Ugandan Government Denies Violence Against LGBT

Hon. Rev. Fr. Simon Lokodo, Minister Of State For Ethics And Integrity, released a statement aimed at portraying how the government feels about the activities of the LGBT in Uganda.

Lokodo revealed that the government has learnt of the ongoing promotion of activities of the Lesbians, Gay, Bisexuals, and Transgender (LGBT) Movement in Kampala, who with the influence of some foreign forces had organized week-long festivities in different locations in Kampala and Wakiso Districts.

The promotion of these festivities, which would purportedly have culminated in a “Gay Parade” on Saturday 6th August 2016, is criminal and illegal because they had not been cleared by the Uganda Police Force, and are against the laws of the Republic of Uganda; specifically the Penal Code, which is built on precedents, set in many other countries.

Gov’t therefore wishes to emphasize that whereas the promotion of homosexuality is criminalized under the Penal Code, there is no violence against the LGBT community in Uganda – contrary to some claims made loosely by proponents of this movement.

On Thursday 4 August, a group of LGBT members assembled at Venom Pub, Kabalagala, for a meeting without police clearance. Uganda Police was subsequently alerted and the assembly was disbanded and the participants cautioned. No one was hurt or injured during the exercise.

The Penal Code Act of 1950(Chapter 120) (as amended) Section 145. Unnatural offences. States that; “Any person who” –

(a) has carnal knowledge of any person against the order of nature;

(b) has carnal knowledge of an animal; or

(c) permits a male person to have carnal knowledge of him or her against the order of nature, commits an offence and is liable to imprisonment for life.”

Section 146. Attempt to commit unnatural offences states that;

“Any person who attempts to commit any of the offences specified in Section 145 commits a felony and is liable to imprisonment for seven years.”

Section 148 – on indecent practices states that-

“Any person who, whether in public or in private, commits any act of gross indecency with another person who procures another person to commit any act of gross indecency with him or her or attempts to procure the commission of any such act by any person with himself or herself or with another person, whether in public or in private, commits an offence and is liable to imprisonment for seven years.”

In our society, our African values and cultures consider sexual activity to be private and personal, and it is not conducted in public. Certainly, neither is homosexuality.

It is for this reason that the promotion of ‘gay’ activities is unwelcome.

He goes on to say: we have noted that the promotions being held are aimed at mobilizing people to join this LGBT movement, which interestingly goes against the argument that gays are “born” that way. We are aware that there are inducements, including money, being offered to young people to promote the practice.

The Constitution of the Republic of Uganda (as amended) under Article 31(2a), reads: On Rights of the family,

“Marriage between persons of the same sex is prohibited.”

As a country we need to strengthen the defense of our cultural values and our belief systems in order to;

  • “Protect the traditional family units from emerging internal and external threats.”
  • ” Uphold that same sex attraction is not an innate and immutable characteristic.”
  • “Protect the cherished cultural, legal, religious, and traditional family values of the people of Uganda against the attempts of sexual rights activists seeking to impose their values of sexual promiscuity.”
  • “Protect the children and youths of Uganda who are made vulnerable to sexual abuse and deviation as a result of cultural changes, uncensored information technologies, parentless child developmental settings and increasing attempts by homosexuals to raise children in homosexual relationships through adoption, foster care, or otherwise.”
  • Promote the National Ethical Values Policy, which was approved, endorsed by Cabinet and launched by His Excellency, Gen. Yoweri Kaguta Museveni on 8th October 2013. This policy provides for ten values that Ugandans cherish and which is basis for our National aspirations.

Government will not condone the promotion of the illegal activities of the LGBT movement. Through the Uganda Police Force, Government worked to ensure that the criminal and illegal activities of the Gay community were halted and will continue to suppress them.

The organizers of the Gay Parade which had been planned for Saturday 6th August 2016 are advised to stop their activities immediately. The public is called upon to refrain from joining and participating in Gay activities.

The law is clear that the promotion of LGBT Movement activities is criminal in nature and intent, and offensive to the laws of the Republic of Uganda.

“I therefore, call upon all stakeholders, Ministries, Departments, Local Governments and other agencies of Government, Faith Based Organizations, Civil Society Organizations and the Media fraternity to join Government to curb the escalating levels of immorality by upholding and integrating the National Ethical values of Uganda into their daily life and work.”

A program to rehabilitate members of the LGBT Community, with the ultimate aim of giving them a chance to lead normal lives again has been developed.

Government remains committed to ensuring that Ugandans live to their cherished values and principles.

Did you know that Uganda is one of the only three countries in the world that host the small living population of the mountain gorillas. Of the estimated total population of about 1000 mountain gorillas, Uganda hosts about 480 gorillas, almost half of the remnant population.

Uganda’s gorillas are found in two national parks; Bwindi Impenetrable Forest National Park and Mgahinga National Park. Within these two national parks, gorilla trekking is the most popular adventure that is carried out within both parks.

Bwindi Impenetrable National Park

Bwindi hosts the largest population of the mountain gorillas in any given national park. The park is home to more than 450 mountain gorillas. These great apes live in families though there are solitary ones that live and wander alone in the forest.

There are over 36 gorilla groups in Bwindi but only 11 are full habituated for tourism purposes. Gorilla habituation is a process that takes about 2 years for these apes to get used to human presence. There are four trailheads in Bwindi where gorilla trekking is conducted each of which has habituated gorilla family. They include Buhoma sector, Ruhija sector, Rushaga and Nkuringo sector.

For those who would like to see the mountain gorillas in the wild, Uganda is the ultimate destination to visit. Gorilla trekking is a captivation and unforgettable experience which more than repays the effort needed to reach Bwindi and to trek through the forest.

Bwindi has seven habituated gorilla groups that are tracked by tourists. Three of these are in the vicinity of Buhoma and one at Nkuringo Gorilla tracking is Uganda’s most sought after tourism activity. You should book well in advance to ensure that permits for your requested dates are available.

Gorilla tracking can be challenging and you need to be reasonably fit. Registration and briefing for gorilla trekking is done at the Buhoma park office, Ruhija, Rushaga and Nkuringo. Briefing commences at 0745 hours tracking states at 8:30am and can last from a few hours to the whole day depending on where the gorillas are in the forest.

Other Than the gorillas, What Else Lies in the Forest?

Just outside the forest there are several local communities including the ancient pygmy people of Batwa tribe who used to stay in the forest. On the Batwa Experience, you will learn about the culture, traditions and lifestyles of these people. The Batwa will show you the greatest level of hospitality that you won’t even hesitate not to tell your friends about.

The forest also hosts a diverse flora and fauna. There are different animals that you can see along the walk into the forest. These include forest elephants, monkeys, antelopes etc.

Peter Ssematimba Fires All Staff At Super FM

Embattled Busiro South Member of Parliament and owner of Super FM, Peter Sematimba has sacked all of the entire staff at the radio station.

According to news getting to our desk, the bad news has been revealed to the workers in a meeting held Tuesday morning.

It is reported that prior to taking the decision, Ssematimba had not paid salaries to his workers for eight months now.

Apparently their would be salaries were dedicated towards the February elections.

Fortunately, he emerged victorious, sending his employees into celebrations; of both his victory and hope for their salaries. However, their excitement was short lived as his victory was overturned following a successful petition by his rival, Steven Ssekigozi.

The decision came before he even got his salary as an MP. The decision to throw him out of parliament was premised on his lack of the minimum qualification to be an MP.

He retained his seat pending the decision of the Court of Appeal, where he lodged his appeal.

But will he have attained the minimum qualification by the time the Court of Appeal sits to hear his appeal? Your guess is as good as his!

Perhaps he sees himself not far away from Parliament’s exit an has already started preparing for life outside parliament.

First, by cutting costs by laying off workers with immediate effect. Those who wish to stay have been told they can only stay as volunteers, who will be working without pay.

Meanwhile, the court of appeal is to start hearing his appeal soon.

UMOSPOC Challenged On Poor Rally Organisation

It has been over a week now since controversy rocked the in the 5th round of the Uganda National Rally championship where rally drivers hardly finished the rally.

In a surprising twist, provisional results were confirmed and Jas Mangat declared winner of the Kabalega rally without a penalty imposed on; Mangat was let off with a mere caution though Mangat and other 19 drivers had violated article 19.10 of the competition regulations.

Reports reveal, 20 drivers have signed a document which they intend to hand in to the Federation of Motorsports Clubs of Uganda (FMU) declaring their decision to boycott all rally events organized by Uganda Motorsports Club, after the club failed to manage the Kabalega Rally; drivers claim the rally was unsafe.

The Clerk of Course who organized the rally route, Charles Ssemengo however, said he has already requested FMU to allow UMOSPOC organize the rally next year. He says there is a 50/50 chance the rally will be held in Hoima and Masindi again but he was less worried if some drivers decide to boycott the rally.

“As long as I get four drivers and also UMOSPOC can have that number of drivers, like it or not that rally will go on. Remember the rally still counts on the national championship so even if they boycott the rally they do it at their own risk…they are likely to lose points on the championship,” said Ssemengo.

Uganda Police Speaks Out On Viral Brutality Video

Even before the conclusion of investigations into the recent police brutality on the supporters of former FDC president, Kizza Besigye, another video has emerged, in which a police truck appears to have deliberately knocked down a man walking by the roadside and drives away.

According to NTV, the first to release the video, the incident happened a few days back as Besigye, who had just secured bail drove through Kyebando, a Kampala suburb.

Speaking out on the video that has since gone viral on social media, Police says they have instituted inquiries in response to a video footage.

“The alleged victim, who is still unidentified, was maliciously charged and kicked at by another unidentified man with a helmet and in civilian attire, whom many claim to be part of security. We do admit that the alleged actions by the police driver in the video footage are concerning and highly regrettable by management.

As a result, the Professional Standards Unit (PSU), upon reviewing the footage, is working hard to identify the victim, the police pick-up, its driver and car commander, which officers will have to be suspended from operational duties, pending outcome of the investigations. It will in addition, use the video to justify evidence of professional misconduct by selected officers undergoing disciplinary court processes,” reads a statement by police spokesperson, Fred Enanga.

Meanwhile, the police further encouraged the filming and release of videos on sensitive police related incidents, as a very important step in promoting transparency in the course of our duties.

“This is consistent with our commitment to increased transparency through various rectification campaigns, which is essential in rebuilding and strengthening our trust with the public’s we police. We are meanwhile engaging and re-engaging our officers on the minimum use of force, through better communication especially intense and fast moving public order policing situations. For this we are confident of our ability to continue protecting the safety and security of all Ugandans and visitors, whom we request not to judge the entire police force by the actions of a few bad officers.”

This comes at a time when the police is under intense pressure over the recent beating of Besigye’s supporters. Over five police officers are being investigated over the incident.

Dana: The Swedish Lady Fighting To See A Clean Uganda

“From my childhood, I have always read about Uganda being the pearl of Africa. My dream was always to get to this beautiful place. My first time in Uganda was in 2010. While on a bus to Soroti, a lady seated next to me drank water from a bottle and threw it out upon finishing. On reaching Soroti, the town was all littered with Rubish,” said Dana Simovic, a Swedish lady behind and initiative to have a clean green Uganda. She was addressing media, Friday.

She says that the rubbish she saw all over the place pushed her into thinking on how she could help Uganda return to the green clean country that she had been reading about.

“I thought of beginning with the young generation to save their future. I knew this was a very big task I was undertaking but once you are doing something that you love, nothing can stop you. But before I could begin anything, I had to first fly back home (Sweden) to draw my plan.”

While here, she told her relatives about her idea “and they all asked, ‘Are you crazy?! You don’t have resources, how will you achieve this?’”

But the lack of funding didn’t stop her from pursuing her dream. She mobilised her resources and returned to Uganda.

At the moment she has managed to convince nine primary schools towards her dream of having a clean green Uganda.

Among these include; Kibuli Demonstration School, Kitebi, Bright and Kabowa Church of Uganda primary schools among others. At these schools, the pupils are taught how keep a clean environment and the benefits of a green environment. They are equipped with urban farming methods, given tools and seeds to plant at their schools.

“We encourage pupils and teachers to plant trees. Some science Teachers use the gardens for teaching purposes like mulching, pruning etc. Dana came with new things. We also got new skills. We never knew the importance of trees apart from firewood and furniture but we now know. But now we are able to grow crops and plant trees. We have been skilled on how to grow crops even those in urban areas. Thank you alot Dana,” said Justine Alowo, a pupil from Kabowa church of Uganda.

She says she has a dream of extending the project to other areas “but it is not an easy thing because it is not about dealing with pupils alone. I have to bring their teachers on board. My dream is to cover all primary schools in Uganda. With the help of Ministry of Education, the number of schools will increase. I believe I am to be here in Uganda forever!”

Since her first trip to Uganda, Dana has been here 18 more trips to and fro Uganda.

Meanwhile, Dana emphasised that her idea is not about farming alone but having a clean environment is her number one priority.

“This is not about farming and planting trees only but it is a healthy program. This generation is to help the future. I am a mother and a grandmother so I have a feeling it’s children who can save their future. Because you have alot of diseases today, if this generation gets a clean environment, the numbers of diseases will have reduced in 20 years from now.”

On why she chose primary pupils for her program, she says that because these will be joining secondly and universities thus taking this knowledge with them. Dana has since been joined by musicians on her initiative. Among these include; Ragga Dee, Producer Washington, Coco Finger, Rema, Jay I, Levixone, Chris Evans among others.

Speaking on behalf of artistes, Washington said that she joined Dana’s project because he found it good for the future of Uganda.

“None of the artistes was paid to be part of the project. Money shouldn’t be the motivation to everything. If we change this mindset, we would be very far. Dana, are you aware I am the most expensive producer in East Africa? You are so lucky that you got me free of charge!” he joked.

The title of the song recorded is called Keep Going.

He added that the main motivation for being part of the project was because he has ever been to Sweden and knows how clean it is. “I would wish the same for even Uganda.”

Nanyondo Still Focused Despite UK Visa Denial

Uganda middle distance runner Winnie Nanyondo was to test her endurance during day two (Saturday) of the diamond league in UK but she was surprised to be served with visa denial message hence she couldn’t travel to UK, for what she had regarded as trial a head of Olympics.

“It was going to be a moment of good test before Olympics but all failed and now I have to stand up and endure the suffering. I have to still be working hard ahead if Olympics and my goal remains a medal from Olympics next month,” said Winnie Nanyondo who is training with other two (Ronald Musagala and Halima Nakayi) athletes on Olympics bound team at Mandela national stadium.

Nanyondo said that it was disappointing but moving on will gain her a lot than weeping yet only days are remaining for Olympics in Brazil.

At the 2014 Commonwealth Games, Winnie Nanyondo finished 3rd behind Eunice Sum (Kenya)and Lynsey Sharp (Scotland) to win the Bronze medal in the women’s 800m final in Glasgow. And now she is looking on to improve (medal status) and win either gold as first priority or silver medal.

She is looking ahead to make history as no Ugandan lady has ever won a medal in Olympics.

“It will be historical and I am worried of nothing to break the jinx of ladies not winning medals for Uganda in Olympics,” she added.

She was denied visa due to the fact that the UK visa office wasn’t aware of the athlete’s financial status yet it’s one of the crucial information they wanted to be provided with before giving out visa.

UNBS Rolls out e-verification Service to Combat Counterfeit Products

Consumers will soon be able to electronically verify whether the products they are about to buy are genuine, of good and standardised quality or not.This follows a move by the Uganda National Bureau of Standards (UNBS) to roll out a phone powered traceability and e-verification service called e-tag to combat the prevalence of counterfeit products on the Ugandan market.

Using this product, customers will be able to detect forgeries of labels by sending the digits of the labels to code 141. The code will be redirected to the centralised computer system where it will be verified.This follows the successful pilot launch where the body partnered with the Ministry of Agriculture to kick-start the e-verification of goods in the agriculture sector.

Dr Ben Manyindo, the executive director UNBS, said the e-tag will create a robust channel for not only quality verification and auditing, but also verifying the source of commodities plus their conformance with the acceptable quality standards under the Ugandan law. “We have a challenge in the market and we have been with this challenge for a longtime,” he said at Uganda Manufacturers’ Association in Kampala last week. He added: “There has been a challenge of substandard and counterfeit goods in the market for so long,” he said.

However, manufacturers have expressed worry that the additional charge for the e-tag will lead to an increase in the cost of the product.“We shall have to transfer the costs to the end product,” said Regina Nakayenga, a wine manufacturer.

But Dr Manyindo said the extra cost will be only one per cent of the unit cost of the products. He also said the new software will benefit manufacturers, distributors and consumers of fast moving consumer goods and other commodities to access critical information about the individual commodities at the point of purchase.
He revealed that 1.1 million tags have been sold especially to the agriculture sector alone. The system is being replicated in other sectors as well.

Empowering consumers

The e-verification service aims to empower all Ugandan commodity consumers and generate more than Shs1 billion in aggregated value per year thus supporting the Ugandan government in partnership with the manufacturing industry.

Gaetano, Crystal To Host New TV Show

The Former Uganda representative for Big Brother 2003, Gaetano Kaggwa, and Sanyu FM presenter Crystal Newman are set to host the NSSF Friends with Benefits show which will air on NTV and Urban TV in September until November.

The TV show, which is a result of a campaign that NSSF started so as to educate its members and Ugandans on the importance of adopting a saving culture and utilizing their benefits effectively will feature inspiring stories of NSSF beneficiaries and will air every Sunday.

The stories will show how careful planning and tactful saving can indeed bring dreams to life.

Gaetano said: “I am very excited and looking forward to hosting the Friends with Benefits TV show. Ordinary people with special stories having the opportunity to win so much is very inspiring.”

He previously co-hosted the television show Studio 53, a travel magazine program which ran weekly on MNET with South Africa’s Rosie Motene in the late 2000s and Tusker Project Fame All Stars reality TV show in 2011.

The finalists were required to submit a short story of less than 100 words to a panel of judges who chose the best 20 stories to be presented to the public in a televised show.

Stella Nyanzi Joins Africa’s Top Varsity As Researcher

One of Africa’s biggest universities has secured the services of Makerere researcher, Stella Nyanzi.

The good news was passed to her fans Sunday by herself, indicating she will be joining the third best University in Africa, Stellenbosch Institute for Advanced Studies.

According to a recent University ranking, Stellenbosch Institute for Advanced Studies ranks 3rd in Africa while Makerere University comes at 25th position.

“I am very excited about starting my Research Fellowship at Stellenbosch Institute for Advanced Studies. It is great to join an academic space that values the role of research and researchers in Africa. I am grateful to resume and plunge into producing academic research knowledge without any encumbrances. I was born to do research!”

According to its website, STIAS (The Stellenbosch Institute for Advanced Study) is situated on the historic Mostertsdrift farm in the heart of Stellenbosch. The idea for such an Institute was first conceived in 2000 and was immediately positively received by the local and international research community.

However, it was only in 2005 when a donation from the Marianne and Marcus Wallenberg foundation enabled STIAS to build a modern research and seminar centre that the Institute came into its own.

Here, sustainable architecture and beautiful, tranquil surroundings have been fused to form a ‘Creative Space For The Mind’ where top researchers and intellectual leaders are nurtured and encouraged to find innovative and sustainable solutions to issues facing the world and in particular the country and the continent of Africa.

To counter the loss of its best minds and promising young leaders, it provides the opportunity for high-level research and intellectual development in an international context. It is attracting some of the world’s leading scholars and researchers and is enjoying international growth and recognition.

Nyanzi’s latest offer comes less than two months following her suspension from Makerere Institute of Social Research after she protested the closure of her office, an act she believed was illegal.
