Last month news made headlines in Uganda how Bobi Wine’s elder son had been caught with drugs and a lighter in his suitcase and subsequently suspended from school for two weeks to serve his punishment.However, if you remember very well it was the head teacher of the school Brother Deodati Aliganyira who was quoted confirming the reports to media and Bobi Wine never said a word on the issue as a parent for reasons better known to him.

In yesterday’s parent’s meeting which took place at school, Bobi Wine used the chance given to him during the questions session and poured out his heart to the head teacher and the entire school administration which he says stooped too low in targeting and victimizing his son over unfounded claims which they failed to provide evidence to.

Bobi Wine, who says he’s not an OB of SMACK but his late father and grand father are is terribly not happy with the school in particular Brother Deodati Aliganyira who opted to take his son’s issues to the media. He further says his son was blocked from standing for an elective post because he is not a sharp student and also a celebrity student which puts his opponents in an unfair competition.He says even him as a parent had equally been subjected to stigma by the school whose top management always prevailed on him to stay away from the school functions for fear that he will attract “unnecessary attention” to which he agreed to stuck to by staying away but was appalled when the same headteacher spoke to the media justifying the two weeks suspension of his son from the school over Njaga claims.

“The reasons why i had come to that meeting because i had been informed by you Mr. Head master that my child had been found with drugs in this school, when i asked the young man he said he would be ready to take all the responsibility and repercussions but he mentioned that the dormitory is filled with CCTV cameras all over, he challenged the disciplinary committee Mr Headmaster that if they provide the footage, he was ready to take every kind of punishment, incidentally when the school administration checked, the camera had been disconnected a day before”- said Kyagulanyi as parents cheered him up

The headmaster confirmed to Bobi Wine that indeed the cameras go faulty and that day they were faulty to which Bobi Wine questioned the ability of the school to keep their children safe even in bigger emergencies like school fires.He says even him as a parent had equally been subjected to stigma by the school whose top management always prevailed on him to stay away from the school functions for fear that he will attract “unnecessary attention” to which he agreed to stuck to by staying away but was appalled when the same headteacher spoke to the media justifying the two weeks suspension of his son from the school over Njaga claims.

“It was your submission Mr. Headmaster that yes you did not have any facts in the presence of my wife, the deputy headteacher and the school lawyer that indeed you didn’t have facts that that boy was not being set up, however, you requested us to understand and agree on a mutual ground it would have been double standards if my son was not suspended yet others are suspended even when there was no core facts, in the face the young man was neither guilty nor innocent according to you and was there in between we submit to that for the good of the school”- Said Bobi Wine.

Bobi Wine’s revelations has instead raised eye blows on St Mary’s College Kisubi one of the best catholic schools on how it handles matters with such disturbing happenings and in the end Bobi Wine demanded and apology from the headteacher for soiling his name and that of his son.“It was therefore very unfortunate that after those two weeks even when that young man was innocent for as far as evidence is concerned it was quoted that the headmaster of SMACK gave an interview confirming that my son was found with drugs, that was damaging the future of my son, it was damaging to my personality “- Bobi Wine bitterly hit at the headteacher

China is Not Taking Over Uganda’s Entebbe Airport After All

The new scramble for Africa between superpowers in this era has put a spotlight on the relationship African countries share with former colonialists. In 2021, media reports claimed that China was going to seize Uganda’s International Airport if they defaulted on a loan which was used for the upgrade and expansion of the airport.

Western countries and African civic groups viewed the potential seizure as proof that China was using ‘debt traps’ to control African countries. China refuted the allegations stating that they had no factual basis and are out to distort the good relations that they enjoy with Africa. As the months have gone, the truth has become more complex.

A new research paper that was published by AidData, a US based finance research lab, revealed that the Entebbe Airport is not at risk of being seized by China’s Export-Import Bank. The paper is based on the full version of the loan contract and concluded that China “does not engage in predatory lending but remains a shrewd negotiator who is willing to impose intrusive conditions upon sovereign borrowers to protect its balance sheet.”

The terms of Uganda’s $200 million loan are not unique to Africa. The Chinese Export-Import bank requires the Ugandan government to provide a cash deposit in an escrow account and requires all revenue generated by the Entebbe International Airport to be used to repay the loan in the event of default. The bank also requires the right to approve or reject the annual operating budgets of Uganda Civil Aviation Authority.

The power dynamics between China, a leading superpower and developing African countries like Uganda are often skewed but they do not necessarily imply malicious predatory relations.

China has often been accused by Western media and African activists of using “debt trap diplomacy” to install a new form of neo-colonialism and oversized control. It is a myth used to villainize China and rob Africans of their agency and sovereignty. Although, some of the terms of Chinese loans are tough, they do not have the same detrimental effect on African economies as loans from the IMF, World Bank, or any other Western-backed entities. There is very little evidence that there has been a single project in Africa that has been confiscated by China due to failure to repay loans. China has shown an openness to renegotiate loan terms with debtors and even cancel debt as seen in Angola, Botswana, Cameroon, Chad, and DRC in 2020.

China remains Africa’s largest trading partner and bilateral lender for public sector loans. China’s keen interest in the development of Africa purely serves China’s interests and goals. The onus falls on African leaders to find ways to negotiate better loan terms and capitalize on the opportunities that the new scramble for Africa is affording them to go beyond using financial credit to line their own pockets but make firm, forward looking decisions and take responsibility for their countries’ growth.

Gen. Muhoozi Kainerugaba Retires from Millitary

Uganda’s First Son and commander of land forces, Lt. Gen. Muhoozi Kainerugaba has announced his retirement from the army.

In a tweet on Tuesday, Gen Muhoozi said he was retiring from Uganda People’s Defence Forces (UPDF) where he has held various command positions and is currently the third highest-ranking officer in the military.

“After 28 years of service in my glorious military, the greatest military in the world, I am happy to announce my retirement,” he said.

“Me and my soldiers have achieved so much! I have only love and respect for all those great men and women that achieve greatness for Uganda every day.”

The news of his retirement comes after just a day he bragged about what diplomats had failed to do by helping to normalise Uganda-Rwanda relations.

What His Retirement Means

For so long, the Muhoozi Project has been a thing in Uganda’s politics. Many politicians have been arguing about the grooming of Muhoozi to succeed his aging father Yoweri Kaguta Museveni.

With his retirement from the military, Muhoozi Museveni’s position as heir apparent is now obvious.

His retirement is the final stage in the packaging of “Project Muhoozi’ before it is sold to the Uganda public by the owner H.E. Yoweri Kaguta Museveni.

The first stage was to make the project acceptable in the military since in Uganda, politics and the military are interconnected. The first son was fast-tracked through the army hierachy, to enable him control the armed forces and establish connections which were going to beneficial in future.

With this phase now complete, it is time to present the project as a civilian to the Ugandan public to make it electable. It would then ascend to leadership through a skewed democratic process manipulated by the owner. Having ascended to the presidency, the project can now sit pretty after-all it had already established itself in the military. .

Lawyer Mabirizi Summoned on Fresh Charges

The Buganda Road Chief Magistrates Court has summoned jailed lawyer Male Mabirizi to appear in court and take plea on charges related to offensive communication.

In the summons, Mabirizi is required to appear in court on March 7th, 2022 to answer charges of offensive communication, criminal libel and offenses prejudicial to judicial proceedings levied against him by Robert Rutaro, a private prosecutor.

As such, the Grade One Magistrate Sanula Nambozo has issued a production warrant directing the prison authorities at Kitalya Min Max Prison where Mabirizi is currently serving an 18 months sentence given to him by the High Court Judge Musa Ssekaana for his continued attack on judicial officers to produce him for plea taking.

The summons stem from a case privately instituted against Mabirizi by Rutaro saying that Mabirzi made statements on his Twitter handle abusing Justice Ssekaana.

Rutaro quotes a number of posts written both in English and local language allegedly by Mabirizi in which he attacked the Judge and some of his extracts attached onto his complaint are crafted in a vulgar language.“Chicken had 2be eaten to celebrate our triumph over Ssekaana and a section of Judges who think that Uganda belongs to them not citizens. Of course rule of law champion had to catch up with @legalrebel@IsaacSsemakadde to strategize and a huge missile is on its way,” reads one of the posts.

Others quoted state, “Ssekaana we have been on these streets deeper than you who delayed to leave kyazanga or Kyannamukaaka show us Attorney General’s application for my committal to civil prison …….ga nyoko nempumi yakitawo. Muyaayu gwe”.

But according to Rutaro, the said statements attributed to Mabirizi are ridiculous, tantamount to criminal libel and are clearly intended to lower the self-esteem and confidence of Justice Ssekaana, embarrass and shame him and to lower his reputation among the right thinking members of the society.“The statements made by the accused (Male Mabirizi) are inexcusable and amounts to contempt of court as the said Male Mabirizi is a lawyer who graduated with a bachelor’s in law of Makerere University well versed with the laws of the land and presumably aware of the consequences of the said statements”, reads the complaint in part.Rutaro alleges that the statements embarrassed the trial Judge and violated his right to privacy without justifiable excuse and therefore Mabirizi should be held accountable as provided for under the law.

“That the accused’s conduct ought to be condemned in the strongest terms sanctioned and punished to be an example to the rest of the lawyers and the public in general a lesson that Judges/judicial officers are not Boda Boda riders to be abused any howly and casually,” adds the complaint.

Rutaro who says he stands in solidarity with the Judicial officers thus asked court to summon Mabirizi to appear and be answerable to his charges.

Uganda is past the third wave of COVID-19, Health Minister, Dr. Jane Ruth Aceng has announced. She revealed this during a press briefing at the health ministry headquarters in Kampala, on Tuesday, February 15, 2022.

“While the country is out of the 3rd COVID-19 wave, registering a low positivity rate and no district in alert or response phase, I appeal to the population to continue following SOPs and get vaccinated! It is me and you to show responsibility for our health and safety,” Minister Aceng said.

The Omicron variant, which is over 40 times more infectious than other variants of COVID-19 drove the country into a third wave. The variant was first discovered in South Africa in November 2021.Uganda Virus Research Institute detected the variant in Uganda in early December last year. Records from the Health Ministry show that Uganda entered the third wave in December 2021 and peaked in the first week of January 2022.

Between December 2021 and January 2022, the country registered more than 32,067 COVID-19 cases and more than 246 deaths. Now with 862 cases and 37 deaths reported in February and a positivity rate of one percent, officials from the ministerial COVID-19 scientific task force, say the third wave of the virus has come to an end.

While this should be good news, Dr. Aceng warns that this should not be a reason for people to stop observing public health measures.

Scientists from the World Health Organisation warned that the Omicron variant is not the last that the world has seen. In a meeting last month, the COVID Technical Lead, Dr. Maria Van Kherkove said that the next big variant is around the corner.

Dr. Misaki Wayengera, the chairman of the Scientific Committee, says that the world is not yet COVID-19 free and other variants of concern can be detected at any time.

He says the public needs to remain vigilant. “The Omicron variant will not be the last we see. We are going to live with COVID-19 for a while but as we do this we can protect ourselves by getting vaccinated, wearing masks and washing our hands. We have used these measures during two COVID-19 waves and they work. So as the third wave ends, the next variant of concern is around the corner,” Dr. Wayengera said.

Museveni Praises Emorimor Osuban For Not Meddling in Politics

President Museveni praised Emorimor Augustine Osuban Lemukol Adugala for not meddling in politics as stipulated in the 1995 Constitution of Uganda.The President was speaking at the requiem mass at Kololo ceremonial grounds attended by leaders from political, academia and cultural backgrounds.

The mass was held to celebrate the life of Emorimor, who outside the cultural leadership, served as distinguished civil servant in the Ministry of Agriculture. Adugala started his career at Serere Agriculture Research Organisation in the 1950s.“I am here to say goodbye to Mzee Osuban but most importantly, to bear testimony to his contribution which others can emulate. Do not form alternative government; your role is to add value to Uganda which is coming up,” President Museveni said.

Mr Museveni said the Constitution stipulates the role of central government, and the kingdoms, adding that the Emorimor understood this as he did not take part in politics and legislation.

“I don’t have the slightest mistake against him.

“I have never heard that Mzee Osuban was meddling in these issues of politics, legislation, etc. I express my condolence to family, the Iteso community and all Ugandans and wish him eternal rest in the afterlife,” the President said.

Mr Museveni also said Emorimor did well in unifying Teso.

“You know Iteso are very quarrelsome people, when you hear that someone has succeeded in unifying them, it’s not an easy thing,” the President said, adding that his feat in causing unity cuts across the border among the Ateker group in Kenya, Sudan, and Ethiopia.

Mr Museveni cited the Ateker cultural day in Kumi District in 2018, which demonstrated unity among the Ateker people.The President also applauded the deceased for ensuring development projects around Agu wetlands in Ngora.
In recognition of the roles that the cultural institutions are playing in the country, the President acknowledged the funding crisis.

He said cultural institutions should be given cars after every five years.

“We are not funding this institution, it is embarrassing. MPs we have to give more, we give vehicles, and it should be an entitlement,” Mr Museveni said.

UPDF AND CONGOLESE SOLDIERS KILL 4 ADF SOLDIERS
Last month, the joint forces opened up the second axis against the ADF rebels.
The Uganda People’s Defence Forces (UPDF) and Congolese army on Monday afternoon attacked an Allied Democratic Forces (ADF) rebel camp in Bundihangaro, north of Nobili, eastern DR Congo, and killed four rebels.

Maj Peter Mugisa, the public information officer of Operation Shujaa, the joint UPDF-DR Congo army operation against ADF, said the soldiers were tipped off by residents.

“Our joint forces conducting Operation Shujaa got a tip from villagers and they were able to locate an ADF rebel camp that was estimated to have about 30 rebels, our forces raided the camp and killed four rebels,” he said.

He added that they also recovered two guns, one RPG bomb, seven goats, sauce pans, and DR Congo army uniforms.

“We are very grateful to the villagers who reported the presence of ADF rebels in their area and we encourage others to do the same so that we eliminate and stop this mayhem,” he said.

Maj Mugisa said on Sunday night, the ADF rebels attacked Kayenjye Village between Nobili border and Kamango Town and killed a boda boda rider, burnt two houses and stole goats and chicken.

He said on Monday the ADF rebels moved north of Kamango Town into Bundihangaro about six kilometres north of Nobili border and five kilometres east of Kamango Town, where they abducted six civilians from their gardens and killed them.

“We expect more bodies of ADF rebels to be found in the surrounding areas as the search is going on. These are rebels that have been terrorising the population in Nobili areas,” he said.

On February 2, the ADF and CODECO militants attacked Nobili, Njiapande Town, and Balu in DR Congo and killed 64 people.

More than 1,500 Congolese refugees crossed to Uganda and took refuge in Bundibugyo District at Bubukwanga refugee transit centre.

Former MP Munyagwa to be Arrested Over Food Debt

A number of restaurants in Wandegeya, a suburb in Kampala have threatened to arrest former Kawempe South Member of Parliament Mubarak Munyagwa for failure to pay Ugx 11 million food arrears.Munyagwa, until 2021 May was the MP for Kawempe South. He was replaced by Hajji Bashir Kazibwe. However, in the run up to the January 14th elections, Munyagwa used to send his supporters and campaign agents to restaurants such as Dreams Restaurant but failed to pay.

The former MP was a regular client at the restaurant until when the meals/food arrears reached Ugx 11 million and decided to runaway without paying.

“Even when I call him to pay, his phone never goes through. He seems to have blacklisted me,” Resty Namubiru, the Dreams Restaurant owner told this news site.At one point, Namubiru opted to report the case to police. However, Munyagwa has also not appeared at Wandegeya Police to record a statement.

Also, the restaurant owner opted to arrest Munyagwa herself when he appeared on a show on NBS, “however, he refused to get out to the studio because he was told we wanted to arrest him,” she says.

Namubiru is not the only restaurant in Wandegeya where Munyagwa demanded food bills. Several other restaurant owners who asked not to be named told Entebbe Post that Munyagwa has refused to pay them more than Ugx 7 million.

“We are now getting used to his character. He no longer features yet he was a regular client. This is only because he refused to pay.” A restaurant owner who asked not to be named told this website.

Other restaurant owners say, they gave up on demanding him because, since he lost the election, he seems to have lost a lot of money and “seems to have run bankrupt.”

Bank of Uganda Ordered to Pay Legal Fees in Crane Case

BoU ORDERED TO PAY LEGAL FEES IN CRANE BANK CASE
The Supreme Court has ordered Bank of Uganda (BoU) to foot all the legal costs involving the multibillion case that Crane Bank in receivership brought against city businessman Sudhir Ruparelia, bringing the five-year litigation to an end.In their decision on Friday, the Supreme Court justices held that it was BoU that was behind the Shs397b commercial litigation against the businessman and not Crane Bank in receivership, hence they should foot all the legal costs.

The unanimous judgment of the highest court in the land was also to the effect that Crane Bank reverts to the shareholders as of January 20, 2018“For avoidance of doubt, the Court of Appeal upheld the finding of the trial court, which ordered that the costs of the suit were to be borne by the Bank of Uganda, since it was Bank of Uganda behind the filing of the suit and other subsequent actions,” ruled the justices of the court.

It added: “That order (of Court of Appeal) shall stand. The implication of that finding, in our view, is that the management of the appellant (Crane Bank in receivership) reverted to the shareholders after January 20, 2018.”

The justices included; Rubby Opio-Aweri, Faith Mwondha, Prof Lillian Tibatemwa, Ezekiel Muhanguzi and Percy Night Tuhaise.
