Namboole Stadium Fence Renovation To Cost 3.8 Billion Ugshs

The government has officially handed over the Namboole stadium site to the UPDF Engineering Brigade to upgrade the stadium to international standards. Namboole has not hosted an international game for the past four years.

The official commissioning event was presided over by State Minister for Sports Hamson Obua. A perimeter wall (4.1 Kilometer) around the Stadium land will be built first and it will cost Shs3.8 billion.

Construction of the perimeter wall is expected to take the next four months. The bigger renovation and upgrade of the inside stadium facilities will cost Shs97 billion, lasting for at least nine months.

Kira Municipality MP, Ssemujju Nganda demanded a resettlement plan by gov’t for the people who have been staying on Namboole Stadium land (Kireka B).

Boda Boda Curfew is For Covid-19 and Security Issues

Minister for ICT and National Guidance Chris Baryomunsi has said that as the country fully re-opens, the 7:00 pm curfew on Boda Boda’s should be strictly observed, as it is not just a Covid-19 issue.

Baryomunsi, who is also the cabinet spokesperson said that the issue of Boda Boda’s is “complicated” and they should work within the stipulated guidelines until further notice.

The ICT minister made these remarks while appearing on NBS Morning Breeze, Monday.

“The curfew for the Boda Bodas is both a COVID-19 related and a security issue. They should therefore maintain the curfew from 7:00 pm to 5:30 am,” Baryomunsi said.

The country as per President Museveni’s address on December 31, 2021, is expected to fully reopen starting Monday, January 24, 2022, with all other areas that were still under lockdown reopening fully.

The 7:00pm nationwide curfew was also lifted by the President for every sector of the economy, apart from Boda Boda’s which he said should not work in the cover of darkness.

Several stakeholders and members of the civil society have in recent weeks called for the 7:00 pm curfew on Boda Boda’s to be lifted, saying that “it is not fair” for the riders.

Baryomunsi in his response however said that this is not possible for now, as the government is still studying the situation before deciding on the matter.

The minister however asked riders and the whole Boda Boda community “to take heart”, saying that the cabinet will consider their concerns and decide soon.

“The Boda Boda riders should take heart, we are going to sit and discuss this with the scientists and guide on this issue,” the minister added.

Baryomunsi also cautioned the rest of the sectors which have been re-opened to take caution and follow all the necessary Standard Operating Procedures (SOPs) because Covid-19 is still within.

“The reason we are reopening is to revive the economy. The responsibility of the bars will depend on the owners. They should ensure social distancing and that the people who come to these bars have masks,” Baryomunsi stressed.

Gen Katumba Urge Bobi Wine To Become Uganda’s President

During the burial ceremony of the late Christopher Columbus Sembuya’s in Kikwayi village, Buikwe district, the minister of Works and Transport Gen Katumba Wamala served up some bold political speeches from former presidential candidate Robert Kyagulanyi populary known as Bobi Wine.

Katumba Wamala offered the most intriguing political speech of his life, utterly divorced from the NRM conformist script. It was a point-by-point explanation of why he wishes Bobi Wine can run this country one day. The minister infused his speech with advice on what qualities a successful leader should have.

“Mister Bobi Wine, I wish that one day you govern this country…” he said to bursts of applause and a standing ovation from Bobi Wine and other excited mourners.

“…But I warn you that if you prioritize tribes or tribalism, you will not manage Uganda,” he said at the funeral of fallen industrialist Sembuya, the founder of Sembule Group of Companies

“I want to caution you that we have one country called Uganda. Whether you are a Rwandan, Karimojong, or an Acholi present here, we are all in a country called Uganda. If we do not front the word Uganda, we shall be going back every time,” he said, adding, “I am begging you to remove tribalism from our lips. Here in Buikwe, we are a united people. Have I lied? You are united people here. My father and grandfather hail from here. Here in Buikwe, we are united.”

Katumba’s speech was a response to Bobi Wine’s stinging accusation of the ruling NRM government’s failure to help Sembuya when he begged frantically for cash to rescue his crumbling business empire yet foreigners were quickly helped.

Sembuya had by 2010 piled up a huge debt, which stacked the odds against his business empire. By 2014, having failed to secure a government bailout, Sembuya lost Sembule Steel Mills, then valued at Shs 27 billion, to a bank that had lent him Shs 10 billion, according to media reports.

His dilemma has always come up as an example of a lack of government strategy to grow and develop local industrialists. Since then, and until as recently as 2019, Sembuya was asking the government for a bailout of $5 million (currently Shs 8 billion).

Bobi Wine said, “Amina Mohammed Hersi, the founder of Atiak Sugar Factory, received a Shs 62 billion financial bailout. Finasi Construction Limited in charge of constructing Lubowa Specialized hospital received Shs 1.4 trillion of taxpayers’ money. To date, we are still wondering what happened to that money! When it came to our Sembule, he wasn’t rescued by the government. Our elders, I am telling you this because we want you to know these things.”

“It was you who took us to school to study. When I was in school, there was a subject called Civics that taught us how government operates. Call it politics and leadership. It was removed because they want you to remain blind. The majority of my age mates know there was Political Education in our schools but it was removed because they don’t want us to see where the nation is going,” he said.

“When some of our parents were younger, they loved current affairs. They went to war because they felt that it was through killing people that they could reclaim the nation. It is sad that over half a million people lost their lives,” he said.

“It is the same situation we are in at the moment. Our children are abducted and killed. Between November 18 and 19, 2020, over 150 people were killed. No one has been convicted in court yet. At the moment, your children and grandchildren hailing from Buikwe, Gomba, Lugazi, and elsewhere are rotting away in jail without any charge because they supported one of you and one of their own. It is absurd that it’s our mothers and fathers that are upholding our oppressors,” he said.

“Malcolm X said nobody can make you a slave without your permission. It’s us that permit them. You speak unarmed, without any profanities, without doing anything wrong, but when you reach somewhere, they beat you up and pluck out your nails. Your crime is enlightening your colleagues. Things were not like this, our dear parents. We are your children or friends of your children and we shall live with them in this country when you are long gone. What kind of Uganda do you want to bequeath to us? Even a newborn baby has a debt of one million shillings on its head be- cause money is borrowed and stolen.”

Museveni Pardons 79 Prisoners

President Museveni has pardoned and set free from prison at least 79 inmates including a Venezuelan national. Uganda Prisons Service spokesperson, Frank Baine, said Museveni forgave the inmates on medical and humanitarian grounds.

“In the exercise of the power vested in me under article 121 (1) (a) of the constitution of the Republic of Uganda, 1995 as mended and on the advice of the advisory committee on the prerogative of mercy, I hereby grant to the person below, on public health and humanitarian grounds,” Museveni states the communication.

Out of the 79 inmates, eight are from Fort Portal prisons and these include; Deborah Kyakimwa, Mary Ithungu, Karim Abdul, Robert Mugisa, Emmanuel Masereka, Philimon Barijwaha, Eriya Byaruhanga and Kyaligonza.

Five inmates have been released from Mbale prison including; Peter Musana, Ronald Masjero, Paul Mashika, Jespa Anywa and Amos Mugudwa. Masindi prisons have also had five prisoners set free and these include; Sunday Okot, Adidas Muwanguzi, Francis Okum and Kenneth Busobozi.

Museveni has also released inmates from Isimba; Tera Zimonia, Dennis Kayongo, Brian Atwine and Agus Swaibu. UPDF soldier Pte Awany James and police corporal Sabiot Herbertson have also been released.

This is one of the smallest number of inmates Museveni has pardoned. In 2020, he pardoned 883 prisoners. However, Baine did not reveal the offences the pardoned inmates had been convicted and sentenced for.

President Museveni as the head of state is the only person with the powers to pardon inmates. Museveni has been pardoning prisoners normally at the end or start of the year. The latest document shows Museveni set free the 79 inmates on January 3rd but prisons was still processing their release documents.

Kitgum RDC Closes Fuel Station Over Hiking Petrol Prices

The station was selling a litre of petrol at Shs 12,000 by end of business on Monday, while the price per litre ranged between Shs 4,900 and Shs 6,000 at all other stations in the district, and the region.

According to Komakech, six out of the nine fuelling stations in Kitgum municipality including Shell Alcoben, Total One, Total Two, Rock, Oil Energy and Gapco had run out of fuel in their reserves leaving only Petrocity, Pita, and Don operating.

Komakech says they decided to close operations of the fuelling station because they were taking advantage of the current shortage of fuel in the district to hike fuel pump prices and will only be opened to business after rescinding their decision formally.

Richard Billy Okello, a pump attendant at Petrocity, Kitgum branch did not deny hiking the fuel pump price for petrol but says they are under a directive from their superiors to keep their reserves with some fuel to avoid closure of business and avoid losing regular customers.

Okello argues the current crisis is a nationwide issue citing Pader where the price of petrol has been hiked to Shs 14,000 per litre and in the West Nile sub-region where a litre of petrol ranges between Shs 10,000 and Shs 12,000. Okello however says negotiations are underway to consider a reduction.

Komakech also warned proprietors of other filling stations to desist from taking advantage of the current situation to exploit and inflict financial pain on motorists saying members of the public should abandon the overpriced dealers; stations as they wait for the situation to normalize.

The current escalation in fuel prices has been attributed to recent delays in clearance of fuel tankers at the Kenya-Uganda border points of Malaba and Busia, caused by mandatory Covid-19 testing of all truck drivers along the two border points.

Court Order Written Submissions in Desire Mirembe Case

Justice Henry Kaweesa Isabirye has ordered parties in the trial of Matthew Kirabo for the alleged murder of his girlfriend and former Makerere University medical student, Desire Mirembe to file written submissions.

Kaweesa issued the directive when the matter came up today Monday where the defense was expected to make oral submissions for no case to answer.

However, the case took another twist when the state attorney, Happiness Ainebyona asked for court guidance since Caleb Olaka and Evans Ochieng had joined the case as defense attorneys. She cited the advocates’ professional conduct regulations SI267-2, which prohibits advocates from acting for any person without receiving instruction or authorized agents.

Ainebyona noted that the two lawyers were deliberating like they head the defense team, yet they were never introduced to the court and what their roles on the team are.

In his response, counsel Charles Dalton Opwona who has been leading the defense team noted that he and his colleague; Ali Hassan Kato had decided that they need help given the heavy work on the case hence adding Caleb Olaka and Evans Ochieng to the team as their assistants.

After listening to both sides, the judge ruled that Olaka and Ochieng stick to their role of assisting Kirabo’s defense team.

Opwonya then asked court to allow them to file written submissions. In his ruling, justice Kaweesa ruled that Kirabo’s lawyers led by Opwonya and Kato write their submissions of a no case to answer and serve Ainebyona between 3 and 4 pm and court by 5 pm.

He then ruled that Ainebyona should as well make her response to the submission by tomorrow Tuesday, and a rejoinder if needed. Kaweesa, then adjourned the case to January 28 where he expects both parties to appear in court to receive the ruling on the matter.

Kirabo is accused of murdering his girlfriend Desire Mirembe, 19, on July 10, 2015, and dumping her body in Lugazi sugarcane plantations in Buikwe district.

The body was recovered on July 11, 2015. Kirabo then confessed to the murder and was charged in Jinja High court, which remanded him to Nalufenya prison in Jinja.

The case was then moved to Mukono High court on the instructions of the then principal judge Yorokamu Bamwine after the state complained that the crime had been committed under the jurisdiction of Mukono High court. On October 6, the High court in Mukono finally started hearing the case after 6 years.

No One Will Replace Me Until Am Dead – Kyabazinga Gabula Nadiope

The Kyabazinga of Busoga Wilberforce William Nadiope Gabula IV has dismissed reports citing that he has been replaced with Edward Columbus Wambuzi, the Zibondo of Bilamoji as the newly legitimately elected King of Busoga Kingdom.

In a statement from Busoga Premier Joseph Muvawala, copied to the President of Uganda, the Inspector General of Police, and the Minister for Presidency, the kingdom maintains that Gabula IV remains the legitimate Isebantu Kyabazinga.

“The Kyabanzinga once elected under the constitution of Busoga and our culture reigns till death and the organs of the Obwa kyabazinga to it: the Busoga Lukiiko, the cabinet, clans’ council, Abambedha council, Chief Royal Council among other duly perform their mandate and there should be no cause for alarm,” the statement reads in part.

Earlier, a statement purportedly from the Busoga Chiefs Royal Council indicated that Gabula had been kicked out following a vote of no confidence from the respective kingdom chiefs and consequently replaced by the ever-willing Colombus Wambuzi.

However, Muvawala maintains that the statement allegedly from Busoga’s chiefs should be “treated with the contempt it deserves”.

“The purported dismissal and or election of a new Kyabazinga is false, illegal, misleading, and intended at creating confusion and disunity in the Kingdom, which all peace-loving Basoga and Ugandans should shun and condemn,” Muvawala said in his statement.

He added that Gabula remains the legitimate head, having been elected in office in 2014 and duly enthroned in September the same year. He confirmed that Gabula remains gazetted under the law as the apex of the kingdom.

Wambuzi always the issue

Columbus Wambuzi has been at the center stage of the chaos in the Kyabazingaship, himself having acted in the role in 2008.

It should be noted that Wambuzi was elected Kyabazinga in the year 2008, however, he was withdrawn from the position citing irregularities in his election where members agreed there was no quorum on the day he was elected.

The Kyabazinga is supposed to be elected by the 11 kingdom chiefs, a criteria Wambuzi did not meet.

Consequently, Gabula was ascended to the throne having obtained 10 votes from the 11 chiefs in August 2014. He was crowned in a pompous ceremony at Bugembe Stadium, just a stone’s throw away from his palatial residence in the outskirts of Jinja District.

Following the coronation of Gabula, Wambuzi vowed to the media that he would snatch the throne “any minute”.

Indeed, several months later, Gabula was dragged to court and parties loyal to Wambuzi asked that his election be nullified.

Three Busoga loyalists including Dan Kawanguzi, a member of the Balangira clan from Busiki Chiefdom, Gideon Isooba from the Bulamogi Chiefdom, and Harriet Nanyanga petitioned the Constitutional Court to declare that the decision to elect Nadiope as the cultural leader of Busoga in the absence of a vacuum to the throne as inconsistent with the constitution.

They also asked the court to declare that the action of police restraining their legally elected and legitimate Kyabazinga of Busoga Edward Columbus Wambuzi from accessing his kingdom office at Bugembe to execute his duty as the Kyabazinga was inconsistent with the constitution.

However, the court trashed their petition.

Top ADF Rebel Arrested in Eastern Congo

One of the founders of a rebel group of Ugandan origin operating in the east of the DR Congo has been arrested, military sources in both countries said Wednesday.The arrest of the top Allied Democratic Forces (ADF) figure occurred on Tuesday outside the zone where the two countries are carrying out operations, they said.

“Benjamin Kisokeranio, officially the ADF intelligence chief until 2019 and close to former ADF chief Jamil Mukulu, was arrested yesterday (Tuesday) in the Uvira region of South Kivu,” a high-ranking Congolese military official told AFP, requesting anonymity.

“He was known to our services who were following his incessant movements in the region,” the official said, adding that he was carrying a Congolese passport.

A spokesman for the Ugandan army, Ronald Kakurungu, said Kisokeranio was captured near the border with Burundi and was now “in the hands of DRC forces”.

According to Kampala, Kisokeranio was in charge of intelligence, finances and logistics for the ADF, the deadliest of dozens of armed groups operating in the mineral-rich region.

The group is blamed for thousands of killings in North Kivu province and for recent bomb attacks in Uganda.

Kisokeranio’s father Bwambale Kisokeranio was the founder of another Ugandan rebel group, the secular NALU, which joined forces in 1995 with mainly Muslim militias operating in the eastern DRC.

In 2007, after negotiations with Kampala, the elder Kisokeranio and several NALU rebels returned to Uganda.

But Benjamin Kisokeranio remained with the ADF in the DRC jungle along with Alilabaki Kyagulanyi, alias Jamil Mukulu, and the late Ugandan lawmaker Yusuf Kabanda, according to a former UN official who was in charge of repatriating the NALU branch.

The Islamic State group (IS) presents the ADF as its regional branch — the Islamic State Central Africa Province, or ISCAP.

Its current leader, Moussa Baluku, declared his allegiance to IS in 2019.

“Benjamin Kisokeranio opposed this move and left the Beni region for the neighbouring province of South Kivu from where he shuttled to Burundi to see his family,” the former UN official said.

The Congolese and Ugandan armies launched a joint operation against ADF positions on November 30.

The DRC army carried out new strikes on Wednesday against ADF rebel positions in the Beni area, an AFP correspondent saw.

Kakwenza Charged & Remanded to Kitalya Prison

KAKWENZA CHARGED AND REMANDED TO KITALYA PRISON
Buganda Road Magistrate’s Court has charged and remanded satirical novelist Kakwenza Rukirabashaija who was arrested in December last year, to Kitalya Prison until January 21 when he will return to court for further mention of the charges.
Kakwenza, who won the PEN Pinter Prize International Writer of Courage award last year, was arrested on December 28, 2021, for allegedly making abusive, derogatory, and belittling tweets against President Museveni and his son, Lt Gen Muhoozi Kainerugaba who is also the UPDF commander land forces.
He had not been arraigned in any court despite various calls by human rights defenders to either produce and charge him before a court of law or release him unconditionally.
On Tuesday, the court issued an order for the police and other security agencies to produce Kakwenza in court; the police this time heed the order and produced him to Buganda Road Magistrate’s Court at around 9am.
Court presided over by magistrate Douglas Singiza read to Kakwenza two counts of offensive communication, C/S 25 of the computer misuse act 2011 to which he pleaded “not guilty” before being remanded to Kitalya Prison.
The prosecution contends that Kakwenza on December 24, 2021, in the Kampala District, willfully and repeatedly used his Twitter handle @KakwenzaRukira to disturb the peace of His Excellency the President of Uganda, Gen Yoweri Kaguta Museveni, with no purpose of legitimate communication.
The prosecution further contends that Kakwenza between December 26 and 28, in the Kampala District willfully and repeatedly used his Twitter handle @KakwenzaRukira to disturb the peace of Lt Gen Muhoozi Kainerugaba, with no purpose of legitimate communication.
