Pupils’ Mass Registration Launched Amid Skepticism

Government through the Education and Internal Affairs Ministries yesterday commission the registration exercise of school going children between the ages of 5 to 16 years, to be issued with national identity cards.

The registration exercise launched at the Oxford Inn in Mbarara, will be conducted through the National Identification and Registration Authority (NIRA) from May 29th to August 30th 2017; starting with the 3 regions of Toro, Ankole and Kigezi.

Dr. Benon M. Mutambi, the Permanent Secretary Ministry of Internal Affairs says the exercise is hoped to reduce on the number of ghost learners in schools.

The process he said was conceived in September 2016 with the aim of addressing the challenge of ghosts in the education sector.

He noted that through this problem, government has been losing up to Shs. 2billion in terms of capitation grants, school facility grants and teachers’ salaries.

The registration exercise, if successful, is expected to facilitate integration of the Education Management System Information with the National Identification Register which will facilitate easy identification of learners.

The PS adds that it will also help with the annual student headcount exercise as statistics will be generated much instantly.


The registration launch was however met with cynics who attended including RDCs and other district leaders, some of who anticipated failure.

One of these Emmy Kateera the Buhweju RDC, pointed out that the recent closure of unlicensed privately owned schools will imply that the pupils there might miss out on the registration.

“Although the Ministry of Eduication told us to go ahead and register the learners in unlicensed schools, we also understand that only data from government schools and licensed schools will be conserved and forwarded to the ministry of education,” he said.

A total of 10,800,000 learners are expected to be registered.
