MUSEVENI: Uganda is a world premier tourism destination

President Yoweri Museveni has said that there is no better place for tourism in the world than Uganda.

The President made the remarks at the Uganda Giants’ Club Conservation and Tourism Investment Forum that took place at the Lake Victoria Serena Golf Resort and Spa Hotel in Wakiso district on Friday

Museveni said that from his geography studies while in school and travels around the world since he became President, he has not seen any part of the world more interesting than Uganda.

“Uganda’s lowest point is 650 meters above sea level while the highest point is 5009 meters above sea level. This location makes Uganda unique for agriculture and tourism,” he said.

He said that this location enables the country have good flora and fauna.

“Whatever tourists want to do in agriculture and tourism can be done in Uganda,” he said.  Museveni said that tourism is a very big industry in the world hence the need to talk about conservation and also the business opportunities it brings.

“Tourism accounts for 9% of the global GDP (USD 6.6 trillion) and out of 11 jobs in the world; one job is in tourism. When we talk about the conservation, it is not just coming out for nature but having business goals. We can get a lot of money from tourism,” Museveni told the delegates.

Museveni said that despite the inefficiency of the administrators and policy people, the tourist arrivals in Uganda have grown from 700 people in 1986 to over 1.3 million people. He noted security; strong laws against poaching and infrastructure development, have contributed to the rise in tourist numbers. “There are still a few gaps but otherwise we have a sufficient system here. Here, we never need the United Nations. Here we guard ourselves,” he said.

Museveni called upon the Uganda Wildlife Authority (UWA) and other actors in the tourism sector to develop these products by adding the cultural elements so as to help tourists understand the history of the places, people and animals saying that some of the birds and animals are not found in the countries where tourists come from and therefore they merely describe the animals and places.

“When studying biology in school, they were using many Latin names like medulla oblongata. We need to also store the knowledge of the ancient people and share it with the world,” he said. President Museveni said that his government is committed to working on roads adding that it would work on roads to Karamoja’s Kidepo National Park.

Paul Alistair of the Africa Wildlife Foundation said now is the right time for the Giant Stars to get into Uganda. “The Giant Stars are aligned for Uganda and are looking at five National Parks: Murchison, Kidepo, Queen Elizabeth and Semilki,” he said.

He called for the development of more infrastructure such as road and accommodation facilities saying that Uganda has a lot to offer to tourists.  “There is a diversity of products and tourist attractions. Apart from the chimpanzees, Uganda is home to many bird species that cannot be found anywhere else in the world,” he said.

The Minister of Tourism, Wildlife and Antiquities, Prof. Ephraim Kamuntu, said a new chapter has been opened in Uganda’s tourism and conservation efforts. He called upon the different actors to march the words spoken at the event with results.

First Chinese Firm Gets License to Develop Free Zones

TORORO, Uganda–The Uganda Free Zones Authority (UFZA) has issued a Developers’ License to China- Africa International Industrial Co-operation Company Limited within Sukulu Industrial Park, Tororo District.

China- Africa International Industrial Co-operation Company Limited is a subsidiary of Guangzhou Dongsong Energy Group (U) Co. Limited and is a limited liability company.

The Developer will establish three plants in the Free Zone, namely; a mine dressing plant, phosphate fertilizer plant and one steel plant. Additionally, the Free Zone will house Operators who plan to establish one glass plant, one brick plant and a cement superfine slag powder plant.

The various companies are indicated to increase the Country’s GDP which is currently at 21% by investing up to a tune of over one billion dollars (US$ 1.2b) by 2024.

The Minister of Finance, Planning and Economic Development Matia Kasaija noted that the establishing of fertilizers plant in Tororo will support the development of Agriculture sector in the country.

“The Phosphate Fertilizer Plant products are vital in improving agricultural productivity for poor rural households and commercialised farms in Uganda to meet the food security needs and to promote sustained increases in income” he explained.

He added that Uganda has one of the highest soil nutrient depletion rates in the world and it has one of the lowest rates of annual inorganic fertilizer application – only 1.8 kg per hectare.

The World Bank calculated that the value of replacing depleted soil nutrients could be 20 percent of average rural Ugandan household income. Promoting fertilizer use is therefore crucial to sustainably increase agricultural productivity in Uganda and beyond.

According to Jane Guo, the CEO of China-Africa International Industrial Cooperation Co. Ltd, the establishment of the various industries in the free zones will create over Seven thousand (7,000) direct and indirect jobs by the year 2024.

“These will certainly spur economic development and improve the standards of living of the employees and their families. This is a welcome contribution towards addressing the unemployment gap in the Country.” She said.

Commenting on the production capacity of the plants to be established at the International free zone (sukuru in tororo) Gue said the plant has the capacity of producing enough for the Ugandan market.

“We shall establish a dressing plant with annual processing capacity of 1million tons, a phosphate fertilizer plant with annual production of 100,000 tons, a steel mill with annual production of 300,000 tons, a glass factory with annual production of 55,000 tons, a brick factory producing 100 million brick per year” She explained.

SAP Skills 52 to Drive Digital Transformation in East Africa

NAIROBI, Kenya–Digital transformation initiatives in East Africa received a welcome boost this week as 52 skilled youth graduated from an expanded East African SAP Skills for Africa program.

Speaking at a graduation ceremony held at the Kenya School of Government in Nairobi, Head of SAP Skills for Africa Meena Confait said every one of the graduates have already been placed at partner and customer organizations in the region.

“This year marked our first expanded East Africa program, with candidates from Kenya, Uganda, Rwanda and Ethiopia completing their training in key SAP solutions. In line with our commitment to diversity, we are also proud to announce that 40% of graduates are female. We wish all graduates well as they enter the regional workforce and apply their hard-earned digital expertise.”

SAP Skills for Africa is a skills development initiative between SAP Africa, its customers, and various public and private sector partners, and focuses on training and certifying graduates in a broad spectrum of SAP software and business solutions. Since its inception in 2012, it has provided training and industry job placement opportunities for more than 400 consultants, with more than a third of them assimilated through the partnership with the ICT Authority.

In January, Skills for Africa received the prestigious Hasso Plattner Founder’s Award, the highest accolade awarded by SAP to an individual or team from around the globe, for its impact on digital skills development in Africa.

Bank of Uganda Reduces CBR to 9.5%

KAMPALA, UGANDA- Determined to restore high economic growth rate, private sector credit and to bring about low lending rates, Bank of Uganda has reduced Central Bank Rate (CBR) to 9.5 per cent from the previous 10%.

The BoU Governor Prof. Emmanuel Mutebile said there is a need to support the private sector and this can be done in many ways including the reducing of CBR.

“The country’s economic activities are slowly gaining momentum a cautious easing of monetary policy is warranted to boost private sector credit growth and strengthening the economic growth momentum” He explained

Mutebile noted that the growth in private sector credit however remains sluggish and this may affect the country, to achieve its economic growth projections which stand at 5.0% to 5.5% in the financial year 2017/2018 which is bit lower than estimates of potential GDP growth.

The slow Economic growth according to the governor is attributed to the poor performance of the Agriculture sector which is the major source of income to about 75% of Ugandan.

Quoting the UBOS report Mutebile said that the country recorded recovery in the second half of the financial year 2016/2017.

“Quarterly growth rates of only 0.6% and 1.1% were recorded in the first two quarters of 2017/2017 mainly because of bad weather that affected the agriculture sector .But growth rates accelerated to1.8% and 1.9%respectivelly in the third and fourth quarters of the financial year” Mutebile said.

Commenting on the Economic outlook for the next quarters the Governor promised that the outlook will look positive because of the supported accommodative monetary policy, improvement in public investment and improvement in the global economy

MP Kakooza Survives Lynching at Burial of MP Mpuuga’s Father

LWENGO – What started as mourning the death and burial of Mzee Vincent Nsamba (76 years); father to Masaka Municipality MP Mathias Mpuuga turned politically chaotic a few minutes after the arrival of Kabula county Member of Parliament James Kakooza one of the MPs supporting the removal of the constitutional age limit for the Presidency. The incident happened on Sunday evening at Nakawanga village, Kisseka Sub County, Lwengo district where a group of mourners got angry upon seeing Kakooza and attempted to rough him up; only to be saved by Buganda Katikkiro Charles Peter Mayiga.

Kakooza, who arrived at the burial grounds at around 3.00 pm, was first denied a break through to the congregation where several MPs and dignitaries were seated, kept smiling as several youths heckled and abused him, while chanting the “Togikwatako” slogan and threatening to throw stones to hit the former primary health care state minister.

“He should not come here or else we attack him” Youths dressed in T shirts branded with the “Togikwatako” slogan shouted.  “He is a traitor, he should leave. We can’t welcome him here,” they added.

The chorused mockery instantly attracted attention of the whole congregation that many people were seen rising to catch a glimpse of Kakooza as a group of charged youth advanced to rough him up, but MP Mpuuga swiftly intervened and to cool down public temper by dissuade the youths

“No you let him attend, Kakooza is my friend. He is just like many of our fellows who deserve to be liberated from the wreckages of rotten system in which they got trapped,” Mpuuga noted as he secured Kakooza from the charged mob.

“We should Blacklist him. He is part of the team that has left us suffering all this long” some elderly women asked youths as Kakooza arrived.

Coincidentally, Kakooza’s armed escort was blocked at the entrance, and as Katikkiro Mayiga’s security details was securing for him entrance into the congregation, several residents turned to stoning the MP’s vehicle in protest of his presence at the opposition dominated burial.

The unpredictable situation prompted the driver of the MP’s vehicle (Pajero Mitsubishi) together with a host of different security persons to hide the vehicle which prompted the Buganda Premier Charles Peter Mayiga to also plead with the angry congregation to “forgive” MP Kakooza since it was time to mourn the late MP Mpuuga’s father.

“You are all Kabaka’s subjects and am your elder brother, so I would not like to witness any embarrassing scenes amidst us, I will request you not to do anything bad to (MP) Kakooza,” Buganda Premier Peter Mayiga pleaded is his speech, before castigating legislators who sell their conscience at the expense of the country’s tranquility and will of the electorates.

The Controversial legislator could hardly find comfort at the burial as all speakers directly rebuked him and the ruling government.

“What is happening in the countryside is a direct indicator that majority of citizens are no longer supportive of your selfish agendas. I wonder why Kakooza and his group have adamantly kept a deaf ear to such indicators” the Kampala capital city mayor Elias Lukwago noted amid chants from the congregation.

Earlier in the day, Reverend Monsignor George William Lubega, the former Vicor General of Masaka diocesan, who led the requiem mass, extolled MPs opposed lifting of the presidential age limit, for standing their grounds to reject the amendment amid tough challenges.

He likened the MPs that were brutally thrown out parliamentary chambers, to heroes whom he said the electorates ought to hold in high esteem for struggling to defend the constitution.

Fr Lubega also read out what he said was message written in 2005, by Cardinal Emmanuel Wamala warning parliamentarians against the repealing the presidential age limit. The last cap after they removed the term limits.

The Forum for Democratic Change FDC former presidential candidate Kiiza Besigye, revealed that their next course of action would include going around the country imploring the citizens to join the MPs to resist what her said was bad rule and reclaim the country’s leadership.

The current political stalemate stems from a motion tabled by the Igara West MP Raphael Magyezi seeking leave of Parliament to draft a private members bill on constitutional amendment with a proposal to lift the presidential age limits.

However, when contacted via his cellphone Kakooza downplayed the threats against him. “My intention was to go for burial and I did. Those who threatened me were planted by several opposition politicians who wanted to frustrate me. Instead of writing on such an incident, why don’t you talk about Mao (DP President) who spend the day abusing the President (Yoweri Museveni)”

Sebalamu Ordered to Surrender Lwera Land Title to Land Probe Commission

The Judicial Land commission of Inquiry chaired by Justice Catherine Bamugemereire, has instructed businessman John Ssebalamu, to produce all the land titles he purportedly secured in Lwera, a wetland along the Kampala-Masaka highway.

The Commissioners on Wednesday started examining land disputes in the Masaka sub-region begun with a locust visit to Lwera wetland in Kalungu district, as one of the places with sharp land ownership disputes between businessmen and local communities.

The commission has faulted Businessman Sebalamu for depleting the wetland by opening up deep and wide ditches without being sensitive on the negative environmental impacts.

Amid lengthy verbal altercation with the commissioners, businessman Ssebalamu opened up that he regularly secured a 2 square miles land title in the wetland, which Justice Bamugemereire has instructed him to produces before the committee.

According to him, he successfully secured the relevant approvals from the responsible government departments that cleared him to carryout commercial sand mining in the wetland; however his explanation was found lacking by the commissioners.

Other persons to face the commission are Bukoto South MP Hajji Muyanja Mbabaali, Synagogue Church pastor Samuel Kakande, Agriculture, Animal Husbandry and Fisheries Minister Vincent Ssempijja, Deputy Chief of Defense Officer, Lieutenant General Wilson Mbaddi, Masaka district NRM chairperson Peter Ssenkungu among others who are said to have disputed ownership of land in greater Masaka region.

Hima, WWF Renew Environmental Pact

KASESE, UGANDA- Hima Cement has renewed its partnership with the World Wide Fund for Nature (WWF) to protect River Mubuku catchment area through planting of trees and promoting safer agricultural practices amongst farmers along the river.

The partnership between Hima Cement and WWF started in 2014 for protection and management of River Mubuku catchment area. The new MoU that has been signed is for the payment of watershed services schemes for protection of the same catchment.

It also aims at providing environmental education awareness, and enhances access to renewable energy technologies and energy conservation as well as maintenance of ecosystem services.

Andy White, the Deputy Plant Manager at Hima Cement said the cement maker is committed to promoting conservation efforts in its business and in the communities in which it operates so as to create shared value for society.

“While our main business is cement, sustainability is a key part of our core business strategy and guides us in our endeavors in areas of governance, environmental protection and social responsiveness.

“We have all learnt that the environment and nature are precious resources which are not limited. We have put in place key programs to ensure that our activities have minimum effect on our environment but even more efforts towards activities that replenish the environment,” White explained.

Over 130,000 trees have so far been planted with various species of trees planted along the river Mubuku banks. These include, Pine, Gravellier, Bamboo, Maesopsis, caliandra and Albizia.

Ndifuna Matthias, the Chief Administrative Officer Kasese lauded Hima Cement for continuously pursuing sustainable means while producing cement.

“I would like to thank Hima Cement for producing cement while taking care of the environment. Specifically, I am happy that you are now using coffee husks in your cement kilns. This has led to job creation and employment opportunities as well as increased household incomes in our area,” he said.

Adding, “This exercise today is a very important one because we are preserving the environment; water protection. As you may be aware, most medicines come from these trees and this is one of the reasons we should endeavor to protect our environment.”

Fred Kimaite, the Conservation Manager at WWF said since 2014 when the first MoU was signed between Hima and WWF, there has been tremendous improvements to their sustainability efforts and that the renewal of the partnership is a big vote of confidence.

“This is a special day for us as WWF. We are celebrating our partnership with you; a group of people who share the same beliefs with us. Hima has committed another round of funding because of the good work that they’ve seen ongoing. The private sector is now recognizing that this is the way to go and there’s been a lot of interest coming in from them in regard to the environmental protection,” he explained.

The scheme is being implemented with farmers upstream who are the land and water custodians and the private sector downstream who are the water resource users.

Uganda Must Revise PPDA act

KAMPALA, UGANDA- Uganda’s Minister for Finance, Planning and Economic Development Matia Kasaija has decried the recently amended Public Procurement and Disposal of Assets Act (PPDA) saying it must be revised because it is doing more harm than good as regards to projects implementation.

“The people who amended this law thought it will improve the doing of government works and fighting corruption. But what we have noted , its creating unnecessary project delays hence increasing project costs three or four times than the original project costs,” said Kasaija.

Kasaija was commissioning the construction of the National Social Security Fund’s 2,740 units, housing project in Lubowa, Wakiso district.

This is in line with NSSF’s continued effort to expand its investment portfolio to give its members more competitive returns on their savings.

The real estate project, which will cost an estimated USD 400 million over a 10-year period, will be developed on the Fund’s 565 acres of land along Entebbe Road and will be one of the most up market housing estates in Uganda.

Kasaija urged NSSF to help in improving people’s ways of housing by setting up affordable houses. He also refuted rumours that he is about to set an interest rate cap on Banks in order to bring down the cost of borrowing.

“You should help government to get rid of slums by working with slum dwellers to upgrade slum houses into modern houses,” said Kasaija.

Richard Byarugaba, NSSF Managing Director said the Lubowa Housing Estate is in response to demand for quality housing for Uganda’s middle and first class and as an investment opportunity that will deliver competitive returns on members’ savings.

Last Year, NSSF gave a 12.3% return on members’ savings, and is set to announce a new interest rate.

Byarugaba said the Fund will make an initial investment for Phase I, after which the project is expected to be self-financing with projection to complete the first phase in one year.

The development will have retail and offices space, school, hospital, leisure and commercial areas, police post, fire stations and places of worship, a central Park and a plantation Garden Park, creating a desirable environment for the residents.

He also noted that once complete, the houses will be sold on the open market to both the Fund members and the general public. However, priority will be given to the members and will be sold at prevailing market rates at the time of completion of the project.

The Board Chairman, Patrick Byabakama Kaberenge said the Fund’s real estate strategy going forward will focus on low cost housing, which will target a significant number of NSSF savers.

The planned affordable housing projects include off taker projects in and around Kampala, 5,000 housing units project at Temangalo, Wakiso and a planned estate in Nsimbe land, which the Fund recently redeemed back and acquired in totality.

The Lubowa Housing estate will also address the current challenge of housing deficit in the country which continues to grow by an estimated 300,000 units per annum currently standing at 2 million units according to the National Planning Authority plan of 2015-2020.

South African pro golfer and defending champion of the Tusker Malt Uganda Open Pros Championship, Joshua Seale, is in town to defend the title he won last year during a thrilling showdown at the Kitante Golf Course.

Joshua Seale will be looking to emulate his good fortunes from last year and retain his trophy despite facing tighter competition. He joins a number of more than 50 pro golfers from around Africa who have registered to take part in the 75th Tusker Malt Uganda Open.

Over 35 pro golfers from Kenya have arrived in Kampala to take part in this year’s Open. The tournament has also attracted players from other countries such as; Portugal, Zimbabwe, Zamiba, Namibia, Rwanda and Tanzania.

Some of the notable foreign pro golfers to look out for will be Ferreira Stephen from Portugal, Rwanda’s Dusabe Jules, Kopan Timbe from Kenya. Returning as a pro golfer, Zambia’s Aaron Simfukwe will be looking to make a mark once again in the Tusker Malt Uganda Open.

Simfukwe played in last year’s tournament as an amateur and has since turned pro.

Some of Uganda’s star golfers will include Deo Akope, who won the tournament in 2006 and 2014, Phillip Kasozi, Fred Wanzala, whose recent form hasn’t gone unnoticed.

The pro golfers will be looking to have a lion’s share in the prize money which increased to UGX 145 million from UGX 110 million.

“The Tusker Malt Uganda Open pros tournament is going to be a captivating one as we have the top players from across Africa tussling it out at the Kitante Golf Course. We hope the best golfer wins and we shall be following closely,” said Grace Namutebi, Uganda Breweries Limited, Brand Manager Premium Beers.

USE in a drive to Encourage Trading Amongst Students

Uganda Securities Exchange (USE) has launched the USE University Challenge in a bid to inculcate an investment culture among students in universities across the country.

The challenge, seeks to give the youth a platform to trade and understand how to invest in shares & bonds listed on the bourse.

About 1,000 university students are expected to take part in the first of its kind trading & investment competition across the country.

Speaking during the launch, the USE CEO Paul Bwiso noted that the investment challenge will be central in raising awareness among the younger generation on investing in the stock market and how the students can create wealth though the exchange.

“This platform will be critical in demystifying what securities and trading is all about while giving an opportunity to students to learn how to make informed investment decisions early on in their lives,” said Paul Bwiso.

The challenge will see each participating student get Shs35,000,000 worth of virtual capital which they will use to invest.

The virtual capital according to Bwiso will be used to buy and sell virtual shares and
corporate or government bonds listed on the Securities Exchange or invest in fixed deposits or swings.

“The USE Investment Challenge is our way of encouraging the youth to
develop a culture of savings and investments by demonstrating in a
practical way how to buy and sell securities listed on the Uganda Securities Exchange and as a result, create financial inclusion for the youth,” Bwiso said.

Participants will have access to the USE real time information “The online
platform will be an assimilation of the real market.”

According to Catherine Gitonga, the Founder & CEO of Smart Youth Investments, the student that will have the highest portfolio at the end of the three months’ competition will receive Shs10,000,000 worth of shares or bonds to start investing.

“This is an entry point for students to learn how to invest through the Uganda Securities Exchange,” added Gitonga.
