the reason behind the priest’s transfer. However, before the catechist could explain, the youth descended on him.

Mr Lutoo was taken to Kalongo Hospital where he was still receiving treatment by press time.
Fr Umbo, a Congolese national, had worked at Kalongo Catholic Mission for five years and he had built a strong relationship with the youth Christians in the region.

Agago District Police Commander Mathias Muge confirmed the incident, adding that police have already started its investigations into the matter.

“We want to engage the youth in the area, during our community policing dialogues on the dangers of taking laws into their hands. Transfers are normal in all institutions,” Mr Muge said.
